SIMPLIFIED ACQUISITION PROCEDURES (SAP)

Determination Memorandum for Sole Source Acquisitions Over $3,000 but not Exceeding $150,000 SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS FORM MAY BE USED IN LIEU OF THE DETERMINATION DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:

Description:

The Eclypse ESATS II Circuit Analyzer System is an Automatic Wire Test Set (AWTS) required to perform parametric testing and measurement of the UUT Electrical Wiring Interconnect System (EWIS). This system is used with Test Program Sets (TPSs) consisting of peculiar interface hardware and test scripts to automatically measure the electrical integrity of the UUT and compare to previously-defined parameters in order to screen UUTs for any malicious hardware and/or discrepancies from the design configuration. The Eclypse SM-1024 Switching Modules are required to provide additional test points for the ESATS II. This will increase the number of UUTs that can be supported by allowing for higher-conductor-count systems to be connected to the ESATS. CAGE: OJJ26

UniqueCharacteristics: The ESATS II is the only solution that fulfills the SCRM Team's requirements. If other equipment is procured, additional adapter hardware and software development would be required in order to interface with the UUTs being tested. This additional development could easily exceed $- for each UUT that the Navy would need to test. The DoD currently uses other Common Support Equipment hardware/cables that are compatible with the ESATS II as well as existing software used with other Eclypse testers that the Navy currently uses is also compatible with the ESATS II. The costs would compound for each of those additional UUTs. In addition to the cost, if a new TPS was developed, the time for development is usually 1 month minimum per UUT that would need to interface with the TPS. This would be detrimental to the SCRM Team capabilities, and would duplicate cost to the Government.
Explain:

Market Research was conducted and no companies – other than Eclypse International Corporation - can meet the qualified system requirement. The ESATS II is the only solution that fulfills the SCRM Team's requirements, as there is no previous knowledge or experience within the Team with respect to developing software or interface hardware for other manufacturers' systems. In addition, since there is other Common Support Equipment hardware/cables that interface with equipment from Eclypse International, and other manufacturers' equipment would not necessarily interface, resulting in extra developmental effort. This would be detrimental to the SCRM Team capabilities, and would duplicate cost to the Government.

StatementOfActions:

The Government will continue to evaluate other technologies that would allow future competition by attending industry trade shows, hosting on-site vendor visits to learn more about specific manufacturers and products, sending requirements to competing manufacturers to see if the industry has changed since last researched. Should an alternative technology be discovered or developed, it will be evaluated for possible competition in the future.
