OBX ENV ii April 2019

EXECUTIVE SUMMARY

Outer Banks (OBX) Environmental Consultants has prepared this Asbestos

Inspection Report for the use of US Fish and Wildlife staff and engineers to provide information concerning asbestos building materials identified at the US Department of the Interior (USDoI), Fish and Wildlife Service (USFWS) National Fish Hatchery, Edenton NC that may be impacted by work associated with various buildings therein.

The project was conducted under contract between USFWS and OBX as project

#NC01. Work was authorized by Ms. Sonja Mumford, hatchery manager.

This site inspection and assessment was conducted by OBX staff and involved sampling of suspect asbestos containing materials (ACM) at three buildings only. A full National Emission Standard for Hazardous Air Pollutants(NESHAPs), including testing of paint/coatings, and other known potentially hazardous materials (HAZMAT) including Resource Conservation and Recovery Act (RCRA) metals that may be impacted by renovations at the site was not requested nor conducted.

The primary concern for the building appears to be friable ACM identified on the exterior and crawlspace areas of Building 4 (1106 W. Queen) and textured ceiling material on the interior of Building 1 (1102 W. Queen). Other Category I and II non-friable materials are also present in all buildings. The precise means and methods to handle the identified hazardous materials are covered under state and federal laws, separate from this document.

Inspection at the facility was conducted 14 April 2019 which included identification, sample collection and analysis, evaluation of suspect ACM, and estimation of the quantities of ACM present.

Asbestos inspection information is provided in Section 1. Lead inspection information is not provided. Other potentially hazardous material (OPHM) issues are not provided. Site drawings indicating sample locations and information concerning the location of ACM are provided in Appendix A, a reference photo-log is included in

OBX ENV iii April 2019

Appendix B, and the laboratory reports of analysis for all samples collected are provided in Appendix C.

OBX ENV 1-1 April 2019

1. ASBESTOS

There is a well-known link between the inhalation of asbestos fibers and various diseases such as asbestosis, mesothelioma, lung and other cancers. As a result, the

Asbestos Hazard Emergency Response Act (AHERA, 40 CFR Part 763) was enacted. An AHERA inspection requires an accredited inspector to visually inspect and assess the condition of all known or assumed friable asbestos-containing building materials (ACM); to visually inspect non-friable ACM and touch it to determine friability; and to identify homogeneous areas of friable materials. The

National Emission Standards for Hazardous Air Pollutants (NESHAPs) require thorough inspections for asbestos in structures before renovation or demolition.

The intent of this inspection was to provide sufficient information to involved parties that may impact the demolition and renovations of area equipment and to prepare adequate abatement specifications for such. Bulk sampling of suspect ACM was performed. Samples were analyzed utilizing Polarized Light Microscopy (PLM) with dispersion staining (EPA method 600/M4/82/020). The accredited laboratory reports of analysis are provided in Appendix C.

The sample identification system of this report consists of a three-unit sample identification number. For example, 44-01-03 would indicate that the sample was collected from Area 44, homogenous area one, and was the third sample collected [of that homogenous material] during the inspection. These sample numbers match the chain-of-custody, lab reports of analysis, and sample identification numbers on the drawings (Appendix A). No historical sample data was provided or referenced for this project.

Sample result summaries are provided in table format. Note that NAD in the % asbestos column indicates that there was No Asbestos Detected in the sample.

Some sample results in this column may be displayed in this report with a slash between two numbers, (#/#). The first number represents the first material listed

OBX ENV 1-2 April 2019 under the material location/description and the second number represents the second material listed. Sampled materials that contain asbestos are highlighted in bold red and underlined, although none were identified.

The samples are also grouped into homogeneous material/area groups.

Homogeneous materials are suspect materials that are uniform by color, texture, construction/application date and general appearance. Photos are included in the reference photo-log (Appendix B) for assistance in later material identification.

