About this file
This is a Statement of Work (SOW) for the Eastern Colorado Area Office (ECAO) Facility Refresh—Exterior Door Replacement project. The contractor must replace 10 exterior door assemblies at the ECAO facility located at 11056 W. County Road 18 E., Loveland, Colorado 80537. The project addresses worn and misaligned doors and hardware that currently allow pest entry and air leakage. Work includes removal of existing doors, frames when required, hardware, glazing, and weatherstripping; preparation of openings and surrounding areas; installation of new doors with frames, weather seals, thresholds, and commercial-grade hardware; integration of hardware with existing card-access systems and automatic operators at designated doors; and restoration of affected surfaces. The 10 door locations span the main level (5 doors), basement level (3 doors), and second level (1 door), with varying configurations including single and double full-lite and half-lite doors, some with sidelights and transoms.
The contractor must comply with Federal, Colorado, and Larimer County codes and standards; perform like-for-like replacements unless directed otherwise; verify all dimensions and site conditions before ordering materials; and attend a mandatory Government-scheduled site visit before submitting a quotation. The period of performance is 180 calendar days from the Notice to Proceed. The contractor shall submit a work schedule within 10 days after NTP, identifying site measurements, submittals, material ordering, installation of all 10 assemblies, testing, inspection, and final cleanup. Work must be completed during normal business hours (Monday–Friday, 8 AM–4:30 PM) while the building remains occupied; the contractor must coordinate with ECAO staff, maintain access routes, and minimize operational disruptions. Required submittals include work plan and schedule, product data, shop drawings, color and finish samples for Government selection, and a closeout package with warranties (minimum one year), product information, test results, and photographs. Acceptance requires correct door type and configuration at each location, secure anchorage, proper alignment, functional card access and emergency egress, effective weather seals, restored finishes, and a clean work area.

1.3 Background and Existing Conditions
The Eastern Colorado Area Office (ECAO) is located at 11056 W. County Road 18 E., Loveland, Colorado 80537. The building was built in the 1950s and serves about 55 Federal employees.
Many exterior doors and their hardware are worn or misaligned. Gaps around doors and thresholds allow pests inside and make some doors difficult to close or lock.
These gaps also let heated or cooled air escape and outside air enter.
Draf
Replacing the doors and hardware will improve security, weather protection, pest control, comfort, and energy efficiency.
Conditions that may affect the work include settled or uneven openings, worn hardware, gaps, deteriorated sealants, and interfaces with concrete, concrete masonry units (CMU), aluminum framing, and existing walls.
Asbestos, lead, mold, or concealed conditions may also be present. See Section 3.5 for requirements if suspect materials are encountered.
1.4 Limits of Work
The work is limited to Door Items 1–10 shown in the door schedule, floor plans, and reference photographs. It includes each identified door opening and the related frame, threshold, sidelight, transom, adjacent materials, and finishes that must be altered or restored to complete the replacement. Work outside these limits is excluded unless this SOW specifically includes it.
