1. Are multiple awards per company possible under this opportunity, or is this limited to 1 award per company? 1 Award per company
2. Is submission solely via email to you, and not via the DoD submission portal? Instructions state preferred method is pdf, but there is at least 1 excel requirement. Soley Email. We have removed the submission portal section
3. Milestone excel file: link to the excel file is not provided. Please provide. No set excel file. Each company will provide their own
4. Cost volume – in what format should we provide if not submitted online? Email only
5. Volume 4 CCR: DoD has not loaded the CCR onto the new portal, so we were unable to update for the DoD 20.1 season. Is this required? We are unable to retrieve from the DoD portal. If the
CCR is not showing anything, you may need to create it for yourself
6. Volume 5: MOU: is this required? Letters of Support are required
7. Additional Cost volume: Instructions require a cost volume, and a detailed cost proposal to be uploaded. Are 2 cost files required? Both a cost volume and detailed cost proposal are required
8. Volume 6: This is completed and certified online. See Attachment B2, page 2, Section III
9. Is there a limit to the number of pitch day invites a single company can receive? We are responsive to two different focus areas and would like to submit one proposal to each if possible. No limit, but may only receive one award
10. Will there be an Ask Me Anything session(s) between now and April 15th for this opportunity?
We are in the process of setting up the 1st Ask Me Anything and will have more to follow.
11. Will we have to submit formally our written proposal directly to you, formally through DSIP, or both? Directly by email to Todd.davis.16@us.af.mil and Julian.thornton.2@us.af.mil
12. If we are not to submit through DSIP, how do we generate a proposal number, as well as DSIP portal documents like the Cover Sheet, Cost Proposal and CCR report? You may create your own and number them with the Company name followed by the number
13. A requirement is listed for an Excel file with milestone/delivery information. A template is listed, but the text “include link” is there instead of the URL. Where can I find the template? There is not a template to use. Each company may create their own.
14. There are some references to a proposal number (also in the Milestone Schedule section), but since this proposal is to be submitted via email instead of the DOD SBIR Submission website, no proposal number will be generated. Should I ignore references to a proposal number in the solicitation? See question 12.
15. Volume 5 (Other) is limited to 10 pages, but the slide deck alone is longer than that. Is there a page limit to Volume 5? Slide deck is not included in number of pages
16. Section 6.7.5 is titled “15‐Page Slide Deck,” yet the section begins “Include a 14‐page slide deck…” Should the slide deck be limited to 14 or 15 pages? Should be 15 pages
17. I need to know what to do with Volume 4: Company Commercialization Report (CCR). Since this proposal is not submitted through the DOD SBIR Submission website, what should we do about the CCR? (Note that the new submission site does not currently support the CCR, and the old submission site is offline, so small businesses have no access to their CCR at the current time.)
Can create on their own and submit
18. Can you find out if your sponsors are interested in proposals for cyber‐attack capabilities for non‐kinetic effects for this BAA effort? Only the topic listed in Attachment A will be evaluated.
19. Regarding the second point of our conversation, in the Attachment B (Phase II Proposal
Instructions), in paragraph 2.4.3 (Milestone Schedule) there is a reference to an Excel document template, “which shall be used for the final milestone/delivery”. There is an “include link” text for where the link for downloading the template should be. I thought that this was a typo and was wondering if you could provide a working link to get access to the template (or send it to me via email if that is easier). See question 3
20. If, similarly to the MOU, there is not a need for a specific template, we will plan to submit an excel file with a structure similar to that of the table in paragraph 2.4.3, but I just wanted to received official confirmation that it is ok to do so. Please keep to a similar structure
21. The focus on MOUs is something we have experience with from doing previous AF Phase I SBIRs, however given the extremely short time frame for this BAA it seems difficult to accomplish all the MOU goals suggested by the topic. There is no extension at this time
22. How critical are MOUs for this topic; is it expected that most proposals will have these desired
MOUs or is there some leeway?
23. Do we have to submit a Technical Abstract before April 15 to get a Proposal #? You can create your own proposal number as the site is not operational
24. Should Phase III Tasks and Costs be described within the Phase II Proposal? Phase III should not be included
25. Is this a complete list of all subtopics to be addressed or would a proposal focusing on one or two of these options be acceptable? This is a complete list
26. Is there a limit to the number of pitch day invites a single company can receive? The companies that are going to pitch are by invitation only. A company can send multiple response on different topics but may only receive one award
27. Will we be providing a general deadline extension in view of the current pandemic? Not at this time.
28. Do you expect to extend the April 15th deadline for the proposal submission due to those recent events? Furthermore, do you expect to change the date for the live pitch event? Not at this time.
29. Would it be acceptable to use a modified version of the attached template (“19.2P2‐19.3D2P2‐
SBIR‐Open‐Topic‐Customer‐MOU_9.10.19.docx? Yes.
30. The DoD Submission Website no longer supports that functionality and therefore it is not possible to generate new CCR documents. Furthermore, it is not possible to receive updated commercialization achievement index (CAI) values. In partial fulfillment of the requirement we can provide the last document that we generated through the system in Q4 2019, but we want to highlight the fact that additional SBIRs/STTRs proposals have been submitted since then.
Would it be acceptable to use that document? That document would be acceptable