Sample summary tables also distinguish whether materials are considered friable

(able to be crushed or pulverized by hand pressure) or non-friable (not able to be crushed or pulverized by hand pressure) for the purpose of determining the ACM category. The collected samples were at least l cubic centimeter and were placed in a sealed container at the time of collection. Appropriate precautions were taken to prevent exposure to those present in or around the facility during the collection of samples, including wet collection methods.

As previously mentioned, the asbestos NESHAP (40 CFR 61, subpart M) requires a thorough inspection for asbestos in structures before the renovation or demolition of those structures. Materials determined to be ACM (containing greater than 1% asbestos) must also be categorized for removal and demolition purposes. The various categories for ACM are shown in the following chart.

ACM Category (NESHAP)

Categories Typical Material Type Guidance for RACM

Friable ACM Pipe insulation fittings Able to crush with hand pressure

Cat I, Non-friable

Floor coverings, Roofing products, Gaskets

Non-friable materials that have become friable, or Non-friable material that is or will be damaged due to sanding, grinding, cutting, or abrading

Cat II, Non-friable

Cement siding (Transite), Significantly damaged tile

Non-friable material that has a high probability of becoming or has become friable by forces expected to act on the material in the course of renovation or demolition

OBX ENV 1-3 April 2019

Any ACM that is Friable, or Category I and II Non-friable that meets the qualifications to be considered a Regulated Asbestos-Containing Material (RACM), must be removed prior to demolition or disturbance that would break up, dislodge, or similarly destroy the material or preclude access to the material for subsequent removal.

The findings of the asbestos inspection are detailed in the following section, including recommendations for action.

Visual surveys were performed of accessible suspect ACM of three buildings at the site, designated as follows:

Building 1; 1102 W. Queen Street, Edenton NC

Building 2; 1104 W. Queen Street, Edenton NC

Building 4; 1106 W. Queen Street, Edenton NC

Construction dates were unknown, but estimated at pre-1970.

1.1.1 ACM Notes Bldg. 1:

HM01: Textured Ceiling Material. This ACM was identified throughout the interior of the structure with the exception of the restroom. Although presently in a non-friable state, disturbance will render this material friable and therefore it is a regulated ACM.

There is approximately 1184 square feet present.

HM03: Joint Material. This ACM, as a composite material with HM02, was identified throughout the interior of the structure on walls and ceiling. Although presently in a non-friable state, disturbance will render may material friable. Renovation will require controls however demolition may occur with the material intact. There is approximately 600 square feet present applied at joints.

HM04: Tan floor tile. This ACM is located under carpeting and plywood sheeting throughout, with the exception of the restroom area. The material is classified as a

Category I non-friable, but removal would require significant demolition and therefore it is a regulated material. There is an estimated 1184 square feet present.

1.3.1 ACM Notes:

HM01/ HM05: 9” and other Tan floor tile and mastic. This ACM is located in most areas of the first floor in significantly damaged condition. The material is classified as a Category I non-friable and therefore it is a regulated material. Renovation and or demolition requires control measures to be implemented for removal. There is an estimated 1040 square feet present as indicated on the sketches.

HM04: Grey tile and mastic (residual). This ACM is remnant patches of previous flooring in the northeast room only. The material is classified as a Category I non-friable and therefore it is a regulated material. There is an estimated 11 square feet present in damaged condition.

HM10: Cloth lagging (debris). This ACM is a roll of unutilized expansion joint/ lagging material used on duct systems. The material is a high percentage asbestos material and considered friable which can render fibers airborne if disturbed. . There is an estimated 1 square foot roll (approximately 25’ linear feet) with debris present at the entrance to the crawlspace. Other locations were not identified but may be present yet hidden from viewing.

HM13: Chimney liner material. This ACM is a panel material used as a decorative chimney cover. The material is a high percentage asbestos material. . There is an estimated 12 square feet present in the attic space with an additional 16 square foot exposed on the roof. Disturbance is likely to release asbestos fibers and is therefore a regulated ACM.

HM11: Chimney cap. The chimney top is protected with asbestos cement board panel, a Category II non-friable ACM. Although rigid in its current state, the material can break and may release fibers when broken. There is an estimated 10 square feet present.
