Hydraulic, Winch & Deck Equipment Upgrade for NOAA R/V Gloria Michelle
EE133F-16-RQ-0864, Amendment 0001
QUESTIONS AND ANSWERS
Q1: What is the thickness of the deckplate?
A1: Deck plate is ¼”.
Q2: Are you looking for a complete powerpack or to use the existing PTO?
A2: Power the pump from a PTO on the Main Engine.
Q3: Are you at capacity in terms of power usage?
A3: A power audit would be necessary to confidently confirm. The 21kw generator is loaded near capacity. See Attachment A for generator specifications.
Q4: Can you send literature on the current Hydraulic pump?
A4: See Attachment B for “Sperry Vickers Pump”
Q5: Can we reuse the escape hatch?
A5: Yes
Q6: Will the large hatch be discarded?
A6: Yes
Q7: Will we supply new wire or reuse the existing wire?
A7: This requirement does not include new trawl wire. Reuse the existing wire.
Q8: Can the contract be split into a dry dock package and a hydraulic install package?
A8: The solicitation will result in a single award. However, if necessary, the contractor may use subcontractors to perform some of the work.
Q9: How much power does the anchor windlass need?
A9: The anchor is 300 lb and there is no ground tackle. The anchor windlass will need to have the same flow as is currently provided.
Q10: Will the steering plumbing be disturbed?
A10: The steering is a separate hydraulic system. It shall be disturbed only if it is in the way of hotwork to be performed in reconfiguring the deck.
Q11: Is the PTO ratio 1:1?
A11: It appears to be 1:1. Model number can be used to verify.
Q12: How much weight do you lift with the ship’s boom?
A12: We usually do not lift more than 1200 lbs.
EE133F-16-RQ-0864, Amendment 0001
QUESTIONS AND ANSWERS
Q13: Is there any flexing in the deck with the current configuration?
A13: No
Q14: Will there be an engineer approving the deck changes in regards to stability?
A14: The vessel has been given approval by our inspector to make these changes as they will increase overall stability. If needed, the Government can arrange to have further stability tests completed.
Q15: Do we want a pneumatic PTO switch at the wheelhouse as well as the winch control station?
A15: Yes.
Q16: Can the pier handle a large crane?
A16: Yes.
Q17: Who takes necessary precautions again welding?
A17: We can create a checklist of vulnerable ship systems but the contractor will be responsible for disconnecting such systems.
Q18: Do we want vessel steering on the winch control station?
A18: Not a requirement of this solicitation.
Q19: Is the contractor responsible for making new cable transits through the deck (replacing the roxtec box on the hatch)?
A19: Yes, the Government requires a rectangular port to fit our existing Roxtec transit.
Q20: Who is responsible for moving/relocating the scientific stations?
A20: The scientific stations will be removed by the Government prior to the commencement of work.
Q21: Does the existing bracket at the base of the vessel’s boom serve a current purpose?
A21: The existing bracket does not have current purpose. It may be used for the small winch or removed.
Q22: Is the hydraulic oil in the tank to be stored and reused or replaced?
A21: The hydraulic oil in the tank shall be reused. The contractor will be responsible for replacing any fluid lost during the project.
Q23: Can we reuse hydraulic lines?
A23: Any hydraulic lines removed may not be reused.
Q24: At what RPMs will we be fishing?
EE133F-16-RQ-0864, Amendment 0001
QUESTIONS AND ANSWERS
A24: The vessel typically fishes between 600-1500 RPMs but the new pump shall offer full range of speeds from 500-1800RPMs.
Q25: Does the vessel have information on the existing MARCO winch?
A25: See the Attachment C for “Marco Specs”
Q26: Is the contractor to insulate the fish hold following new deck installation, namely at the site where the hatch is to be removed?
A26: Yes, the insulation should match the existing insulation in the fish hold.
Q27: Does the vessel’s 20kw generator have the capacity to power a 3, 5, or 7.5 horsepower pump?
A27: A power audit is necessary to confidently answer this question but it is suspected we are near capacity. See Attachment A for the 21kw generator. The generators are able to put out 240V but modifications may be necessary as we are currently running 120V.
Q28: Is the contractor to load test the crane?
A28: Yes. The contractor will need to load test the crane as well as the other installed deck equipment to test the deck strength and new welds at the equipment bases.
Q29: Please confirm or update the following material specification for the hydraulic system piping/hose: All piping/tube and fittings below deck to be standard steel. All fittings above deck (exposed) to be stainless steel, except crimped hose fittings, which can be standard steel with petro tape.
A29: This is correct. All exposed metal above deck shall be stainless except crimped hose fittings. Metal below deck may be standard steel.
Q30: Would it be possible to supply a deck scantling drawing and/or any drawing that details the current structure?
A30: The awarded contractor will be provided with all ship plans (blueprint paper or electronic) as requested.
Q31: Who will develop testing procedure for all equipment? Who will provide testing weights/tooling etc?
A31: The contractor will be responsible for developing the test procedure. The Government Contracting Officer Representative (COR) will be available for testing and to answer all operational questions.
Q32: Please confirm if the Government is to supply the trawl winch wire? Who will be responsible for spooling the wire if OFE?
A32: The Government will supply the wire. The contractor will be responsible for spooling the wire onto the drum.
