Overview The Entangled Logical Qubits (ELQ) program aims to advance the state of the science in universal fault-tolerant quantum computing (UFTQC) by demonstrating high-fidelity entanglement between error-corrected logical qubits. Successful schemes culminating in entangled logical-qubit states incorporate cycles of quantum error correction and other required operations in a fault-tolerant manner. In approximation of QC functioning, the logical qubits so engaged reside within the same platform and act as self-contained, modular resources, being capable of steady operation independent of the presence or absence of one another before and after entanglement. By its goals, ELQ will help establish the complex foundation of UFTQC and strengthen the research-and-development ties among the field’s various disciplines spanning physics, engineering, quantum information science, and computer science.
Meeting Information – Hybrid Meeting The ELQ Proposers’ Day will be a hybrid meeting accommodating in-person and virtual attendance. The venue seats 90 with additional space for informal discussions and 20 posters.
Presentations and talks will be broadcast through Webex, while the poster session and teaming discussions will be on-site-only segments. To accommodate as many organizations as possible who would like to participate in person, we ask each organization to limit its venue attendance to four (4) individuals. Exceptions to this limit could be made for organizations with two or more disparate technical groups requesting individual representation. Additional persons may join virtually. The opportunity to present a 5-minute “lightning talk” on behalf of an organization is extended to in-person and virtual attendees alike. Organizations represented in-person may also present a poster. Individuals requesting in-person attendance must first register on-line for approval. Organizations that will attend only virtually also need to register on-line, through a designated point-of-contact. The link to the Webex platform will be shared with approved attendees on Friday, July 8, 2022. For later reference, the recorded video of the presentations and talks will be posted publicly on the ELQ page of the IARPA website.
Opportunities to Highlight Capabilities Successful teams will be interdisciplinary, adept at working at the interfaces between the disciplines involved, and capable of executing a ground-breaking result. This event provides an opportunity for prospective offerors to advertise their capabilities, and to scout or initiate potential collaborations with one another. Organizations are encouraged to review their capabilities through a lightning talk (in person or virtually) and/or a poster (if attending in person). They may also submit a capability statement. Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), and Other Government Agencies (OGAs) are also invited to the event with the same encouragement to introduce through lightning talks, posters, and capability statements their unique facilities, specialized equipment, technical services, or other capabilities they believe to be relevant to the program’s goals. These entities—FFRDCs, UARCs, and OGAs—will not be eligible for an award either directly or by subcontract under the program.
Prospective offerors, however, may find it useful to draw on one or more of these unique resources for their proposed solutions. In such cases, the eligible principal offeror may formally ask IARPA to furnish the identified unique government capability(ies). The ELQ Broad Agency Announcement will cover these requests in more detail.
The material submitted for lightning-round talks, posters, and capability statements will not be reviewed or considered by the government for any purpose other than to ensure the appropriateness of content. Participants and interested parties are cautioned not to submit or present anything they consider to be proprietary or protected information. No classified information should be submitted or presented.
Lightning Talks
1. IARPA will make available the opportunity for registrants to present 5-minute lightning talks.
These lightning talks should be seen as a mechanism for highlighting technical capabilities that align with the objectives of the ELQ program. No live questions or overruns of the 5-minute presentation period will be permitted.
2. Lightning talks may be presented in-person or virtually. The presentations will be recorded and posted publicly.
3. Only one presenter per lightning talk per organization will be permitted, with exceptions being possible, by request, for additional talks by organizations with two or more disparate technical groups. Organizations may cover one or more of their technical fields or capabilities in a single talk.
4. To ensure consideration for approval, lightning-talk slide decks (preferably in pdf or Microsoft PowerPoint) should be submitted to dni-iarpa-ELQ-proposersday@iarpa.gov by Thursday July 7, 12PM EDT. Lightning talk slides must be submitted by the presenter and from the email associated with the presenter’s registration. (Preferably, the email domain would also be that of the presenter’s organization.)
5. Presentations that appear by their slide decks to be unrelated to ELQ’s objectives or otherwise inappropriate will not be accepted for the lightning-talk round or further posting.
6. Lightning talks will be considered in submission order, and eighteen (18) talks maximum will be admitted to the live event. Any accepted lightning talks beyond this maximum will have the associated slides posted online for public access. Alternatively, an organization whose lightning talk was accepted but not within the 18 for Proposers’ Day may offer to IARPA their own recording (not to exceed five minutes) for posting.
7. The Proposers’ Day agenda for lightning talks will be posted on Friday, July 8, 2022.
Posters
1. IARPA will make available the opportunity for in-person attendees to present a poster on behalf of their organizations. Like the lightning talks, posters should be seen as a mechanism for highlighting technical capabilities that align with the objectives of the ELQ program. The maximum poster size is 30” by 40”.
2. Only one poster per organization will be permitted, with exceptions being possible, by request, for additional posters by organizations with disparate technical groups. Organizations may cover one or more of their technical fields or capabilities in a poster.
3. To ensure consideration for approval, poster files should be submitted to dni-iarpa-ELQ-proposersday@iarpa.gov by Wednesday July 6, 12PM EDT. Acceptable poster file formats are pdf, pptx, and docx. Posters must be submitted by the presenter and from the email associated with the presenter’s registration. Poster files will only be reviewed; presenters are to bring their posters.
4. Posters that appear to be unrelated to ELQ’s objectives or otherwise inappropriate will not be accepted for the live event or other posting.
5. Posters will be considered in submission order, and we can accommodate a maximum of twenty (20). Any accepted posters beyond this maximum will be posted online for public access.
6. The Proposers’ Day list of posters will be posted on Thursday July 7, 2022.
Capability Statements Prospective offerors and FFRDCs/UARCs/OGAs may also submit a Capability Statement (5 pages maximum) to IARPA for posting at https://www.iarpa.gov/index.php/research-programs/ELQ .
This opportunity is available before Proposers’ Day and will continue until or around the time the BAA closes, at which point the postings will be removed. IARPA will attempt to post this content in a timely manner upon receipt but does not guarantee that all Capability Statements received will be posted.
