About this file
This memorandum summarizes a justification for use of other than full and open competition to procure steam valves from Emerson Fisher. The Navy seeks to purchase three steam reducing valves from Emerson Fisher for installation on USNS COMFORT (T-AH 20) to replace existing valves. The justification cites standardization with valves already installed on T-AH class ships including USNS MERCY (T-AH 19), as well as the need for form, fit and functional compatibility with the existing steam system design and controls integration. Only Emerson Fisher and one other manufacturer supply steam systems for T-AH class ships, and Emerson Fisher components are already in use. The procurement is valued under $750,000 with an anticipated award by August 2022 to support installation during the next maintenance period.

The design for the installation and integration of the regulating valves and controls have been determined by the N7 technical team . The design of the system and the selection of these components is based on the following criteria:
A. Valve body and mechanical control component dimensions B. The components to operate with the pressures, temperatures and environments of the systems and in a high temperature and humid locations.
C. The components the flow rate that the regulating valves can support D. Method of control (electro mechanical ) E. Integration with the existing control system on the T-AH Class F. Supportability for the next 10-years
d. X OTHER:
There are limited suppliers for steam systems Emerson Fisher and actuators Emerson Fisher is one of two (1 of 2) manufacturers that are in use on the T-AH Class currently.
4. UNUSUAL AND COMPELLING URGENCY: The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits.
