There is one category of BBS support 1·eqnircd: Planning Analytics.
This task order is necessary to assist DLA J343 Planning with fonctio11al and technical expertise and supp01t. In order for Planning to achieve cost reduction and suppo1t efficiency, it is important to maintain a Planning Analytics team that is capable of executing extensive analytical analyses to assess EBS benefits, liabilities, and potential customer impacts of initiatives while maintaining alignment between business processes and technical capabilities for the Agency pending award of the competitive follow-on task 01'de1-.
4. THE AUTHORITY AND SUPPORTING RATIONALE, AND, IF APPLICABLE, A
DEMONSTRATION OF THE PROPOSED CONTRACTOR'S UNIQUE
QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.
In accordance with FAR 8 .405-6( a)(l)(i)(B), only one source is capable of providing the supplies 01· setvices required at the level of quality required in the required timeframe because the supplies 01· services are unique or highly specialized.
Accenture's and its Teaming Paitner's direct experience and teclmical knowledge utilizing the Enterprise Business System. (EBS) and JDA are c1itical in continued system sustainment during this period of performance .. Accenture's and its Teaming Partner's support will include assistance with Strategic Projects, Tactical Planning and Suppo1t, System Repo1ts, Subject Matter Expertise, and Suppleme.Qtal Project Support.
Accenture and its Teaming Partner are the only source capable of providing the required services 'within the required time:frame based on JDA systems access requirements. Accenture and its Teaming Partner are the only vendor source with the required JDA lmowledgeable workforce 'Ni.th Secmity checks :in place, DLA-H F01m 1728s ready for DLA Security approval, CAC Cards issued and EBS/JDA Account Management and Provisioning System (AMPS) Rolls. Tue process for a diffetent vendor to obtain the required clearances and AMPS Rolls would take anywhere from 30 to 60 days. To meet these time constraints only Accenture and its Teaming Paitner hold the EBS/JDA systems access requirements along with the fa:1niliarity with the services required for DLA HQ J343, and familiarity 'Ni.th the Planning Initiatives such as Consumption Pull System (CPS), TransA:rabian Network, Marine Depot rollouts, Readiness Suppo1t Initiatives, and OCONUS Net Effectiveness. Apa.it from system access requirements, a typical transition to gain the necessary familiarity and knowledge in day-to-day operations requires a period of 4 to 8 weeks to provide the required suppo1t at the level of quality required.
It is imperative that Planning Analytics has specialized EBS/JDA support in place to provide
· timely and comprehensive analysis abilities. With a gap in service, DLA HQ J343 will lose support for new and on-going Planning, Stock Positioning, and Retail opp01iunities from the Planning Analytics team. This includes providing analytical capabilities to measure the potential impacts of requests, allowing for quantifiable budgetary and workload impacts of potential changes, and creating the requirements and service requests for changes. A gap in service for Planning Analytics will result in a loss of support for the IDA Inventory Optimization QPO) software. This suppmi includes configuration or calibration support, as well as analyzing, validating and modifying key input parameters to drive performance improvements. The lapse in this support would greatly affect the DLA HQ J343 mission and providing support to DLA customers.
