Questions and Answers:
For Questions # 1 and 2 below, Reference amendment no. 0001, under Section 01100, paragraph labeled, “22. SPECIAL CONSIDERATIONS, Special Instructions for Option A Item 0030 and Option B Item 0051, “Underground Electrical Distribution”, the specifications state, “
(a) For both Option A and Option B, the Contractor shall provide all underground duct bank, electrical hand holes, conduit, warning tape, pull string, and all other appurtances as indicated in the contract drawings. Where electrical equipment is not furnished and installed under the awarded Option; the Contractor shall cap and stub all conduit min. 6” above grade at the location of future equipment. The exact location of stub up shall be approved and field verified by the Contracting Officer.
(b)For both Option A and Option B, the Contractor shall not provide conductors specified in the Duct bank Schedule on plan sheet TFE‐603. In lieu of the specified conductors, the Contractor shall provide a pull string for each conduit from one termination point to the other. The Contractor’s bid price for “Underground Electrical Distribution” line item shall not include furnishing or installation of these conductors.”
Question #1a. There is some confusion about how the Underground Distribution price should be listed on the bidding schedule (Raceway System – As per Amendment #1).
Should it be broken into two parts (Option A + Option B = Total Underground Raceway) where the total system would be installed only if both Options are built.
Answer 1a. No, the underground distribution price should NOT be separated or broken up into two parts.
Question 1b. Or should it be listed as (Option A = Total System) and (Option B = Total System) so that if either of the Options are chosen they would have a complete raceway system?
A. 1b. Yes, offerors will be required to build a “Total System” or all of the underground duct bank including electrical hand holes, conduit, warning tape, pull string, and all other appurtances for both Option A – Wastewater Treatment plant and Option B – Pump Stations, etc, such that a Complete/Total Underground duct bank system is built, regardless of what Option is awarded. The referenced paragraph in Amendment No. 0001 was intended to clarify to bidders that all underground duct bank shall be provided regardless of what Option is awarded and offerors should include pricing for all of this work, combined, in both Option A and Option B bid schedules. Construction of all of the duct bank or a complete system for both Options A and B is required and will allow for ease in future construction of the unawarded Option. This paragraph goes on to provide further instructions to the offerors of what to do with conduit that is located at a site for future equipment, which is contained in the unawarded option.
For example, when pricing Option A – Wastewater Treatement Plant, Offerors shall include all pricing for the construction of all underground duct bank, electrical hand holes, conduit, warning tape, pull string, and all other appurtances as indicated in the contract drawings for both Options A and B. Additionally, when pricing Option A, offerors shall include pricing to cap and stub all conduit min. 6” above grade at the location of future equipment for ease in future construction of Option B. Offerors shall do the same when pricing Option B.
Question # 2. The Electrical Underground Distribution is now described as being the underground raceway system including Hand Holes, Conduit etc. with none of the conductors included in this item.
Q2a. Do we move the conductors that were included in this item to the “Electrical Installation” items with a portion for each option?
i. Electrical Installation (Treatment Plant – Option A)
ii. Electrical Installation (Pump Station #2 – Option B)
iii. Electrical Installation Distribution Panelboard (PPA-Option B)
Answer 2a. No, the conductors shall be eliminated per Amendment No. 0001.
Q2b. Or do we eliminate the conductors completely? (This would leave a gap in the electrical)
Answer 2b. Yes, the conductors have been eliminated and shall not be provided regardless what option is awarded, per Amendment No. 0001.
Question # 3. It was determine prior to the closing of first bid date that the specification for the 500 KW Natural Gas generator could not be met by any of the major generator suppliers that looked at the project. They offered alternative proposals but we did not see any comment from the engineer or owner regarding this issue. Please clarify this issue or give specific equipment Mfg./Cat #s to be used.
Answer # 3. Offerors should refer to the specifications provided in the solicitation under Section 26 32 13 - Natural Gas Engine Driven Generator, paragraph 2.1.1 Model, which states, “The natural gas driven generator set shall be Model 500 GFJB as manufactured by Cummins (Onan) or approved alternate.
