About this file

This is a Specification for the Repair of Electronic Equipment and Modules issued by the United States Coast Guard Surface Forces Logistics Center in Baltimore, Maryland, dated October 2014, under SFLC Number R-400-299-M.

The specification establishes requirements for repairing electronic equipment including complete assemblies, equipment subassemblies, circuit card assemblies, power supplies, modules, and other components as specified in solicitations. Contractors must return repairable equipment from a non-ready for issue (NRFI) condition to a ready for issue (RFI) condition through disassembly, cleaning, parts repair or replacement, field change installations, firmware upgrades, reassembly, alignment, and testing. The contractor must provide all spare parts, technical manuals, discrete components, and consumable materials required for repairs. Original equipment manufacturer (OEM) parts or equivalent parts meeting or exceeding OEM performance and tolerance characteristics must be used; non-OEM parts require Contracting Officer approval. Repairs exceeding 65 percent of the item's acquisition cost require Contracting Officer authorization before proceeding. Equipment suspected of misuse, cannibalization, severe damage, or obsolete repair requirements must be reported with condition descriptions and cost estimates for Contracting Officer determination.

The repair process requires three inspection levels: incoming inspection to detect transit damage, in-process inspections to verify repair completeness and adherence to fault isolation procedures, and final inspection including visual workmanship review and verification of all specified operations. Contractors must perform operational testing to verify operation and identify fault areas, and final performance and acceptance testing using fully operational equipment mock-ups or Automated Test Equipment with live circuit emulation capability. All rework, parts replaced, operations performed, inspection results, and test data must be documented, with test data record sheets included with each repaired item. Contractors must affix permanent vendor identification decals traceable to the Coast Guard showing contractor name, repair date, and contract number. Items must be individually packaged in original containers with old markings and CUA stickers removed, external shipping containers marked per MIL-STD-129 CHANGE 4 with bar coding required, and sensitive electronic devices protected per MIL-STD-2073-1E. The contractor is responsible for maintaining an inspection system per ANSI/ASQC-C1 and calibrating test equipment per ANSI/ASQC-C1:1996 using National Bureau of Standards traceable standards.
