ATTACHMENT TWO
Task Order Two USAID Directed Questions
1) With the constraint of the Government of Jordan’s ability to recruit high caliber staff within the confines of Jordan's civil service pay scale, USAID is interested in finding solutions that are not based seconding staff to the government. The main aim in establishing the Reform

Secretariat.
b. How can the Task Order Holder work through or around the civil service pay scale challenge?
c. What examples of successes relative to civil service pay scales being overcome can you share?
2) How do you envision the best approach and ways for building the capacity of government employees and systems in Jordan context to achieve the goals of Task Order Two?
3) How can Jordan incorporate the private sector, civil society, and other stakeholders in the
Reform Secretariat in a thoughtful and material way in testing, assessing, and prioritizing reforms.
4) What is missing in this Statement of Objectives that might be critical to the design of the
Secretariat?
