SELECTION

JUSTIFICATION

Reclamation did not solicit full and open competition for this award based on the following criteria: Farmers Conservation Alliance (FCA) was selected Non-competitively based on Unique Qualifications for the Derby Dam fish screen project. FCA is uniquely qualified to perform the design, installation and construction of the horizontal fish screen design which was selected based on the criteria set forth by National Marine Fisheries Service (NMFS) who established its horizontal fish screen criteria for the protection of anadromous salmonids. The Farmer’s Screen, as patented and provided exclusively by FCA, is a horizontal flat-plate fish screen which is unique and innovative as the screen does not require a passage-barrier dam to operate, no electricity is required for screen operation and cleaning, there are no moving parts, and the horizontally oriented screen works with the diverted flow of water rather than against it.
