SECTION C – DESCRIPTION/SPECIFICAITONS/STATEMENT OF WORK
Description of Requirement
Elk Springs, Government Mountain, Government Prairie and Spitz Hill Allotments Fence Reconstruction Project. See section Statement of Work attached.
Location
The project is located North of the town of Parks, AZ.
Contractor Furnished Property/Materials
Unless otherwise specified, the Contractor shall provide all labor, supervision, transportation, materials, and equipment necessary to perform work described in the Statement of Work.
The contractor may leave their equipment and Government furnished property/materials at the work site. The Contractor shall be responsible for the Contractor’s equipment and Government furnished property/materials if it should be lost, stolen, or damaged.

SECTION E – INSPECTION AND ACCEPTANCE
Inspection and Acceptance
The Contracting Officer’s Representative (COR) will inspect and accept supplies and/or services to be provided under this contract.

SECTION G – CONTRACT ADMINISTRATION DATA
The CO will designate a COR in writing at the time of contract award. The COR is the person most responsible for technical advice. The COR is also responsible for maintaining records, inspecting work in progress, conducting final inspections, and ensuring contract requirements are met in accordance with terms and conditions. The COR is not authorized to direct changes or bind the Government to any contractual agreement.
Actions reserved for the CO include, but are not limited to:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

452.228-71 Insurance Coverage (NOV 1996)
Pursuant to FAR clause 52.228-5, Insurance-Work on a Government Installation, the Contractor will be required to present evidence to show, as a minimum, the amounts of insurance coverage indicated below:
(a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers.
(b) General Liability. (1) The Contractor shall have bodily injury liability coverage written on a comprehensive form of policy of at least $500,000 per occurrence. (2) The Contractor shall have property damage liability insurance shall be required in the amount of _______.
(c) Automobile Liability. The Contractor shall have automobile liability insurance written on a comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and 500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage or loss.

STATEMENT OF WORK
I. GENERAL SPECIFICATIONS
The following project, the Elk Springs, Government Mountain, Government Prairie and Spitz Hill Allotments Fence Reconstruction Project, is to be awarded as a stand alone contract.
Weather conditions can change quickly, particularly during the summer monsoon period of July, August and September, powerful thunderstorms can bring sudden heavy rain that can lead to flash flooding of canyons and washes. Multiple ground strikes from lightning are common. Snowfall is likely during the winter months; therefore, much of the work for this contract can be accomplished in summer, fall, and spring.
There is the potential for contractors to have to work around seasonal area restrictions for fire events or for threatened, endangered, and sensitive species, such as the Mexican Spotted Owl

Furnish all labor, equipment (including all necessary personnel protection equipment), supplies (as specified), transportation, and supervision necessary to perform all work for removing and reconstructing approximately 47,626 feet or 9.02 miles of barbed wire fence of 4-strand, barbed and smooth wire fence in accordance with the specifications herein along with clearing of the fence right of way. Wire gates will be installed where there are existing gates in the old fence, or new locations specified by the Forest Service. New wire gates may be installed at various locations, to be determined by the Forest Service prior to starting work. The reconstructed fence must be built to wildlife specifications as per the Kaibab National Forest range management prescription.
All fencing materials will be supplied by the contractor. There is road access to most of the fence locations, however some locations will require transporting equipment by UTV or ATV provided by the contractor. The contractor is encouraged to reuse any T-posts from the old fence that are of acceptable or better quality. The contractor shall be responsible for timely delivery of all required fence material as each section is constructed. Excess construction material and old fencing material shall be removed completely off Forest Service lands by the contractor as work progresses. Old, unusable fence material must be transported by the Contractor to a center of their choosing to be recycled in an appropriate and approved manner. No unused materials, old or new, shall remain anywhere along the fence line after work is completed.
For the currently identified projects on the Kaibab National Forest the typical terrain is on varying topography ranging from open grasslands to mountainous terrain, stretches of continuous rock or bedrock are present. Some areas will require hauling of equipment and supplies and camping for extended periods within the forest. The project areas will likely contain existing structures that will require removal and proper disposal off-site. Areas have been affected by previous prescribed fire and wildfire activities that have destroyed or damaged the existing structures. The following schedules further define the scope of work for this contract.
1) Contractor will construct approximately 9.02 miles of new fence as identified on provided maps
2) Contractor will roll up and remove from Forest Service Lands approximately 9.02 miles of fence.
3) Contractor will conduct fence right of way clearing on 9.02 miles of fence

CONTRACTOR-FURNISHED SERVICES AND PROPERTY
The contractor shall be responsible for furnishing all labor, equipment to build fence, fence material, transportation, and miscellaneous supplies (contractor shall supply concrete for angle iron posts) necessary to complete the project in conformance with the specifications.
SITE INFORMATION
The route of the new fence lines shall correspond to the maps provided and must closely follow the existing fence lines. The fence lines will extend over varying topography, including drainages and steep slopes. There are no roads directly paralleling the existing fence line construction areas, but there are a couple of roads that are near segments of the fences (See Project Location map).
