A.1 STATEMENT OF WORK

A.1.1 INTRODUCTION

The Federal Bureau of Prisons, FMC Rochester, Rochester, MN intends to make a single award for the provision of elevator maintenance, repair and inspection services for the Elevators and

Wheelchair Lifts located at the Federal Medical Center (FMC).

A. 1.2 PLACE OF PERFORMANCE

Elevator and Wheelchair Lift Maintenance Services will be performed for the FMC, located at

2110, East Center Street, Rochester, Minnesota 55904.

A.1.3 ELEVATOR AND WHEELCHAIR LIFTS DATA:

A.1.4 REQUIREMENT

The objective of this contract is to provide full elevator maintenance service. All elevator and hydraulic lift equipment in the buildings shall be maintained at an acceptable level throughout the period of the contract.

The Contractor will be responsible for providing scheduled and unscheduled maintenance and repairs as necessary, on a 24-hour a day, 365 day a year basis, including emergency call-back service. The Contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools, instruments, and equipment, and shall plan, schedule, coordinate and ensure effective and economical completion of all work and services specified herein.

A.1.5 EXPLANATION OF TERMS

Acceptable Level of Maintenance: The level of performance which will preserve the equipment in unimpaired operating condition, i.e., above the point where deterioration will begin, thereby diminishing the normal life expectancy of the equipment.

Emergency Call-Back Service: Prompt response is a vital portion to the emergency call-back service. Response shall be less than 2 hours of receiving a call for emergency repair. This service will be provided for 24 hours-a-day, 7 days-a-week.

Full Maintenance Service: All services necessary to maintain all elevators, apparatuses and accessories in a fully operational mode at all times except downtime.

A.1.6 SCOPE OF WORK

A. Personnel

1. The Contractor shall assign this maintenance contract to a competent Service Engineer who shall give the tasks his personal supervision and who will be responsible for the adequacy of all work performed.

2. The preventive maintenance work is to be performed by a Journeyman Elevator Mechanic.

The examination work is to be performed by a Service Engineer assigned to the work site. In no instance shall the contractor assign the work to an apprentice or helper without a Journeyman elevator Mechanic being present at the work site.

B. Supplies, Materials, Equipment, and Replacement Parts:

The Contractor shall furnish all labor, supplies, parts, and materials necessary to perform cleaning, maintenance, inspection, repairs or replacements to elevators, equipment appurtenances, and accessories; including, but not limited to: hoist machinery, hoist ropes, traveling cables, motor generators, controllers, selectors, worm gears, thrust bearings, break magnet boils, break shoes, brushes, windings, commutators, rotating elements, contacts, coils, resistors for operation and motor circuits, magnet frames, cams, car door and hoisting door hangers, tracks and glides, door operating devices, interlocks and contacts, bulb replacements, on signal system, and all other elevator signal and accessory equipment.

When applicable to hydraulic elevators, the above listed parts shall include the cylinder head, plunger exposed surfaces, plunger gland and packing, pumps, exposed piping, fitting and flexible pipe connections, operating control, check and relief valves, gauges, storage, discharge, pressure and vacuum tanks. All oils, greases and lubricants shall be expressly compounded to meet the manufacturer’s specifications for the equipment installed.

A.1.7 PREVENTATIVE MAINTENANCE REQUIREMENT

1. The Contractor shall maintain elevators, equipment, apparatuses and accessories so as to comply with the requirements of the latest edition of the American National Standards Safety

Code for Elevator and Escalators A17.1 and all other laws, regulations, codes, etc. The ANSI

Elevator Inspection Manual A17.2 shall be used as a guide to establish that all equipment is operating safely.

2. The Contractor shall repair, replace and/or service a piece of elevator equipment, component or part of the elevator system as is required in a well-planned preventive maintenance program.

The Preventive Maintenance Program shall consist of a systematic examination of the elevator equipment by the Service Engineer. The Contractor shall be responsible for establishing an effective system for accomplishing scheduled and unscheduled maintenance. The contractor shall develop a check chart for each elevator indicating the annual schedule for preventive maintenance by dates and equipment with a detailed description of the work to be performed.

The work to be performed shall be in accordance with the manufacturer’s recommendations or the best practices of the industry.

Equipment under warranty shall be maintained in accordance with warranty instructions and conditions. The Contractor shall also maintain a log for each elevator. The log shall be used to indicate all repairs, replacement of parts, and adjustments performed. Each entry into the log must be signed by the person performing the work. The log for each elevator will be located in the equipment room controlling that elevator. All preventative maintenance scheduled for each month must be completed during the month. Requests by the Contractor for deviations must be submitted with appropriate justification to the Contracting Officer’s Representative for approval.

