1 Submission of Quotations
Basis for Award: This is a combined synopsis/solicitation. The Government will award a single Purchase Order from this Request for Quotations (RFQ) to the responsible vendor whose quotation conforming to the RFQ will be most advantageous to the Government based on the Lowest Price Technically Acceptable (LPTA) evaluation method.
Submit signed and dated quotations, at or before the exact time specified in this RFQ.
All Vendors who submit quotations must be registered in www.beta.sam.gov, to be considered for award.
Questions must be submitted in writing and only via email to Theresa Booker at bookert@gao.gov and Traenesha L. Jones at jonest3@gao.gov. Written questions must be submitted no later than September 7, 2021 at 7:00 AM Eastern Standard Time.

All quotations should be submitted to Theresa Booker at bookert@gao.gov and Traenesha L. Jones at jonest3@gao.gov. The date and time for receipt of quotations is no later than September 21, 2021, at 2:00PM Eastern Standard Time.
As a minimum, Vendors must show—
(1) The RFQ number;
(2) The time specified in the RFQ for receipt of quotations;
(3) The name, address, and telephone number of the Vendor;
(4) Acknowledgment of RFQ Amendments;
(5) Period for acceptance of quotations. The Vendor agrees to hold the prices in its quotation firm for 120 calendar days from the date specified for receipt of quotations, unless another time period is specified in an amendment to the RFQ.
2 Statement Of Work- Residential Mortgage Data Service
Statement of Work: Residential Mortgage Data Service
Section 1: Background
The Government Accountability Office (GAO) requires a comprehensive data service on residential (1-4 family) mortgages in the United States to support congressionally requested analyses of housing markets and policies. Among other things, the data service will enable GAO to assess current and historical information on loan and borrower characteristics, mortgage performance, and home values.
Section 2: Purpose
GAO often needs large database resources to provide quantitative evidence to support analytic findings to support its work for the U.S. Congress. Examples of these analytic findings are found on the agency’s web site:
https://www.gao.gov.
Section 3: Scope of Work
The service will provide a commercially available, off-the-shelf, cloud-based product with data, services, and support for multiple user accounts as described below.
A. Data Specifications
The data service must cover mortgage origination and performance activity in the United States. The service must allow users to analyze current and historical data and must account for a large enough share of the mortgage market to accurately assess trends at different levels of geography (e.g., national, state, zip code) and/ or by market segment (e.g., enterprise/conventional, agency). Service must include:

1. Loan-level single-family (1-4 unit) mortgage origination, performance, and characteristics data for federally-backed and privately-held mortgages. Data must have the following characteristics or elements:
a. New loans and performance of prior/historical loans updated at least quarterly.
b. Loan characteristics, including:
i. Loan amount/balance at origination and over the life of the loan,
ii. Appraised/original value at origination,
iii. Market segment/loan type (e.g., enterprise/conventional, agency/government-guaranteed),
iv. Securitization/investor (e.g., enterprise, Ginnie Mae, private-label), v.Purpose (e.g., purchase loan or refinance – including type, e.g., cash-out), vi.occupancy type (owner-occupant vs investor), vii.term, and
viii. interest rate and type (fixed/adjustable rate) at origination
c. Loan payment status and performance (e.g., current, number of days delinquent, in forbearance, in foreclosure, last payment date, etc.).
d. Any applicable post-forbearance or other loan modifications or loss mitigation plans.
e. Mortgage application assessment information, including loan-to-value ratio (LTV), applicable second liens (and resulting combined LTV), debt-to-income ratio (DTI), and borrower credit score.
2. Mortgage data must be linkable through the cloud-based platform (described below) to other available modules or datasets, such as property and other public records data (e.g. from deed recorders/ tax assessors), borrower credit information, and house price information/index also offered by the service.
B. Tools
1. Cloud-based user interface that allows multiple users to access and analyze loan-level data, both with and without the use of programming languages.
2. Additional ability to export data to CSV (.csv) or similar file formats via, for example, API access, FTP delivery, direct SQL connection, or bulk downloads.
3. Ability to integrate or link external data sources within the cloud-based platform (e.g., Census Bureau data and surveys, or Home Mortgage Disclosure Act data) at either loan-level or other geographic levels (e.g., state and zip code).
4. Ability to store data or output for individual analyses or GAO engagements in GAO’s records management system.
5. Ability to use data from the data service to develop descriptive statistics and to conduct statistical analyses that will be publicly reported with citation to the source data.
6. Ten user accounts with the ability to reassign at the discretion of GAO.
Section 4: Delivery
1. Online asynchronous training available with product start date during business hours, Monday to Friday from 9:00AM - 5:00PM Eastern Standard Time.

