About this file

This is a Department of Veterans Affairs Decision Document for Restricting Competition under FAR 12.102(a) for a commercial acquisition valued at or below the Simplified Acquisition Threshold.

The Richard L. Roudebush VA Medical Center in Indianapolis, Indiana requires emergency repair services for a Cummins KTA19 electrical generator located in Building 19. The generator is leaking coolant at the cylinder head rocker boxes and is unable to operate at full capacity, presenting an unacceptable risk of failure. This generator provides backup power to Building 19 and load-shares to other buildings, including Building 1 (the main patient care facility), and serves as a primary backup power supply for the facility's domestic water supply and sewage pumps. Generator failure would jeopardize electrical service continuity across the campus, negatively impact patient care, and pose health and safety risks. The scope of work includes all labor, transportation, parts, test equipment, tools, and expertise necessary to complete the repairs according to the performance work statement. Competition has been restricted to Macallister Machinery, Inc., an Indianapolis-based business that has already assessed the generator and provided a repair quote. Macallister currently holds a subcontract to service and maintain other generators at the facility and is prepared to begin repairs immediately upon order receipt. Limited market research was conducted; the SBA Small Business Search identified 1,416 concerns certified as SDVOSB or VOSB under NAICS code 811310. Due to the urgent nature of the requirement, no additional market research was completed. The Contracting Officer, Brian D. Rosciszewski, approved the purchase on August 18, 2026, under the single-source justification authority of FAR 12.102(a).
