BRAND NAME JUSTIFICATION

Department of Education - Federal Student Aid

SharePoint Documentation Kit Software & Maintenance

This acquisition is being conducted in accordance with FAR subpart 13; Simplified Acquisition Procedures

1. Identification of the agency and the contracting activity.

It is the intention of the United States Department of Education Federal Student Aid’s (FSA) Acquisitions Group to acquire SharePoint Documentation Kit and Software Assurance (SPDOCKIT) site licenses and maintenance.

2. Nature and/or description of the action being approved.

The SPDOCKIT software will allow FSA the ability to automate the process of creating proper SharePoint documentation files. This will eliminate the need to manual paste data from different sources into the SharePoint documentation files. This will increase FSA’s ability to efficiently manage FSA’s SharePoint environments, which includes Development, Production, Test, and Stage environments. The software will allow FSA the ability to create configuration snapshots across FSA’s SharePoint environment, which cannot be done currently. The tool will allow also FSA to manage SharePoint permissions; gather information about the health of FSA’s SharePoint environments; and execute built-in queries and rules engine to fix violations of FSA’s policies.

3. A description of the supplies or services required to meet the agency’s needs

(including the estimated value).

FSA intents to acquire the following software site licenses and maintenance:

a. Software Product: SPDOCKIT Site License – SharePoint Documentation Toolkit

• Licenses Type: Site

• Quantity: 1

b. Software Product: SPDOCKIT Site License Software Assurance

• Licenses Type: Support/Maintenance

• Quantity: 1

The total estimated cost is $XXXXXXX, if all options are exercised.

4. FAR cite permitting other than full and open competition.

This acquisition will be conducted under 41 U.S.C. 1901.

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

SharePoint Documentation Kit (SPDOCKIT) is a SharePoint management and administration tool designed for generating SharePoint environment documentation. SPDOCKIT allows for the management of permissions; tracks SharePoint configurations residing within the environment; and monitors the health for the SharePoint environment. The software is capable of generating AutoSPInstaller XML configuration files based on SharePoint environment settings; gathering key system information pertaining to the SharePoint environment; detects and identifies issues in order that they can be addressed in timely

Brand Name Justification manner; automates routine administrative tasks; and increase data security and compliance.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by and, if not, which exception under 5.202 applies.

Market research was conducted to identify other potential software packages that could potential provide the same business functionality that SPDOCKIT. None of the other software review provided the robust functionality that SPDOCKIT provides. The functionality lacking in other software solutions includes the inability to generate documentation; are not capable of comparing SharePoint environments; cannot document SharePoint environment configurations; and does not allow for the installation of the software on workstations. It was determined that SPDOCKIT is capable of providing all of the required functionality that FSA requires in the two software packages listed in Section 3 of this Brand Name Justification.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

Price reasonableness will be determined by comparing it to GSA and catalog pricing.

8. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

See Section 6 above.

9. Any other facts supporting the use of other than full and open competition.

No addition facts supporting the justification are needed besides what is contained in Section 5 of this Name Brand Justification.

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

No other sources have expressed interest as of the date of this justification.

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

If SPDOCKIT does not meet FSA’s business needs in the future, FSA will conduct new market research to determine if there is other software that can meet FSA’s business requirements in this area.

12. Technical Requirements Personnel Certification

I certify this requirement meets the Government’s minimum need and that the support data, which forms a basis for this justification, is complete and accurate. The requiring FSA program office has provided written supporting data, which is contained in the contract file, that verifies the technical requirements and support the government ongoing need to use the aforementioned brand name commercial items.
