About this file
This Request for Quote (RFQ) No. 130123 is issued by the California Employment Development Department (EDD) for the procurement of online and virtual information technology training courses. The EDD seeks to acquire open enrollment training courses available on the contractor's public schedule to educate employees with varying knowledge levels and enhance the department's technological capabilities. The contract encompasses 56 courses across multiple technical domains including CICS, Db2, z/OS, SQL, cloud services, firewalls, and emerging technologies such as Microsoft 365 Copilot. The RFQ was released on July 23, 2026, with a deadline for bidders to submit questions by July 28, 2026, and responses to questions due by July 30, 2026. Bids are due by August 12, 2026, at 5:00 p.m. (PT), with intent to award announced the week of August 17, 2026. The contract term is 36 months, commencing September 15, 2026, and may be extended for two additional 12-month periods at the EDD's discretion. Bidders must complete all required attachments including cost proposals and certifications to be considered responsive.
Pricing for this contract is structured as per-enrollee rates for each course listed in Exhibit B-1, with the total cost of all courses combined used solely for bid evaluation purposes; the actual contract amount will not necessarily equal this total, as the EDD has no obligation to utilize the entire amount. The Disabled Veteran Business Enterprise (DVBE) participation requirement is waived, but a DVBE incentive of 1 to 5 percent is available for qualifying bids, with adjustments not to exceed $100,000. Small Business/Microbusiness and Small Business/Nonprofit Veteran Service Agency certification preferences of 5 percent are also available. A 5 percent bid preference is available to non-small businesses claiming 25 percent California certified small business subcontractor participation. The contract is subject to California prompt payment requirements under Government Code section 927 et seq., with invoicing submitted monthly in arrears to the EDD for review and approval. Amendments may be made to increase funding or allow purchase of courses outside the contracted list with mutual agreement. The EDD reserves the right to reject any or all bids and does not require use of any portion of the contract amount.

Contract. The preference is equal to five percent (5%) of the lowest responsible bid.
When the lowest responsible bid is not submitted by a certified small business, the preference becomes applicable. Please note that the preference is used for computation purposes only (to a maximum amount of $50,000) in determining the successful bidder. It does not alter the amount of the resulting contract.

(916) 375-4940.
g. California Certified Small Business Subcontractor Preference
A five percent (5%) bid preference is available to a non-small business claiming twenty-five percent (25%) California certified small business subcontractor participation. If claiming the non-small business subcontractor preference, the bid response must include a list of the small business(es) with which you commit to subcontract in an amount of at least twenty-five percent (25%) of the net bid price with one or more California certified small businesses. Each listed certified small business must perform a “commercially useful function” in the performance of the contract as defined in Government Code section 14837(d)(4).

For evaluation purposes only, the EDD shall apply an incentive to bids that propose California certified DVBE participation as identified on the Bidder Declaration DGS PD-05-105, (located elsewhere within the solicitation document) and confirmed by the EDD. The incentive amount for awards based on low price will vary in conjunction with the percentage of DVBE participation. The following percentages will apply for awards based on low price.
Confirmed DVBE Participation of: DVBE Incentive:
5% or Over 5%
4% to 4.99% inclusive 4%
3% to 3.99% inclusive 3%
2% to 2.99% inclusive 2%
1% to 1.99% inclusive 1%
As applicable:
(1) Awards based on low price - the net bid price of responsive bids will be reduced (for evaluation purposes only) by the amount of DVBE incentive as applied to the lowest responsive net bid price. If the #1 ranked responsive, responsible bid is a California certified small business, the only bidders eligible for the incentive will be California certified small businesses. The incentive adjustment for awards based on low price cannot exceed 5% or $100,000, whichever is less, of the #1 ranked net bid price. When used in combination with a preference adjustment, the cumulative adjustment amount cannot exceed $100,000.
(2) Awards based on highest score - the solicitation shall include an individual requirement that identifies incentive points for DVBE participation.

If it is found, upon license verification with the Contractor's State Licensing Board, that a bidder's license is suspended on the date of the bid opening and/or award of the Contract, or during the proposed term of the Agreement, the proposal shall be considered nonresponsive and shall be rejected.
d. The EDD reserves the right to reject any and all bids and to waive any immaterial deviation or defect in the bid. The EDD’s waiver of any immaterial deviation or defect shall in no way modify the bid document or excuse the bidder from full compliance with the solicitation document specifications if awarded a Contract.
8. Tie Bids
In the event of a tie between two bidders, a coin toss will be used to determine the winner.
Any coin toss shall be observed by witnesses, and the tied bidders would be invited to have representatives present. Location and time will be announced to all bidders.
9. Subcontractors
No subcontracting will be allowed to circumvent competitive bidding. A certified Small Business/Microbusiness, Small Business/Nonprofit Veteran Service Agency or a certified Disabled Veteran Business Enterprise will only be permitted to subcontract in order to meet Department requirements and/or preferences. The subcontracting services and amount shall not exceed 25 percent (25%) of the bid. The Contractor shall be solely responsible for fulfilling the requirements of the bid. Protests regarding selection of the “successful bidder” will be heard and resolved by the Victim Compensation and Government Claims Board whose decision will be final.

