The following questions have been submitted in response to EDNAG090002. The responses are provided to assist all potential bidders or interested parties with information on the announcement. Details of the procurement will be posted with the Request for Proposals (RFP). An opportunity for further questions will be provided by the closing date of the RFP. Further questions on this announcement will not be provided at this time.
1. Is there a requirement to design new features?
2. What is the goal of seeking service?
3. Define the audience who will use the site.
4. How frequently will updates be required?
5. Does this site rely on a database to display information?
6. Based on the history of supporting the website, are you able to provide a percentage of each activity (design, posting, quality control, and ongoing assistance)?
7. What is the procedure for submitting a proposal and what documents do we need to provide?
8. Is there a specific format for the proposal?
Response: Responses to these questions and more detailed information will be provided in the Statement of Work when the RFP is issued. There will be a time period following the release of the RFP during which unanswered questions may be raised. The formatting specifications will be provided in the RFP. To submit a proposal, you can request to be placed on the bidders list via the contact person listed in the announcement or by receiving electronic notices of the solicitation via www.fedbizzopps.gov.
The RFP will be issued on or about April 20, 2009. Responses will be due on or about June 22, 2009. The RFP will be available both at www.fedbizzopps.gov or the Governing Board web site, www.nagb.org.
9. Is this solicitation restricted to firms in the Washington, DC area? Are there any restrictions on foreign, non-U.S. citizen or outside the DC area in performing this contract?
The solicitation is open only to bidders who are based in the U.S. and are citizens or legal residents of the United States.
10. Who is the incumbent contractor and are they a small business?
At the time the initial IDIQ contract was awarded in 1988-1989, it was made to a small business—Applied Management Sciences which was then purchased by Aspen Systems Corporation, and now recently purchased by Lockheed Martin. The web work has been included in the IDIQ contract as a task order. Lockheed Martin is not a small business.
11. Would you be willing to make this a Hubzone award or have you already done your market research? Are you going to award this to several vendors?
The market research is currently being undertaken. The award will not be an IDIQ contract, nor will it be made to multiple vendors. Due to the small nature of the contract, and quick turnaround requirements, subcontracting with another firm such as a large business is not encouraged. However, all qualified proposals will be reviewed to ensure that the most qualified and cost effective offers are reviewed and rated for overall best value.
12. Will the awarded contractor be required to provide onsite full time or a per-request/per-need basis? If so, is there an order of magnitude for the number of FTE’s required? Can you provide percentages for design, posting, quality control, and ongoing assistance?
At this time, we are not anticipating full time onsite staff assigned to this contract. Requests for assistance will be made as needed. Guidelines for budgeting labor effort will be provided with the solicitation.
