Statement of Work Summary: Elko District Office Replacement Design-Build Project
This is a Statement of Work (SOW) for architectural and engineering (A/E) services and construction for the replacement of the BLM Elko District Office and construction of a new US Forest Service District Office in Elko, Nevada. The Design-Build Contractor (DBC) is responsible for designing and constructing a new ~19,000 gross square foot BLM District Office facility and a ~7,170 gross square foot USFS District Office building, along with associated site improvements, utilities, and demolition of the existing BLM building. All A/E services must be performed by licensed architects and engineers registered in Nevada. The project must comply with the Guiding Principles for Sustainable Federal Buildings (2020), achieve 30% energy performance improvement per ASHRAE 90.1-2019, and incorporate xeriscape landscaping with automated irrigation. The BLM serves as Authority Having Jurisdiction and no building permit is required. The project requires phased construction sequencing to maintain existing BLM operations and public access throughout construction, with separate, independent design and construction documents for the USFS building to facilitate independent review and construction.
The total Period of Performance is 1,340 calendar days, consisting of 430 calendar days for design deliverables and 910 calendar days for construction. Key design milestones include Schematic Design documents (80 days), 50% Design Development (200 days), 100% Design Development (270 days), 50% Construction Documents (340 days), and 100% stamped Final Construction Documents (430 days). Construction must not commence until 100% Construction Documents are approved. The DBC must prepare detailed project schedules using Critical Path Method in Microsoft Project, maintain monthly schedule updates, provide construction submittals for Government review (15 days for action submittals, 10 days for informational), and conduct weekly progress meetings during construction. Progress payments are based on submission and approval of design deliverables during design phase and percentage of work completed during construction. The DBC is responsible for all construction administration, quality control, testing by independent laboratories, sustainability commissioning by a certified independent provider, Operations and Maintenance manuals, As-Constructed Drawings, and system demonstration and training prior to final acceptance. Emergency response capability must be maintained with 4-hour response time outside business hours and 2-hour response during business hours.

3 DESIGN PARAMETERS
3.1 GENERAL
The design will be based on the Concept Design Drawings, Performance Specifications documents included in the Government Concept Package developed by the BLM and included with the project solicitation. The DBC will be responsible for developing an integrated design solution, construction documents, and final construction.
The project design will require review and coordination with the Government. This includes, but is not necessarily limited to utility development, security fencing, vehicle / equipment storage, and parking for personal and Government vehicles.
The DBC remains fully responsible for determining if the standards or provisions cited in the Performance
Specifications have been revised or updated from those listed. Any such conflicts between the
Performance Specifications and the identified standard or provisions shall be brought to the attention of the
Government requesting direction.
All Architect-Engineer (A/E) Services shall be performed by licensed Architects and Engineers registered in the State of Nevada.
3.2 PROJECT DESIGN IMPERATIVES:
The DBC shall be responsible for developing integrated design solutions for this project, including input from the stakeholders, BLM National Operations Center, and USFS architects and engineers, as appropriate. Foremost among the strategic goals for the project are the following imperatives:
• BLM District employees and work shall not be disproportionally impacted by construction of the new buildings, the demolition of existing building, and the construction sequencing developed by the DBC. The BLM understands utility work may impact continued operations. The DBC shall design to limit utility interruptions.
• BLM District office functions and performance shall remain accessible to the Public and public parking during construction and demolition sequencing. The Public’s ability to access these functions shall not be unduly impacted.
• Both new buildings shall conform to Guiding Principles for Sustainable Federal Buildings, 2020 or current edition. Separate, individual paths to compliance for each building will be acceptable although matching paths are encouraged.
• New BLM District Office building shall adhere to Space Usage Internal Memoranda BLM IM 2023-
046, Space Authorizations and Design Standards and IM 2021-30, Office Space Authorizations
• New BLM District Office building gross area shall not exceed 19,000GSF in compliance with IM

3.3 CONSTRUCTION AND DEMOLITION SEQUENCING:
The existing BLM District Office building shall be demolished as part of the project. The DBC shall produce a demolition plan for the existing building and associated utilities, carefully sequenced to allow the existing facility to remain in operation for the duration of new construction, until occupation of the new replacement facility occurs.