2. Technical support by telephone and email to troubleshoot technical problems of access, downloading, and use of data service available during business hours, Monday to Friday from 9:00AM
- 5:00PM Eastern Standard Time.
3. Analytic support by telephone and email to advise GAO on best methods to obtain needed data and to discuss data sources and data quality assurance steps available during business hours, Monday to Friday from 9:00AM - 5:00PM Eastern Standard Time.
4. Access to user manuals, definitions of data fields and value codes, and documentation of assumptions and information sources underlying products.
Section 5: Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI)
No government property will be furnished to the contractor. The contractor may provide software to be loaded by GAO’s Information Systems and Technology Services to GAO laptops or other devices.
Section 6: Security
No badges or other measures needed.
Section 7: Travel
No travel requirements.
Section 8: Special Material Requirements
We do not anticipate any special material requirements. Any product purchase is contingent upon the compliance with GAO’s current IT security environment.
Section 9: Other Unique Requirements
None are known.
Section 10: Place of Performance
GAO is headquartered in Washington, DC and has 11 field offices. The chief place of performance will be GAO Headquarters in Washington, DC. We anticipate any field office needs for data can be satisfied by Headquarters staff and accounts, but we do reserve the right to assign a user account to field office staff.
Section 11: Period of Performance
The total period of performance will not exceed five (5) years. The Period of Performance (POP) includes a base period of 1 year, with 4 additional option years. The POP is expected to begin within 1 business day after the award.

