The purpose of this amendment to Solicitation No. ED-FSA-17-R-0002 is to provide offerors with responses to questions the Department recently received under the solicitation. The Department believes these responses may prove helpful to offerors in preparing their quotes;

1. Question:

Could you advise on what the Past Performance Questionnaire is related to and if we are expected to complete?

FSA Response:

Yes, you are expected to have the past performance questionnaire completed by your references and included with your quote.

2. Question:

I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?

FSA Response:

The current contract number for these services is ED-FSA-13-P-0053 and the incumbent contractor is S&P Capital IQ.

3. Question:

Can companies from Outside USA apply for this?

(like,from India or Canada) FSA Response:

A company from outside of the USA may compete under this Solicitation. Please be advised that such companies must comply with the requirements set forth in this Solicitation, as well as with the Federal Acquisition Regulation and other applicable federal laws. Further, a company from outside of the USA should familiarize itself with all applicable federal laws, to ensure compliance in the preparation of its quote, as well as compliance during performance, in the event that such a company receives the award.

4. Question:

Will we need to come over there for meetings?

FSA Response:

No, meetings will not be held on site at the Department. Although the successful offeror is not required to access Department facilities in the performance of these services, offerors are still advised to review the requirements set forth in this Solicitation, specifically the identified deliverables, and make a business judgment as to how successful performance of the contract is to be obtained. The use of in-person meetings or telecommunications as a means to facilitate reporting and communications with Department personnel is at the discretion of each offeror.

5. Question:

Can we perform the tasks (related to RFP) outside USA?

(like, from India or Canada) FSA Response:

Please refer to the answer for Question #4.

6. Question:

Can we submit the proposals via email?

FSA Response:

Yes, quotes are to be forwarded, via email, to Kimberly Hopkins, Contract Specialist at Kimberly.Hopkins@ed.gov, and Joyce Bettis, Contracting Officer at Joyce.Bettis@ed.gov.
