About this file

This file is a Questions and Answers document from the Michigan Department of State regarding Request for Proposal No. 230000001974 for Election Security Seals. The solicitation manager is Ross Anderson, who can be reached at 517-241-1513 or AndersonR36@michigan.gov. The document addresses bidder inquiries from a pre-bid meeting held on May 2, 2023, and provides clarification on key procurement requirements. The state anticipates ordering quantities between 25,000 and 125,000 units, though bidders are encouraged to consider higher or lower quantities to optimize value. Bidders are invited to submit tiered pricing based on these quantity guidelines. A pre-bid meeting was conducted on May 2, 2023, with this Q&A document dated May 4, 2023.

The primary product sought is tamper evident stickers for election security purposes. The Michigan Department of State strongly prefers non-residue stickers that leave no material on surfaces when removed; however, bids featuring stickers with slight residue will be considered if pricing is competitive. Bidders should structure their proposals with tiered pricing to accommodate the anticipated ordering quantities and potential variations in volume to demonstrate cost-effectiveness to the state.

Q&A From E-Mails and Optional Pre-Bid Meeting, May 2nd 2023

Quantities

1. In terms of tier pricing, does the state have a min or max that would be ordered that can be used to provide tier pricing?

MDOS generally orders in quantities of between 25,000 and 125,000. Bidders who submit tier pricing should use these figures as a guideline. MDOS will also consider higher or lower quantities to encourage bidders to provide bids with the best value to the state.

2. Tamper Evident Sticker – IS MDOS looking for non-residue or residue labels? That is, do you want residue left on surface if the sticker is removed?

Non-residue stickers are highly preferred, but bids will be considered with stickers that leave slight residue dependent on pricing.