3. These specifications are a statement of the minimum level of services that are to be provided in certain areas under this contract. They are not intended to be, nor shall they be construed as, limiting specifications or requirements. As a minimum, the Contractor will be required to take all steps and measures which would be taken by a prudent building owner to maximize the life expectancy of the property.

A.1.8 PREVENTIVE MAINTENANCE SCHEDULE FOR ELECTRIC, HYDRAULIC

ELEVATORS AND PORCH LIFTS

1. Monthly

A. Pits: Dust iron work, sweep floor, empty drip pans, re-lamp, remove trash, and check for leaks. Check run-a-way, buffer switch, compensating switch, and emergency stop switch.

B. Motors: Check hoist motor, motor generator, and regulators for excessive heat, noise and leaks. Lubricate in accordance with manufacturer’s specifications. Renew brushes as necessary.

C. Geared Machines: Inspect oil pick-up and packing. Check for leaks and empty drip pan..

Renew brushes as necessary.

D. Car Door: Clean, lubricate, inspect hangers and all related operating mechanisms, check rollers, upthrust, interlock, door control box, cables, light rays, gibs, sills, proper operating speed and force close speed.

E. Controllers: Clean controllers with blower or vacuum. Check switches, relays, timers, capacitors, resistors, contacts, overloads, wiring connections, and fuses. Replace worn parts and adjust for proper operation. Check motor generator shut-down, high call reversal, zone control, load by-pass, door failure time, etc.

F. Hydraulic: Observe operation of motor and pump, oil lines, controls. If creeping is excessive, correct. Test manual and emergency control. Clean and lubricate as necessary.

G. Solid State Components and Circuit Boards: Inspect printed circuit board and other solid state devices for cleanliness, condensation spots, evidence of heating and deterioration. Check to ensure proper operating function of solid state devices.

H. Brakes: Observe operation of brake. Inspect drum and shoe clearance and adjust as necessary. Lubricate pivot points and clean as necessary.

I. Governor: Observe operation. Check electrical switches and seals. Lubricate pivot points and clean as necessary.

J. Lighting: Check hall landings, position indicators, car stations, and top and side exits. Test alarm bell, emergency stop switch, fire recall service (key capture) and any other emergency recall features.

2. Quarterly

A. Guide: Inspect, clean, lubricate and adjust roller guides as necessary.

B. Hoistway: Complete 25% in each of the following months: September, December, March, and June. Clean rails, beams and all related ironwork in hoist way. Dust wall if necessary, clean counterweight and pit area.

C. Car Tops: Clean off dirt and oil. Clean and lubricate fans. Clean leveling switches, door operator motor and controls.

D. Leveling: Inspect leveling operation. Clean switches, vanes, etc. Lubricate and adjust as necessary.

E. Brakes: Complete 25% in each of the following months: November, February, May, and

August. Clean and inspect brake for wear. Lubricate appropriate parts. Check and adjust for proper operation.

F. Car Door: Clean, lubricate, and inspect hangers and all related operating mechanisms, check rollers, upthrust, interlock, door control box, cables, safety edge, light rays, gibs, sills, proper operating speed and force close speed.

3. Semi-annual

A. Hoist way Door: Complete 25% in each of the following months: October, January, April, and July. Clean, lubricate and inspect all related door operating mechanisms. Check rollers, upthrusts, interlocks, clutches, self-closing, gibs, and sills.

B. Hoist Ropes: Inspect, lubricate and adjust hoist ropes and compensating ropes as necessary.

Inspect and adjust governor cable as necessary. Check all rope fastenings. Inspect guide rails and counterweights. Check slowdown and limit switches: adjust as necessary.

C. Buffers: Check oil levels and switches. Manually compress buffer to adjust for proper return.

D. Sheaves: Drive sheave, deflector, and sheave, top of counterweight, top of car. Inspect and lubricate in accordance with manufacturer’s specifications.

E. Motors: Hoist motor and motor generator set: Inspect connections, armature and rotor clearance.

4. Annual

A. Safeties: Inspect, clean, and lubricate. Slow speed safety test done during routine tests.

B. Motors: Change oil in hoist motor, motor generator set, geared machines and gear boxes as per manufacturer’s specifications.

