3. Identification of the brand name to be solicited.

Furuno USA, Inc.

4400 NW Pacific Rim Blvd.

Camas, WA 98607-9408 360-834-9300

Furuno is able to provide all necessary items needed for a complete install. Furuno has a long history of providing this type of radar for NOAA vessels; therefore, no design work will need to be done. Furuno radars are installed on the majority of the NOAA fleet of vessels. Furuno has the needed items in stock for their vendors, with a minimum lead time after award. Furuno radars are the standard for NOAA OMAO ships, and they are a reputable vendor with a proven product that provides dependable navigation information. Furuno also has a large pool of certified technicians across the USA and are readily available if needed.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

(Insert PR/RFQ number, as applicable)

Source Selection Information – see FAR 2.101 and 3.104

Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

Oregon II is reaching end of life on the current Furuno radar system and a failure to the currently installed radars would result in lost days at sea. Oregon II has been using Furuno radar for over 20 years and crew, fleet wide, is familiar with its features and operations. This is imperative to crew response time and safety.

Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.

Most of Oregon II’s peripheral equipment, such as GMDSS, AIS, and GPS equipment are also Furuno brand, making interfaces between the equipment easier for installation and troubleshooting, and more reliable. Furthermore, these equipment is being used throughout the NOAA’s FLEET due to standardization, which reduces loss of sea days while making the parts more available, as well as reduces cost.