The Government requires construction sequencing plans to be developed by the DBC, to facilitate safe and continued site and building operations during construction. To this end, develop site and construction sequencing drawing sheets along the lines of the following intent, and include same in each submittal to the Government:
• Phase Zero: Design and construct temporary and permanent site utility modifications to clear the excavation footprint of the Phase One new BLM District Office Building, while maintaining continuity of services for the existing BLM building to be eventually demolished in Phase Two. Similar considerations shall be integrated into the design for the remaining existing site buildings- maintain utility services for the duration of all Phases.
• Phase One: Design and construct the new BLM District Office building along with temporary and permanent site improvements (including ABA access, utilities, and drainage) to allow the building to fully function and safely receive the Public while the Phase Two existing building demolition is underway. The sequencing plans shall incorporate contractor laydown/staging areas integrated adjacent to the Phase One building construction, in a manner that isolates all construction activities
(excluding delivery ingress/egress) within a temporary construction fence. Considerations shall be made for construction deliveries and for contractor office, parking, access, etc.
• Phase Two: Design and demolish the existing building and remove/cap existing utilities that served the demolished building. Design to render the site clean of demolition debris, including foundations, with grading established to allow safe ABA pedestrian passage to the Ph One building, and as required to prevent erosion for an extended period of time, should the construction Notice To
Proceed for Phase 4 be somehow delayed. Maintain safe Public and BLM employee access to the new Phase One District Office Building for the duration of this Phase.
• Phase Three: Design and construct public parking improvements west of the Phase One building.
Construct also the landscaping improvements around the Phase One building. Include demolishing temporary site improvements and constructing permanent site improvements to infill the site area where the previous BLM Admin building was removed.
• Phase Four: The USFS personnel are currently located off-site in a separate facility. In Phase
Four, design to construct the new US Forest Service District Office building along with the permanent site improvements surrounding same. The general building location has been shown, however, the final, fixed site location and orientation of the USFS Building shall be determined by the DBC’s grading, drainage, and parking layout solution, to meet Government approval. Maintain safe Public and BLM employee access to the new Phase One District Office Building for the duration of this Phase. It is intended the Phase Four USFS Construction Documents be developed and bound as a separate, independent set of drawings to facilitate independent review, comment, and construction by the USFS, while still holistically integrated into the total interior site redevelopment plan developed by the DBC.
• All Phases: Between Phases, coordinate and document required modifications to the construction yard and demolition yard, incorporating all changes required to contractor staging, office, parking, access, etc. Primary planning imperatives are designing to maintain the life-health-safety of
Government employees and for the Public outside of the fenced construction/demolition yards, including considerations for contractor deliveries and contractor access to the interior work areas.

3.4 COMPLIANCE & AUTHORITY HAVING JURISDICTION (AHJ)
The project design shall comply with all applicable codes, regulations, and standards to ensure adherence to safety, structural integrity, and environmental requirements. This includes, but is not limited to, compliance with all standards identified in the “BLM Building Codes and Standards” document. It is the responsibility of the DBC and associated personnel to ensure that all aspects of design meet these requirements throughout all phases of the project to guarantee public safety and the long-term functionality of the facilities.
The BLM will serve as the Authority Having Jurisdiction (AHJ) on this project; therefore, a building permit will not be required. While the BLM will serve as the Authority Having Jurisdiction (AHJ), some of these services may still require coordination with state and local agencies (e.g. utility service approvals). The DBC shall prepare the necessary submittal documentation for clearances and approvals when needed.
3.5 SITE DESIGN
Off-site design services are not anticipated for most utilities which are present on the site and access to the site is currently adequate and maintained. There may be exceptions, such as water service, that require connection back to city utilities. The DBC site design will address all areas disturbed during the demolition and construction. The DBC shall evaluate the feasibility of wasting excavated material onsite vs. offsite disposal.
