About this file
This is an emergency procurement memorandum from the Virginia Department of Natural and Historic Resources regarding emergency repairs to the Intern Cabin at Fairy Stone State Park. On March 16, 2026, Winter Storm Iona caused significant structural damage to the cabin roof, roof supporting structure, and associated exterior and interior finishes. The Director of the Department declared the event an emergency on March 18, 2026, authorizing expedited procurement procedures for all demolition, testing, removal, and replacement work. The scope of work includes removal and replacement of roof shingles, sheathing, and roof accessories; structural roof framing members as required; exterior siding, trim, and painting; insulation; damaged electrical components; and drywall repair and interior finishes. Power to the building was disconnected, and additional mechanical and electrical system reviews were planned to proceed.
The contract for emergency repairs was awarded to Daniel Builders LLC under emergency procurement procedures in accordance with the Agency's risk management guidelines. No specific pricing, contract term, or renewal option details are provided in the memorandum. The procurement process bypassed standard bidding requirements due to the critical nature of structural damage and the necessity to prevent further deterioration of the building and potential safety hazards.

Subject: Fairy Stone State Park – Intern Cabin Roof
On March 17, Design and Construction staff were made aware of storm damage to the Intern Cabin
Roof (no E-911 address) at Fairy Stone State Park. The damage occurred on March 16, 2026 as a result of Winter Storm Iona. Images from park personnel have been shared with DAC indicating structural damage to the roof, roof supporting structure, and adjacent exterior finishes and interior finishes. Park personnel had removed the tree and have attempted to minimize water damage inside.
Structural damage appears to have been limited to supporting roof rafters, but additional review will continue. Power to the building has already been disconnected. Additional review of Mechanical and
Electrical system components will be required. The storm damage created a significant loss to major building components, and it is critical that those components be replaced.
• Since the storm damage compromised the structural system of the Intern Cabin, I am declaring this event and all in-kind testing, removal and replacement as an emergency. All procurement associated with demolition, and repairs of the existing structure and in-kind construction replacement shall follow emergency procurement guidelines and comply with the Agency’s risk management guidelines.
The emergency repair/replacement due to this event shall include the following:
• Removal and replacement of roof shingles, sheathing, and roof accessories
• Removal and replacement of structural roof framing members as required
• Removal and replacement of exterior siding, trim, and associated painting as required
• Removal and replacement of insulation
• Removal and replacement of damaged electrical components
• Drywall repair work, including patching, replacement, and painting interior as required cc:
Frank Stovall, Deputy Director of Operations
