About this file
This is a Limited Sources Justification document for a GSA Task Order bridge action with EDJ Associates, Inc.
The National Science Foundation (NSF) is issuing a sole source, firm fixed-price task order to EDJ Associates, Inc. to provide continued Administrative and Logistics Support services to the Directorate for Technology, Innovation and Partnerships (TIP). The original task order (49100421F0083) expired on August 6, 2026, with all options exhausted. A re-competed requirement was initiated in May 2026 with evaluations underway. This bridge task order will provide interim services under GSA Multiple Award Schedule (MAS) contract 47QRA25D00BW until the new competitively awarded contract can be implemented. The period of performance is one base month plus up to five optional one-month extensions, with an estimated total value presented on a redacted pricing table. Services include proposal processing, general operations support (meetings, panel outreach, office support, executive administrative support), NSF Business E-tools assistance, data tracking, and logistics for outreach events and panel reviews. These services are critical to TIP's ability to manage solicitations for approximately $600 million in public funding opportunities, sustain programmatic justification and policy development, and maintain essential administrative operations. Interruption of services would significantly impact NSF's statutory mission requirements and public funding announcements. The contracting officer determined the price represents fair and reasonable value based on historical pricing data and an Independent Government Cost Estimate, and EDJ is the only contractor with the necessary technical capability, current security clearances, and staff familiar with ongoing work to maintain continuity without service lapses.
