About this file

This is a Request for Proposal (RFP) No. 25-09-02 issued by the City of Centennial, Colorado for emergency and on-call fiber optic services. The city is seeking qualified service providers to perform installation, repair, maintenance, improvement, and testing of its fiber optic network. The RFP was issued on September 12, 2025, with proposals due on October 6, 2025, at 2:00 p.m. The selected service provider(s) will enter into a one-year agreement with options to renew for five successive one-year periods upon mutual agreement. The scope of work includes comprehensive fiber optic services such as mid-span fusion splicing, trunk splicing, OTDR testing, fiber enclosure installations, termination, and full fiber section replacements.

The cost proposal (Exhibit 1) requires bidders to provide unit pricing for various services including emergency and standard mobilization, fiber optic cable installation (aerial and underground), splicing, termination, testing, conduit installation and repair, and labor rates for different personnel and equipment. The RFP emphasizes the need for 24/7/365 emergency response capabilities, with service providers required to complete repairs within four hours of initial notification and restore incident areas to their original condition. The city reserves the right to select one or more service providers based on qualifications, price, service capabilities, and other relevant factors, with the lowest-priced proposal not necessarily being the most advantageous.
