GENERAL

SCOPE OF WORK. This contract is located at USNPRC SERPL 934 College Station Road Athens GA, 30605.

Contractor will perform checks, physical or with instrumentation, on the following components of your equipment, to ensure proper functionality and reliability, operational tolerances. The following is a list of expected services to be performed during inspection and certification of the Effluent Decontamination System 1.Heating Source (Plant Steam Supply and/or Heat Transfer Fluid):

a. Verify all traps and y-strainers have been properly maintained.

b. Confirm steam pressure at all steam users (tanks, filters, etc).

c. Verify proper heat transfer fluid level.

d. Remove a small sample of oil to inspect overall condition.

2. Electrical Supply:

a. Measure and record voltage supply.

b. Check all motor and heater circuits for balanced resistance between phases and resistance to ground.

c. Measure and record current draw on any system motors or heater elements.

d. All power and control terminations checked for loose connections, corrosion, or damage of any kind.

e. Review and monitor the control system for any input or sensor faults.

3. Control Air Supply:

a. Verify all filters and regulators have been properly maintained.

b. Confirm air pressure at all air users (air headers on tanks, after-cooler etc).

4. Cooling Water Supply:

a. Verify back flow prevention devices are certified.

b. Verify adequate water flow, temperature, and pressure for drain.

5. Manual Valve Operation:

a. Verify valve position sensor operation.

6. Automated Valve Operation:

a. Manually operate all automatic valves.

b. Verify valve solenoid operation.

c. Verify valve position sensor operation.

7. Control Valve Operation:

a. Manually operate all control valves.

b. Verify valve operation 0-100%.

c. Verify valve position sensor operation.

8. Safety Pressure Relief Valves:

a. Verify that any safety relief valves on the pressure vessel have been tested and/or recertified on the required annual basis.

9. Temperature Transmitters:

a. Remove transmitters and verify calibration using a certified instrument.

b. If required contractor can supply an annually certified temperature calibration device capable of testing temperature devices at sizes of: 1/8” 3/16” 1/4” 3/8” diameter.

10. Pressure Vessel:

a. Inspect vessel for visible signs of corrosion, pitting, etc.

11. Level Transmitters – Load Cells:

a. A physical measurement of the depth of water in the tank would be taken using a measuring tape. The volume of water corresponding to that depth can be calculated from the geometry of the tank.

b. This check requires the customer to provide a source of clean, uncontaminated water to fill the vessel.

c. If time permits, the Technician may use water (if available) to field test high level sensors in real time conditions.

12. Pressure Transmitters:

a. Due to potential bio-hazards, in-place testing of pressure transmitters is not practical. Calibration verification of these instruments requires proper decontamination, removal, and testing on special bench testing apparatus.

b. Contractor does not maintain this type of equipment for pressure calibration.

i. If such equipment is available onsite, the customer can make arrangements for the PRI technician to use this equipment to verify sensor calibration.

ii. As an alternative, the customer can make arrangements with a third party service to have the pressure transmitter(s) sent off site to verify calibration.

13. Pumps:

a. Verify physical condition of the pump (couplers, rotation, etc).

b. Verify pump operation.

c. Check heat transfer fluid pump seal leakage rate (if applicable).

14. Perform a general visual inspection review of the system to check for potential leakage or seal failures.

15. Operational Testing:

a. Verify sequence of operations.

b. Review and record system operational and alarm set-points.

c. Check control system archiving – data logging, alarm logging, batch report.

16. Run complete cycle:

a. Perform spore test if available and desired by on-site personnel.

b. Log operational performance – for example: integrity pressure drop, warm up time, and drain times.

c. Check data consistency – max/min temperature, pressures, flow rates etc.

d. Compare all test data with previous test results.

17. Submit test result documentation. Include all deficiencies and maintenance recommendations. Pumps:

a. Verify physical condition of the pump (couplers, rotation, etc).

b. Verify pump operation.

PHYSICAL SECURITY. Contractor will be required to follow all USDA physical security and safety rule/regulations.

HOURS OF OPERATION. Normal Hours. The USNPRC is open Monday through Friday from 8am until 4pm except for Government holidays.
