About this file

This document is a Statement of Work (SOW) for the Naval Surface Warfare Center Indian Head Division (NSWC IHD) to procure specialized Electrostatic Discharge (ESD) equipment. The procurement includes an Electrostatic Discharge Machine, a GoDetect ESD GoDetect-View High-Speed Camera Detection Version 8 system, a laptop, and related camera mounting brackets. The SOW specifies detailed requirements for equipment delivery, installation, and one-time user training at the Indian Head, MD facility, with the contractor responsible for shipping, installation, software setup, and providing technical datasheets and operator manuals.

The related federal contract opportunity indicates the Navy intends to sole-source this contract to Safety Management Services, Inc. through a noncompetitive procurement under FAR 13.106(b). The solicitation (N00174-25-SIMACQ-D3-0031) is for a firm fixed-price contract with NAICS code 334516, with interested parties able to submit capabilities and evidence of competitive advantage by May 13, 2025, at 10:00 AM EST. Vendors must be registered in the System for Award Management (SAM) and submit responses via email to Shannon Cloud-Wooten, with the government retaining sole discretion on procurement approach.