STATEMENT OF WORK
(Standard Agreement)
1. PURPOSE
The purpose of this contract is to acquire "as needed" online/virtual training courses for the Employment Development Department (EDD) employees located statewide. The technical training, on-demand training, and training subscriptions are necessary for educating staff that have differing levels of knowledge within their roles and require specific courses that will enhance the department's ability to adopt and use advancements in technology.
This will ensure that EDD employees are prepared to aid the department's immense customer base in the most efficient ways possible.
2. PERIOD OF PERFORMANCE
The term of this Contract shall begin on the date specified on the STD 213 cover page, or upon approval, and end 36 months later.
The Contractor shall not deliver or commence performance of services under this Contract until it has received written direction to do so from the EDD. Any services provided prior to direction from the EDD shall be considered voluntary on the part of the Contractor.
3. AMENDMENTS
The State may, at its sole discretion, elect to amend to increase funding. Amendments may also be used to allow the EDD Information Technology Branch (ITB) to purchase courses outside the contracted list if needed, after being agreed upon and approved by the EDD.
The Contract term may be extended for 2 additional 12-month periods for time and/or funds only. All amendments with funds shall be processed utilizing the original rates evaluated in Exhibit B-1, Course list and Costs, and shall not be denied by the Contractor.
The State is not obligated to use any or all of these options.
4. AMOUNT OF CONTRACT
The total cost of this Contract is the amount contained on the STD 213. Cost details are located in Exhibit B-1, Course List and Costs. In no event shall the total amount of the Contract exceed the amount contained on the STD 213 cover page, and there is no obligation on the part of the EDD to utilize the entire amount.
5. DESCRIPTION OF SERVICES
The Contractor will provide open enrollment training courses available on Contractor’s public schedule for purchase by other customers located in the United States as this training cannot be provided by civil service employees.
Currently, civil service employees do not have the knowledge and skills required to provide the training internally.
The EDD reserves the right to enroll an attendee in an alternate class in the event that the listed class becomes unavailable, as long as the enrollment cost of the new class does not increase the total Contract amount beyond the maximum total listed in Exhibit B.
The services shall be provided in accordance with Exhibit A-1 (State of California Holiday Schedule), and Exhibit B-1 (Course List and Costs), which are incorporated as part of this Agreement.
Either party may make changes to their Project Representative by giving written notice to the other party. Said changes shall not require an amendment to this Agreement.

f) Provide student workbook and/or hand-outs, as applicable, to each participant in a course.
g) Provide access to an online catalog so EDD staff can find course descriptions, dates, and prices for the necessary courses.
h) Unless otherwise specified, cancel the registration of an individual participant or group without charge, if at least ten (10) business days’ e-mail notification to the Contractor is provided by the EDD prior to the first day of a confirmed course.
i) Allow participants to send a substitution to the EDD at no additional charge, provided notice is submitted in accordance with the Contractor’s policies prior to the scheduled start date of the course.
j) Provide reasonable accommodations under the terms of the Americans with Disabilities Act of 1990.
k) Within five working days of notification of the need for a reasonable accommodation, the Contractor will consult directly with the enrolled participant to determine what is necessary for accommodation under the terms of the Americans with Disabilities Act of 1990 and will provide reasonable accommodations. The Contractor will provide a seat for the participant’s assistant (if requested) without charge to the EDD.
l) Provide a certificate of completion to participants upon completion of the entire course. Provide duplicate copies upon request via e-mail at no additional cost.
m) The Contractor shall not accept any registration request without authorization from the State contract manager (specified below). This will be done through one point of contact, a designated training registration coordinator.
n) The Contractor shall commence performance of services on the date specified in this Agreement. If no dates are specified, the course dates will be determined upon mutual agreement and shall be in accordance with Contractor’s posted public schedule.
o) The Contractor will submit invoices to the State contract manager for review and approval. The Contractor will be reimbursed in arrears, upon submission of an acceptable invoice.

Unless otherwise specified, email notifications must be sent at least ten (10) business days in advance of the first day of the confirmed training course. If ten (10) business days’ notice of cancellation is not provided by the EDD, the Contractor may charge a cancellation fee equal to the cost of the scheduled course.
c) In the event that a new class is added to available training courses, it may be offered to the EDD. ITB may also purchase courses outside the contracted list if needed. Both options are subject to being agreed upon and approved by the EDD.
d) Ensure substitute participants meet the prerequisites (if any) in order to attend the course.
e) Ensure all registration requests are submitted to the Contractor’s project manager specified above.
8. CONTRACTOR PARAMETERS
The Contractor will provide the independent services described by this SOW, and associated STD 213, subject to the following:

b) All data, documents, software and other artifacts produced under the Contract will become the sole property of the EDD with an exception for preexisting materials to remain owned by the Contractor.
9. USE OF SUBCONTRACTORS
The Contractor may, with the approval of the EDD ITB and the EDD Business Operations Planning and Support Division (BOPSD), enter into sub-contracts with third parties for the performance of any part of the Contractor’s duties and obligations. Any such State approval may be rescinded for reasonable cause. The Contractor is responsible and liable for the proper performance and quality of any work performed by any and all sub-contracts.
The State reserves the right to reject or refuse admission to any sub-contract personnel whose workmanship, in the reasonable judgment of the State, is deemed to be substandard.
