About this file
This is a Justification and Approval for Use of Other Than Full and Open Competition document submitted by the Naval Criminal Investigative Service (NCIS) Headquarters, Business Operations Directorate, Acquisition Division. NCIS seeks to award a sole-source contract to the Association of Certified Fraud Examiners (ACFE) for registration and attendance at the 37th Annual ACFE Global Fraud Conference in Boston, Massachusetts, scheduled for July 13-15, 2026. The acquisition covers 39 in-person attendees and 9 virtual attendees (total of 48 personnel, with a discrepancy in the document noting 41 in-person and 7 virtual in the opening description). The conference registration includes access to keynote sessions, educational sessions, exhibit halls, session recordings, and 20 Continuing Professional Education (CPE) credits required to maintain Certified Fraud Examiner (CFE) accreditation. All attendees must maintain ACFE membership to participate.
The justification for sole-source procurement rests on 10 U.S.C. 3204(a)(1), establishing that ACFE is the only responsible source capable of providing registration to this specific conference. NCIS's Economic Crimes Field Office (ECFO), currently staffed with 55 personnel and anticipated to expand significantly, requires the specialized anti-fraud training and CFE credentialing provided exclusively by ACFE. The ACFE conference offers over 100 fraud-specific educational sessions tailored to law enforcement and fraud investigation professionals, addressing emerging fraud trends and investigative capabilities not available through the Federal Law Enforcement Training Center (FLETC) or Warfighting Acquisition University (WAU). The acquisition is cited in ECFO PCS Policy GEN 0010-0005/28Jul23 as required training for maintaining CFE accreditation. Pricing will be determined on a fair and reasonable basis per FAR 13.106-3(a). The contracting officer notes that the Department of Treasury annually awards ACFE a sole-source contract for similar conference registration, and future procurements will include market reviews to identify opportunities for increased competition.

The ACFE annual conference provides more than 100 anti-fraud educational sessions for personnel working in fraud-related fields, to include law enforcement, to choose from. Fraud specific education tracks provide excellent training to improve participants' ability to detect, deter, and investigate fraud, which provides significant organizational benefit and aligns with NCIS ECFO’s procurement fraud mission emphasis.
The complexity of procurement fraud investigations requires the need for ongoing training that addresses emerging fraud trends and investigative capabilities that are not captured solely by the courses offered by Federal Law Enforcement Training Center (FLETC) or Warfighting Acquisition University (WAU), which, for the most part, have remained unchanged in recent years. ACFE is the only vendor who can provide the continuing educational credits required to be a Certified Fraud Examiner (CFE), a certification required per the aforementioned ECFO PCS Policy.
The ACFE Global Conference allows access to keynote sessions, educational sessions and exhibits.
It also enables networking events and provides the 20 Continuing Professional Education (CPE) credits needed to maintain annual CFE accreditation. The CFE credential signifies competence in fraud investigations and demonstrates a commitment to remaining current on trends in the anti-fraud industry by meeting stringent continuing education standards.
ECFO, currently at 55 personnel, is anticipated to grow even more over the next three to five years.
This annual CFE training will be an ongoing requirement as refresher training to keep ECFO agents and investigators up to date on new initiatives or issues within the fraud environment. ACFE membership and conference attendance enables a reduction of occupational fraud worldwide by empowering anti-fraud professionals with leading-edge training, resources and professional certification.