C. Geared Machines: Inspect worm and gear for bottoming and backlash, thrust bearing and bearing wear.

A1.9 EMERGENCY CALL BACKS REQUIREMENT

Emergency call back service shall be limited to the performance of simple adjustments or replacements of minor parts to restore elevator operation. Emergency call-back service for the purpose of freeing individuals trapped in a stalled car and to restore elevators which are inoperative and cause disruptions to the arrival and departure of building occupants shall not exceed sixty minutes from the time of notification. Emergency call-back service for other than freeing trapped individuals and/or correcting elevators which are inoperative and cause disruptions to the building occupants shall not exceed two hours (120 minutes).

A.1.10 INSPECTION AND TESTING SERVICES

1. Periodic inspections of the elevators required by the American National Standard Safety Code for Elevators and Escalators (current edition) will be performed by the firm selected by the

Government to do the maintenance. The costs of these inspections will be part of the maintenance contract proposal. The maintenance contractor will be notified of the schedule for periodic inspections required. Upon completing of a routine inspection, the maintenance contractor will furnish an inspection report listing deficiencies which he will be responsible for correcting within 60 days.

Items marked “emergency” shall be corrected immediately. The maintenance contractor shall notify the Contracting Officer’s Representative in writing that the deficiencies have been corrected. The annual inspection will be completed by the second week of the month of April each year. In addition to annual inspections, a load test must be conducted at a (5) five year interval and one is due to be performed in 2000. The load test will be completed by the second week of the month of April 2000. The cost of this test will also be part of the maintenance contract proposal.

A.1.11 ADJUSTMENTS AND TESTS

A. The contractor shall perform necessary adjustments and tests as required to maintain the original door speeds when opening and closing and the door open time, within limits of the

American Standard Safety Code for Elevators and Escalators. Measurements of elevator speed, door operating times, door pressure, floor to floor performance times, leveling accuracy and group operation shall be the governing factors in determining the adequacy of the elevator maintenance and load weight settings.

B. This elevator incorporates a fire alarm capturing device that must be maintained and tested to remain operations. This testing must be conducted during the 1st, 4th, 8th, and 12th months of each contract year. Such tests shall not interfere with the normal operation of the building.

C. The Contractor is responsible for the accomplishment of all tests required, at the intervals specified, and in accordance with the American National Standard Safety code for Elevator and

Escalators manual. Copies of test results will be furnished to the Contracting Officer’s

Representative.

D. Except for group supervisory control system tests or other tests on elevators and emergency call-back service herein provided for, all work shall be performed during regular working hours or regular working days, Monday through Friday, excluding Federal Holiday. Only when so authorized by the contracting Officer’s Representative any portion of the work other than emergency call-back service be performed outside regular working hours.

E. The Government reserves the right to request the contractor to make such inspections and test as it deems advisable to ascertain that the requirements of the contract are being fulfilled.

A.1.12 COMPETENCY OF OFFEROR

A. The contractor shall have a qualified service organization which has had a good history of experience in maintaining the specific type of automatic elevator systems as previously described in this specification, terms and special conditions and sufficient qualified experienced supervisory personnel to guarantee satisfactory performance of this contract.

B. In addition, the Offeror shall furnish with their offer, a statement that they have under direct employment and supervision the necessary personnel, organization and facilities to respond professionally and promptly to emergency calls in the time limits specified herein. Also; To properly fulfill all the services and conditions required under these specifications. All maintenance personnel used in fulfilling the requirements of this contract must be qualified to maintain these types of equipment. The statement shall also include specific locations of service performed. Consideration will not be given to offers submitted by an individual, firm or corporation who has established on former projects, either Government, Municipal or

Commercial, an unsatisfactory record of performance connected with the inspection or repairs of elevators.

C. Applicable wages and fringe benefits must be based on the latest published Wage Rate

Determination as established by the US Department of Labor.

D. The contractor shall comply with all laws, ordinances and regulations of Federal, State, County, City Government and all elevator codes and safety standards in the performance of this contract.

A.1.13 MISCELLANEOUS INFORMATION

The award of this contract will result in a contractual arrangement only and shall not be construed as a personnel appointment with the BOP. Services provided do not constitute an employer/employee relationship. The contractor will not be subject to Government supervision, except for security-related matter; however, the contractor will be monitored for quality assurance.

A.1.14 CONTRACT PRICING

Each prospective contractor must complete the following request for quote forms completely and accurately. Each line item price for services, shall include all related charges for supplies, materials, parts, equipment, labor, supervision necessary to provide for preventively and other maintenance repair needed, as stated in the statement of work. Quotes shall be inclusive of all fees for inspections, adjustments, tests and replacement parts as previously specified in the statement of work. The Government will evaluate quotes for an award based solely on prices related factors only.