3 Instructions to Vendors
Instructions to Vendors This acquisition will result in a Firm Fixed Price (FFP) Purchase Order with (1) base year plus four (4) 12-month options.
Instructions to Vendors – Commercial Items.
The Vendor's quotation must include all data and information requested by this Instructions to Vendors and must be submitted in accordance with these instructions. The Vendor shall be compliant with the requirements as stated in this request for quotation. Non-conformance with the instructions provided in this Instructions to Vendors may result in an unfavorable evaluation. The quotation should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the Vendor intends to meet these requirements.
System for Award Management (SAM). Vendors will not be eligible to receive a contract award from a Government activity unless they are registered in SAM. Firms must register on a one-time basis and annually confirm accuracy and completeness of registration information. Online registration and instructions can be accessed at https://www.sam.gov/index.html.
Points of Contact. The Contracting Officer (CO), Theresa Booker and the Contract Specialist (CS), Traenesha Jones are the points of contact for this acquisition. All questions or concerns should be e-mailed to the CO and CS. The contracting team may be reached via e-mail at bookert@gao.gov or jonest3@gao.gov.
VOLUME REQUIREMENTS
The quotation shall be accompanied by a cover letter prepared on the company’s letterhead stationery. The cover letter shall identify all enclosures being transmitted and shall be used only to transmit the quotation and shall include no other information with the exception of acknowledging amendments as an attachment. If there are amendments to the RFQ, provide, as an attachment to the cover letter, acknowledgment of any amendments.
The attachment to the cover letter will only be allowed to address amendments. Only quotation submitted in accordance with these instructions will be accepted. This cover letter is not included in the page count.
Quotations shall be submitted via e-mail to the CO and CS. Late quotations will be processed in accordance with FAR Provision 52.212-1(f) Late Submissions, Modifications, Revisions and Withdrawals of Offers.
Instructions for how quotations shall be received are detailed below in Table 1. Quotations shall be submitted via e-mail to the CO and CS. Late quotations will be processed in accordance with FAR Provision 52.212-1(f) Late Submissions, Modifications, Revisions and Withdrawals of Offers.
Communications. Exchanges of source selection information between Government and Vendors will be controlled by the CO and CSs. E-mail will be used to transmit such information to Vendors. The Government
Document Number: 05GA0A21Q0076 Page 11 of 40 intends to send answers to questions by amendment to the RFQ and post to www.beta.SAM.gov. The Vendors must submit all communications via email to the CO and CS.
Amendments. If this RFQ is amended, all terms and conditions that are not amended remain unchanged.
Vendors shall acknowledge receipt of any amendment to this request by the day and time specified in the amendment(s). A single memo attached to the cover letter acknowledging all amendments is the preferred method of acceptance. This memo is not included in the page count.
Period of Acceptance of Offers. The Vendor agrees to hold the prices in its offer firm for 120 calendar days from the date specified for receipt of offers.
Organization/Number of Copies/Page Limits. To assure timely and equitable evaluation of the quotation, the Vendor must follow the instructions contained herein. The quotation must be complete, self-sufficient, and respond directly to the requirements of this RFQ. Using two (2) separate volumes, the response shall consist of: Volume I –Technical Approach and Volume II –– Price.
Specific Instructions
Page Limitations. Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the quotation. Blank pages, title pages, cover pages, table of contents, tab indexing, glossaries, list of tables and figures, and subcontractor consent letter(s) are not included in page limitation. Legible tables, charts, graphs and figures may be used to depict organizations, systems and layout, implementation schedules, plans, etc.
Page Size and Format. A page is defined as each face of a sheet of paper containing information.When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8½ x 11 inches.
Pages shall be single-spaced and typed, except for displays and the reproduced sections of the solicitation document. The font shall be Times New Roman and no less than 12 point in size. Use at least 1-inch margins on the top and bottom. Pages shall be numbered sequentially by volume. When text is included within displays, it may be no smaller than 6 point, but must be clearly legible without magnification, as determined solely by the CO. The size of these displays shall not exceed the page size as defined above. Fold out pages are accepted for Volume II – Price.
Title Page (not included in the page count). Each volume must include a title page. The title pages must show:
• Quotation Number
• Name, address, telephone numbers and e-mail address of the Vendor (only one copy for all required volumes)
• Cage/DUNS
• Acknowledgement of any amendments as an attachment
Cross-Referencing. The quotation volumes shall be written on a standalone basis so that its contents may be evaluated without cross referencing to another volume. Information required for evaluation which is not found in its designated volume will be assumed to have been omitted from the quotation.
Each volume shall contain a detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections and will not count against page limitations IAW paragraph 3.3.1 above.

Glossary of Abbreviations and Acronyms. Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. As stated above in paragraph 3.3.1, glossaries do not count against the page limitations for their respective volumes.
Responsive. Documents submitted in response to this RFQ must be fully responsive to, and consistent with the terms and conditions of the RFQ or may result in being rejected as unacceptable and not being evaluated.
Volume Instructions. The following details the specific instructions for each volume.
Factor I /Volume I: Technical Approach Technical Approach. The Technical Approach should be specific and complete. Legibility, clarity, and coherence are very important. The quotation should not merely reiterate or rephrase the objectives or reformulate the Government’s requirements specified in the RFQ, but should provide convincing rationale to address how the Vendor intends to meet these requirements.
A. Data The Vendor shall provide documentation demonstrating how they meet all of the requirements of this section in the Evaluation Criteria. The documentation can be presented in a data dictionary, spreadsheets, slides, or any other format that clearly depicts how they will provide all of the data requirements of this section. This documentation shall not exceed five (5) pages.
B. Tools The Vendor shall provide a written description that does not exceed (two) 2 pages, explains their cloud-based user interface, and their ability to provide all of the tools required in the Evaluation Criteria. This description should include how data can be manipulated and linked to other sources within the interface – to the extent feasible. The Vendor shall also provide slides or other documentation that does not exceed five (5) pages with screen shots illustrating these capabilities.
C. Delivery The Vendor shall provide a written description that does not exceed two (2) pages explaining how they will meet all of the delivery requirements in the Evaluation Criteria.

