About this file

Summary

This document contains the general and technical specifications for the Ely Puckett Creek Wetlands Acid Mine Drainage (AMD) Maintenance XII project prepared by the Commonwealth of Virginia's Virginia Energy Mined Land Repurposing Abandoned Mine Land Program in Lee County, Virginia. The work encompasses maintenance operations at eight existing AMD treatment sites (Penhook, Bean Creek, Everglades, Bog, Lenges/Nuckles, Big Branch, Davis, and Lick Branch) and includes mobilization, mowing and cutting of vegetation, cleaning and repair of 18 water level control boxes and 10 manholes, cleaning of drainage pipes, access road repairs, miscellaneous drainage control work, fence repair or replacement, revegetation, and cleanup. The contractor must complete all work within 60 calendar days from the notice to proceed, with work ideally performed during early summer. The project specifications require the contractor to furnish all supervision, labor, materials, tools, and equipment necessary to perform the work in compliance with Davis-Bacon Act requirements and all applicable federal, state, and local safety and environmental regulations.

The specifications establish unit price payment structures for each work category, with mobilization not to exceed 10 percent of the total base price. Water level control boxes and manholes require documented before and after photography, and the contractor must submit weight tickets for aggregate materials delivered and installed. Measurement and payment will be determined on the basis of each task category (such as per-site mowing, per-box cleaning, per-linear-foot for fence repair, and per-acre for revegetation), with payment contingent upon acceptance and approval by the Agency. The contractor is responsible for all costs associated with obtaining contract bonds, eVA registration, liability insurance, utility locating through Miss Utility, environmental compliance, debris disposal, and repair of any damage caused during construction.
