Q&A Responses to Digital Asset Management Solicitation # ED-FSA-15-R-0034

Q1: Could you please tell me how large the current asset repository is? 100 GB? 100 TB?

Answer: We do not have a single repository for assets. Assets are currently stored in shared network drives, external hard drives, Google drive folders, SharePoint, and photo sharing sites (for example). Per the SOO, the Contractor should plan to support up to 1 TB of storage. Additional storage space should be made available as the library grows over time. Please note that offerors can provide optional pricing for storage space beyond 1 TB.

Q2: What is the current Digital Asset Management software being used?

Answer: We are not currently using a software solution. Assets are stored in shared network drives, external hard drives, Google drive folders, SharePoint, and photo sharing sites.

Q3: What Digital Asset Management software/method is currently in use? This will help with providing a technical approach to the data migration between the old storage system and the new.

Answer: We are primarily using internet upload and a shared network drive that can only be accessible via the ED network or on Citrix if a person is working remotely.

Q4: What is the estimated budget for this project?

Answer: We do not release our Independent Government Cost Estimate.

Q5: If a prior contract holder exists for this requirement, please provide contract number, value, and vendor name.

Answer: There is no incumbent.

Q6: How many total users will need to login to this software?

Answer: Per the SOO, the contractor should provide 10 users or more with access levels ranging from Administrator to a basic isolated external user profile. We anticipate that there will be a limited number of individuals (3) that need complete admin rights (ability to add a new user, manage permissions, etc.).

In addition, we anticipate another 7 individuals will need the ability to upload, tag, and manage assets. Lastly, we want the ability to share selected assets with staff and partners (for example, a portal or interface where they could download assets preferably without having to create an account).

Q7: Will you set this project aside for SDVOSB?

Answer: This requirement has been set aside for all small businesses.

Q8: What solutions and/or software has the FSA office evaluated prior to submitting this solicitation?

Answer: We conducted market research, but have not evaluated any solutions. We are looking for offerors to provide a solution.

Q9: Is a cloud based solution allowed for consideration, or will an on-premises software solution be required?

Answer: As mentioned in the SOO, our preference is a cloud based solution.

What is the current internet speed available to the end users this requirement will support? Please verify at the following link:

http://www.speedtest.net/ This information is very important being it tells us the connection speed the office will have with our cloud servers. Implementation heavily relies on fast internet speed to upload large digital asset collateral.

Answer: A team member conducted the test in our office building. The results are attached.

Q10: Will the FSA evaluation board please provide the names of any software solutions that are not desired.

Answer: We did not evaluate any software. We are looking for offerors to provide a solution that meets our needs.

Q11: Is audio format (mp3, etc.) a requirement? We have all the image and video formats covered but not audio at this point so I want to make sure we only submit our proposal if it makes sense.

Answer: Yes, audio formats are a requirement.

Q12: Does the Department have an existing technology (e.g. content management) that can be leveraged for cost efficiency?

Answer: We are not currently using a software solution. Assets are stored in shared network drives, external hard drives, Google drive folders, SharePoint, and photo sharing sites.

Q13: What are the sources of digital assets that will need to be migrated to the target repository?

Answer: Assets are stored in shared network drives, external hard drives, Google drive folders, SharePoint, and photo sharing sites.

Q14: What is the Department’s expected volume of data to be migrated?

Answer: We do not have a hard estimate of the total volume/size of all assets. Per the SOO, the Contractor should plan to support up to 1 TB of storage. Additional storage space should be made available as the library grows over time. Additional storage space should be made available as the library grows over time. Please note that offerors can provide optional pricing for storage space beyond 1 TB.

Q15: Is there an incumbent supporting this effort?

Answer: No.

Q16: Would the Department consider extending the proposal due date to allow further assessment of the answers to the questions by the offerors?

Answer: The proposal due date will be extended to Monday September 21, 2015 @ 3pm EST.