General Information Discrepancies. If an Vendor believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Vendor shall immediately notify the CO in writing with supporting rationale as well as the remedies the Vendor is asking the CO to consider as related to the omission or error. The Vendor is reminded that the Government reserves the right to award this effort based on the initial quotation, as received, without discussion. Accordingly, Vendors are advised to submit initial quotations that are well defined and clearly acceptable without additional information, additional or substitute pages.
4 Evaluation Criteria
Evaluation Criteria
This is a lowest price technically acceptable (LPTA) procurement. The Government will make an award to the responsible vendor whose quotation is technically acceptable and the lowest-priced. A vendor must meet all of the requirements of Factor I, Technical Approach, to be considered technically acceptable. If a vendor fails to meet any of the requirements of Factor I, Technical Approach, they will be deemed technically unacceptable.

Factor I. Technical Approach
A. Data The data service must cover mortgage origination and performance activity in the United States. The service must allow users to analyze current and historical data and must account for a large enough share of the mortgage market to accurately assess trends at different levels of geography (e.g., national, state, zip code) and/ or by market segment (e.g., enterprise/conventional, agency). Service must include:
1. Loan-level single-family (1-4 unit) mortgage origination, performance, and characteristics data for federally-backed and privately-held mortgages. Data must have the following characteristics or elements:
a. New loans and performance of prior/historical loans updated at least quarterly.
b. Loan characteristics, including:
i. Loan amount/balance at origination and over the life of the loan,
ii. Appraised/original value at origination,
iii. Market segment/loan type (e.g., enterprise/conventional, agency/government-guaranteed),
iv. Securitization/investor (e.g., enterprise, Ginnie Mae, private-label),
v. Purpose (e.g., purchase loan or refinance – including type, e.g., cash-out),
vi. occupancy type (owner-occupant vs investor),
vii. term, and
viii. interest rate and type (fixed/adjustable rate) at origination.
c. Loan payment status and performance (e.g., current, number of days delinquent, in forbearance, in foreclosure, last payment date, etc.).
d. Any applicable post-forbearance or other loan modifications or loss mitigation plans.
e. Mortgage application assessment information, including loan-to-value ratio (LTV), applicable second liens (and resulting combined LTV), debt-to-income ratio (DTI), and borrower credit score.
2. Mortgage data must be linkable through the cloud-based platform (described below) to other available modules or datasets, such as property and other public records data (e.g. from deed recorders/tax assessors), borrower credit information, and house price information/index also offered by the service.
B. Tools
1. Cloud-based user interface that allows multiple users to access and analyze loan-level data, both with and without the use of programming languages.
2. Additional ability to export data to CSV (.csv) or similar file formats via, for example, API access, FTP delivery, direct SQL connection, or bulk downloads.

3. Ability to integrate or link external data sources within the cloud-based platform (e.g., Census Bureau data and surveys, or Home Mortgage Disclosure Act data) at either loan-level or other geographic levels (e.g., state and zip code).
4. Ability to store data or output for individual analyses or GAO engagements in GAO’s records management system.
5. Ability to use data from the data service to develop descriptive statistics and to conduct statistical analyses that will be publicly reported with citation to the source data.
6. Ten user accounts with the ability to reassign at the discretion of GAO.
C. Delivery
1. Online asynchronous training available with product start date during business hours, Monday to Friday from 9:00AM - 5:00PM Eastern Standard Time.
2. Technical support by telephone and email to troubleshoot technical problems of access, downloading, and use of data service available during business hours, Monday to Friday from 9:00AM - 5:00PM Eastern Standard Time.
3. Analytic support by telephone and email to advise GAO on best methods to obtain needed data and to discuss data sources and data quality assurance steps available during business hours, Monday to Friday from 9:00AM - 5:00PM Eastern Standard Time.
4. Access to user manuals, definitions of data fields and value codes, and documentation of assumptions and information sources underlying products.
Factor II: Price Quotations will be evaluated under the Lowest Price Technically Acceptable (LPTA) source selection process.
The award will be made on the basis of the lowest evaluated price of quotation meeting the acceptability standards for non-cost factors. The quotations submitted will be evaluated in reverse order of price, with the lowest priced quotation being evaluated first.
If the first quotation is reviewed and deemed acceptable, the contract award will be made to the corresponding vendor. If the first quotation is deemed unacceptable, review will continue to the second lowest priced quotation, to see if it is acceptable. After review, if the second quotation is deemed acceptable, the contract award will be made to the corresponding vendor. If the second lowest priced quotation is deemed unacceptable, the process will continue until a quotation is deemed acceptable.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
