About this file
This is a Questions and Answers document for the Pax Silica Artificial Intelligence Assistance Project (FUNDING OPPORTUNITY #: DFOP0019193) issued by the U.S. Department of State, Bureau of Economic, Energy, and Business Affairs. The document clarifies four key aspects of the funding opportunity for prospective applicants.
Applications must address both Phase 1 and Phase 2 of the project, with Phase 1 launching as a pilot program in Panama and Phase 2 expanding to other Pax Silica signatory countries and economies targeted by the Department as potential partners. The total available funding of $50,000,000 covers both phases. Applicants must propose several potential Phase 2 target countries or economies with supporting rationales and justifications, though the Department will determine final Phase 2 beneficiaries following successful Phase 1 implementation. Panama will continue to benefit in Phase 2. The Department currently has no complementary acquisition mechanisms, such as FAR-based contracts or commercial procurements, planned to run parallel to this NOFO; however, the Department may consider such mechanisms in the future if program needs warrant it, with any future opportunities to be announced appropriately.

Questions and Answers
U.S. DEPARTMENT OF STATE
BUREAU OF ECONOMIC, ENERGY, AND BUSINESS AFFAIRS
Pax Silica Artificial Intelligence Assistance Project
FUNDING OPPORTUNITY #: DFOP0019193
Question #1: Can the Department clarify if the current NOFO is soliciting proposals that cover just Phase 1 of the Pax Silica Artificial Intelligence Assistance Project and the NOFO aims and objectives in Panama, or if proposals should also include Phase 2 scope and additional countries.
DOS Response: Applications should incorporate both Phase 1 and Phase 2 of the project, scoping additional Pax Silica signatories.
Question # 2: Is the envisioned funding in the NOFO for Phase 1 and for Panama, or does it include funding for Phase 2 and other countries?
DOS Response: Total available funding of $50,000,000 is for both Phase 1 and Phase 2.
Question # 3: Can DOS clarify what Pax Silica countries will be included in Phase 2, and whether DOS envisions this to require work in selected Pax Silica countries or just continued work in Panama?
DOS Response: Phase 1 will be launched as a pilot for Panama, but Panama will continue to benefit in Phase 2. Phase 2 is envisioned to include other expected beneficiaries among Pax
Silica signatories and countries/economies targeted by the Department as potential partners.
Applications should propose several potential Phase 2 target countries/economies and include rationales/justifications. The Department will determine final Phase 2 beneficiaries following successful implementation of Phase 1.
Question # 4: Does the Department anticipate utilizing complementary acquisition mechanisms
(e.g., FAR-based contracts or commercial procurements) in parallel with this NOFO to leverage innovative capabilities from for-profit industry partners whose commercially developed technologies and delivery models may complement the no-profit, NGO activities funded under this award? If so, can the Department provide any anticipated timing or approach?
DOS Response: At this time, the Department does not have any complementary acquisition mechanisms (e.g., FAR-based contracts or commercial procurements) planned to run alongside this NOFO. However, the Department may consider such mechanisms in the future if program needs warrant it. Any future opportunities will be announced as appropriate.
