Summary: Specification for the Repair of Electronic Equipment and Modules
This is a Performance Work Statement specification issued by the United States Coast Guard Surface Forces Logistics Center in Baltimore, Maryland (R-400-299-M, October 2014) that establishes requirements for the repair of electronic equipment and modules to ready-for-issue (RFI) condition from non-ready-for-issue (NRFI) status.
The specification covers repair of complete assemblies, equipment subassemblies, circuit card assemblies, power supplies, modules, and other components as specified in solicitations. Repair requirements include disassembly and cleaning, repair or replacement of failed parts, installation of field changes and firmware upgrades, and re-assembly with alignment and testing. The contractor must utilize original equipment manufacturer (OEM) parts or equivalent parts meeting or exceeding OEM performance and tolerance specifications; requests to use non-OEM parts require Contracting Officer approval. Three inspection levels are mandated: incoming inspection to detect transit damage, in-process inspections during repair, and final inspection verifying workmanship, safety, and marking. The contractor must perform operational testing and final performance/acceptance testing using fully operational equipment or automated test equipment capable of emulating live circuit conditions. All repair work, parts replaced, and test data must be documented on test data record sheets included with returned items. The contractor is responsible for obtaining technical manuals and diagnostics per current specifications and maintaining an ANSI/ASQC-C1 compliant inspection system. Repair costs normally cannot exceed 65% of item acquisition cost; repairs exceeding this threshold require Contracting Officer notification and authorization. All repaired items must be individually packaged in original containers with test data sheets, marked per MIL-STD-129 Change 4, and include a permanent vendor identification decal traceable to the Coast Guard showing contractor name, repair date, and contract number. The specification references applicable military standards including MIL-STD-129P Change 4, MIL-STD-2073-1E Change 17, and SFLC SP-PPM-001 Revision June 2011 for preservation, packaging, and marking requirements.