As part of the services rendered within the Contract, DBC shall evaluate and verify the location, size, and functional capacity of the existing utilities available on site and incorporate needed improvements in the design to facilitate adequate utility services to the new facilities. The site currently experiences power phase loss events at several buildings with independent source connections. The DBC shall coordinate with NV Energy to determine whether site power reliability can be improved and aid utility in improvements. The construction documents for both the BLM District Office and the US Forest Service District Office shall include individual smart metering (Government-owned) for all applicable utilities, i.e. utility power, onsite renewable energy, and domestic water.
The DBC shall investigate the site, thoroughly coordinating with Government Provided Materials and local utility providers and shall perform on-site verification to avoid designs requiring unnecessary displacement of utilities and other permanent features. The DBC shall refer to the Government’s Site Survey and Geotechnical Report, and integrate the information and findings within. A traffic study is not required.
Anticipated services include Site and Utility Analysis, Schematic Design, Design Development, and
Construction Documents with each submittal, including estimates at the appropriate class level.
3.6 BUILDING DESIGN
The building design is to be based on the documents provided in the Government Concept Package. The
BLM prefers the BLM building to be designed around a structural steel frame, glulam members at key areas, with steel studs exterior and interior. The USFS building may be either structural steel/studs or wood frame construction, whichever proves the most cost effective. Framing material for USFS building shall confirmed by the USFS in the Schematic Design narrative review.
The DBC may consider alternate materials, spatial efficiencies, design considerations and any other items that may improve the project from a cost, aesthetic, or functionality perspective, subject to identification and
Government approval at Schematic Design submittal.
Design-Build Statement of Work
June 2026
Foundations shall be of reinforced concrete and will be based on the Government provided geotechnical survey/study and report.
3.7 MECHANICAL DESIGN
Proposed mechanical systems shall be determined through an Energy Life Cycle Cost Analysis (ELCCA) of the entire building. The Government recommends the energy modeling team be experienced in models that comply with the baseline and proposed modeling requirements found in Appendix G of ASHRAE 90.1-
2019.
Option 5 of New Construction & Modernization Criteria 2.1 “Energy Efficiency” within the “Guiding Principles for Sustainable Federal Buildings” (December 2020) requires the building’s energy performance to be 30% better than ASHRAE 90.1-2019 or a combination of systems that are the most life cycle cost effective. If the project is low-rise residential the building’s energy performance must be 30% better than 2021 IECC or a combination of systems that are the most life cycle cost effective.
The ELCCA shall be conducted using a preliminary floor plan (see Sustainability Section below for more information) to compare a minimum of two HVAC systems to the ASHRAE 90.1-2019 baseline (for a total of at least three systems modeled). At least one HVAC system shall be fuel sourced, at least one HVAC system shall be all-electric, and all shall consider climate, infrastructure costs of utility service, and local utility rates. Coordination with architectural and electrical disciplines will be necessary to develop models that include exterior envelope and lighting proposed designs.
Mechanical systems shall comply with NIST Handbook 135, 2024 edition “Life Cycle Costing Manual for the Federal Energy Management Program”. (https://www.wbdg.org/ffc/nist/criteria/nist-handbook-135). It is recommended that the ELCCA team use free NIST BLCC5 Software which provides computational support for ELCCA calculations in compliance with NIST 135. The software can be downloaded at the following website: https://www.energy.gov/femp/building-life-cycle-cost-programs.
3.8 FIRE PROTECTION
The DBC shall evaluate the project occupancy classification, construction type, available water pressure and supply, maintenance requirements and applicable fire codes and regulations to support the
Government’s requirement that both buildings be fully fire protection sprinklered. Fire protection design shall include (as applicable) automatic fire sprinkler systems, fire alarm systems, standpipe and hose systems, and other necessary systems required by the NFPA and other applicable building codes.
3.9 ELECTRICAL DESIGN
The project shall include security systems with access control, cameras, duress, and intrusion detection to include:
• Physical access control system must be Federal Identity, Credential, and Access Management
(FICAM) and must be included on the GSA-approved Product List. Design and installation of the system must be performed by a Electronic Physical Access Control CSEIP Contractor.
• Infrastructure necessary for PoE camera system as needed per Facility Security Level assessment.
Camera locations coordinated with the Government.
The project shall incorporate Dark Sky requirements and reduce light pollution as defined by DarkSky
International .
