Responses to Pre-solicitation Questions

EDNAGB-14-900009_NAGN140005AP

March 4, 2014

Question #1:

Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?

Response:

This is a new requirement. This is the first achievement levels setting project in Technology and Engineering Literacy. As noted in the pre-solicitation, achievement levels have been set for other subjects assessed by the National Assessment of Educational Progress in reading, mathematics, writing, science, U.S. history, geography, civics, and economics. Reports on achievement levels reports can be found at the Governing Board's website, specifically at http://www.nagb.org/publications/achievement.html. Additional background on the Board's history of setting achievement levels may be found at http://www.nagb.org/publications/achievement.html.

Question #2:

Can we schedule a meeting to discuss our capabilities? (one request included a question to check calendar availabilities to schedule a meeting).

Response:

Capability statements have been received from interested parties. Thank you for sending this information. However we are unable at this time to schedule in-person meetings to discuss organization capabilities; please submit questions on the solicitation after the RFP is released as we intend to provide a full background for the procurement with the RFP.

Comment #1: Since the procurement has been designated as full and open, we recommend aggressive small business subcontracting goals that meet or exceed the Department of Education’s goals as set by the Small Business Administration (SBA):

AGENCY: EDUCATION DEPARTMENT (9100)

Small Business: 15.17%; SDB: 5%; WOSB: 5%; SDVOSB: 3%; HUBZone: 3%

Response:

We have noted this comment and concur with the recommendation. We will do everything possible to provide evaluation criteria to increase ratings for small business participation in the proposal submissions.
