About this file
This is a Request for Bid issued by the University of Wisconsin–Eau Claire's Purchasing Services Department on behalf of the Department of Facilities Management for Electrical Repair and Maintenance Services. The services requested include disconnecting and reconnecting existing devices on 110V, 208V, and 480V circuits; piping and wiring work; landing new circuits; coring through block or poured walls and floors; expanding existing FA circuits; and obtaining necessary permits for work at non-state owned buildings. The bid was issued on October 28, 2020, with written questions due by November 2, 2020, and bid responses due by November 10, 2020, at 2:00 p.m. CST/CDT via email to the procurement agent. The initial contract term runs from the award date through November 10, 2023, with automatic renewal for two additional one-year terms through November 10, 2025, unless the termination clause is exercised. The University does not guarantee any specific quantity or dollar amount of work, noting that the amount of work varies depending on funding and approved projects. No bidders' conference or site visit is specified in the document.
Bidders must submit pricing on an hourly basis for labor services with a markup percentage for materials and supplies as identified in the itemized bid list. Awards will be made to the lowest responsive, responsible bidder based on the lowest total extended rate for all trades, with markup percentage serving as a tiebreaker. Supplier diversity preferences apply, allowing certified Minority Business Enterprise (MBE) and Disabled Veteran-Owned Business (DVB) firms to be awarded if their bids are not more than 5 percent higher than the apparent low bid. Bidders must have ten years of experience in commercial electrical services, maintain a minimum of ten workers experienced in commercial electrical work, employ at least one State of Wisconsin Master Electrician certificate holder, and maintain at least one Journey Worker Electrician on-site at all times. Bidders must provide three client references comparable to the University's institution size and include certificates of liability insurance with minimum one million dollar coverage. Pricing must remain firm for the initial contract term, with price increases limited to documented cost increases and subject to University approval. The contract is available to all University of Wisconsin System campuses, state agencies, and Wisconsin municipalities.
