STATEMENT OF WORK
1. BACKGROUND
The Employment Development Department (EDD) in California has one of the nation's largest public benefit systems with over 21 million claimants and 63 million claims being filed for Unemployment Insurance (UI), Disability Insurance (DI), and Paid Family Leave (PFL) over the past decade. The EDD delivered unprecedented levels of benefits to Californians during the last three (3) years, paying over $180 billion in unemployment insurance benefits. These unprecedented levels tested every benefit system in the country and pushed capabilities to their limits, exposing the need to engage customers directly to design better systems and modernize operations.
The EDD is modernizing all UI, DI, and PFL business program operations and their related systems using a Hybrid Agile Framework. This modernization effort is called EDDNext.
2. PURPOSE
The EDD has established Jira, Confluence and Atlassian analytics as tools to implement the Agile methodology as part of the Sprint Execution within the Hybrid Agile Framework (HAF) for EDDNext. This Agreement will provide licenses and support services to maintain and expand existing design, and configuration for the entire Atlassian platform. The total Agreement amount, including extensions, shall not exceed the threshold total of TBD.

The WA establishes that the State and Contractor have a common understanding of the scope, schedule, format, content (depth and breadth), estimated hours per task by staff member and acceptance criteria of services required prior to the Contractor beginning work. The State and Contractor will define and develop acceptance criteria and these tasks shall be assigned to the Contractor, including specific, measurable success factors, to be set forth in the WA. The tasks and any potential services must be listed in the WA form. The WA details Contractor services required to meet scope objectives.
It is understood and agreed by both parties to this Agreement that all terms and conditions of this Agreement shall remain in force with the inclusion of any such WA.
If, in the performance of the work, the Contractor determines that the work approved through the WA cannot be accomplished within the estimated work hours, the Contractor will immediately notify the State’s Contract Manager in writing of the Contractor's estimate of the additional hours to complete the work in full. Upon receipt of such notification, the State may:

1. The Contractor will develop and submit applicable WA/WAA to the EDD Contract Manager for review and approval.
2. The EDD Contract Manager will complete review of the WA/WAA within five

5. Upon the Contractor submission to the EDD Contract Manager of revised/corrected WA/WAA, the EDD Agreement Manager will complete review within five (5) State business days and provide approval.
a. If the WA/WAA remains unacceptable to the EDD Contract Manager, the Problem Escalation Process in Section 14. Escalation Process will be followed.
6. Timeframes within this process may be modified by mutual agreement between the EDD and the Contractor.
14. ESCALATION PROCESS
The parties acknowledge and agree that certain technical and/or project-related problems or issues may arise, and that such matters shall be brought to the State’s attention. Problems or issues shall normally be reported in regular status reports or meetings. However, there may be instances where the severity of the problem justifies escalated reporting. To this extent, the EDD Contract Manager shall determine the severity level, and notify the appropriate State staff, as set forth below. The State staff are notified, and the time period taken to report the problem or issue shall be at a level commensurate with the severity of the problem or issue. The State personnel include, but are not limited to, the following:
