I. Agency and Contracting Activity.

United States Air Force

AFLCMC/PZICC

1940 All brook Drive, Room 109

WPAFB, OH 45433-5309

II. Nature and/or description of the action being approved.

Modification to the Firm Fixed Price {FFP) Blanket Purchase Agreement {BPA) FA8601-19-A-0003 in the amount not to exceed $8,800,000 to adjust for additional scope. This changes the total BPA value from $1,000,000 to $9,800,000. The added work will utilize Firm-Fixed-Price {FFP) contract type for these commercial services.

Ill. Description of supplies/services required to meet agency needs (including the estimated value).

The contractor, G7 Services Inc., currently provides all personnel, equipment, materials, supplies, transportation, and supervision necessary to provide emergency cleaning and restorative services in the aftermath of a weather event, the consequence offailing infrastructure, or any unforeseen event requiring immediate services to mitigate harm to government property, or threats to human health. Service is provided on an as needed, 24 hour emergency availability basis at Wright Patterson AFB, Ohio. Cleaning requirements needed may be a result offire, firefighting efforts, malfunctioning fire suppression systems, faulty infrastructure, violence {bio-hazards or the presence of potentially threatening pathogens -some deriving from a human source), vandalism, storms, etc.

There has been an impending and increasing threat to our personnel due to a global outbreak of the potentially deadly virus COVID-19. On 21 March 2020, Wright-Patterson AFB received confirmation of its first civilian with a confirmed case of COVID-19. On 23 March 2020, Col Sherman, Wright-Patterson AFB Commander, declared a Public Health Emergency, limiting base access only to mission essential personnel. Due to the increasing emergency nature of the COVID-19 outbreak, it is imperative that Wright-Patterson AFB take measures to disinfect and clean all surfaces and objects that are frequently touched by employees, occupants, or visitors at all buildings, to include cleaning following bio-hazard protocols in areas with confirmed exposure situations.

The requested increased ceiling amount of $8,800,0000 is based on the increased estimated cost of cleaning and disinfecting all areas and surfaces at Wright-Patterson AFB four (4) times based on the per square foot cost determined to be fair and reasonable. The emergency nature of the COVID-19 pandemic requires amendment to the Performance Work Statement to include COVID-19 cleaning based on the latest Center of Disease Control and Prevention {CDC) recommendations. This BPA will provide for disinfecting and cleaning of Wright-Patterson AFB facilities where there has been a confirmed case or a likely COVID-19 case has occurred. As outlined in greater detail under Section V, G7 Services, Inc. has been found to be capable of handling the scope of this requirement.

The Period of Performance for the COVID-19 work on this BPA shall not exceed the time necessary to meet the unusual and compelling requirements of the COVID-19 disinfection need and shall not exceed 12 months total, in accordance with FAR 6.302-2{d).

IV. Statutory authority permitting other than full and open competition.

10 U.S.C. 2304{c)(2), Unusual and Compelling Urgency, as implemented by FAR 6.302-2

V. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above (applicability of authority).

Per FAR 6.302-2, Unusual and Compelling Urgency, is applicable in those situations where an unusual and compelling urgency precludes full and open competition and delay in award of a contract would result in serious injury, financial or other, to the Government.

March 2020 Page 2 of4

Based on the quick and wide-spread nature of the COVID-19 outbreak and the responsive declaration of a Health Emergency on a national, state, and Wright-Patterson AFB levels, the response to COVID-19 at Wright-Patterson AFB qualifies as an unusual and compelling urgency precluding full and open competition. If this action were to be solicited competitively, it would take significantly more time, during which health-related harm to the government employees would occur as a result of their exposure to the potentially deadly virus. This harm is in form of physical harm to mission essential government employees and their families, as well as the harm of substantially impacting the warfighter readiness and capability in the event more government employees get ill and cannot continue their mission essential tasks. In the event this effort has to be competed, mission essential personnel may have to continue to go into Wright-Patterson AFB facilities that have had a confirmed COVID-19 case and that has not yet been disinfected or cleaned per the CDC COVID-19 guidelines. In order for the government mission essential personnel to continue safe operations, the emergency cleaning work needs to be completed immediately, thus creating an unusual and compelling urgency to temporarily use other than full and open competition.

The current contractor has demonstrated the ability to supply the necessary labor, equipment, and materials to properly clean and disinfect according to CDC guidelines. The current contractor already has Personal Protective Equipment (PPE) and disinfecting equipment, which currently can be difficult to obtain due to its high demand, as well as logistical and supply chain challenges. The contractor also has the ability to begin performance immediately following approval, with a couple of hours after receiving notice. The contractor has proven itself with respect to the quality of its emergency services as well as its ability to meet quick response times for various emergencies across Wright-Patterson AFB on the current Emergency Cleaning BPA.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under FAR 5.202 applies.

FAR 5.202(a)(2) refers to conditions described in FAR 6.302-2 for purchases and procedures of unusual and compelling urgency precluding competition to the maximum extent practicable. The serious and unexpected COVID-19 crisis constitutes as an unusual and compelling circumstance, requiring immediate action and therefor not allowing time for full and open competition.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The proposed BPA price list for commercial COVID-19 cleaning and disinfecting labor, materials, and equipment was evaluated based on market research (Internet search, Bureau of Labor Statistics, and comparison to other vendors). Based on this price analysis, the anticipated cost to the Government will be fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The Government conducted market research by evaluating the capabilities of custodial services contractors, as well as a handful of other contractors that have historically performed emergency cleaning services at Wright-Patterson AFB.

However, due to the unusual and compelling nature of the COVID-19 national emergency, a somewhat more limited Market Research was conducted. It is crucial that this requirement begins immediately as positive COVID-19 results across the country, including Ohio and Wright-Patterson AFB is expected to increase exponentially on a daily basis per various CDC and World Health Organization projections. As such, Wright-Patterson AFB needs to be prepared for immediate mass disinfecting and cleaning services to prevent grave physical harm to mission essential personnel.

During the course of Market Research, numerous other contractors, such as the base custodial contractors, indicated they can perform some COVID-19 cleaning, it was determined that G7 Services was better suited to perform a deeper disinfecting and cleaning for COVID-19. As an emergency contractor, G7 Services already had the extensive PPE and equipment necessary to perform this work. Furthermore, as an emergency contractor, G7 is better postured and trained to respond to emergency situations such as the COVID-19 outbreak.
