About this file
This Statement of Objectives (SOO) details aircraft inspection requirements for the Edwards AFB Aero Club's fleet of seven aircraft. The SOO specifies three mandatory inspection types - 50hr, 100hr, and annual inspections for Cessna aircraft in compliance with Federal Aviation Regulations, with inspections to be performed by an FAA-licensed repair station. Key requirements include complete documentation of work, propeller inspections, and returning aircraft to service within 30 days of delivery, with all documentation and logs to be surrendered before payment authorization. The Aero Club supports flight training, Test Pilot School, and eight additional Airmanship Programs, necessitating rigorous maintenance to ensure aircraft airworthiness and operational readiness.

SOO FOR AERO CLUB AIRCRAFT INSPECTION
1. The Edwards AFB Aero Club owns a fleet of seven aircraft. Five aircraft are used on a daily basis for flight training and maintaining currency and proficiency. The Aero Club also supports Test Pilot School and eight additional Airmanship Programs from different squadrons based at Edwards AFB.
2. Inspections are required on all general aviation aircraft as part of the overall maintenance and safety program of any fleet. Without the scheduled inspections an aircraft is deem not airworthy by Federal Aviation Regulations (FAR). The inspections are to be performed by a Federal Aviation Administration (FAA) licensed repair station.
3. In addition to the inspection, repairs to the aircraft, replacement parts and additional labor will be estimated under separate cover once the inspection is complete. The end result and goal must be an aircraft that can be returned to service when the inspection and repairs are complete.
4. There are three types of inspections that are required on all aircraft - 50hr, 100hr and annual inspections are required on Cessna Aircrafts in compliance with FAR 91.409. The Cessna Phase Card Inspection Program for this specific make and model is to be used as a guide. A copy of the inspection program is provided.
5. The propellers are to be inspected at every 50, 100 or annual aircraft inspection and serviced and/or repaired according to the manufacturer’s guidelines based on wear or hours in service.
6. The aircraft will be delivered by an Aero Club staff or member to the vendor’s specified location and appointed time along with aircraft logs and airworthiness directives (AD) logs. The vendor should have sufficient time to complete all required work within 30 days of delivery.
7. Documentation for all work performed will be provided to the Aero Club along with required logbook endorsements and ADs upon completion of the inspection and repairs in accordance with FAR 135.443.
8. The documentation and logs and aircraft are to be surrendered to the Aero Club at the vendor’s location before payment is authorized.
