DEFENSE LOGISTICS AGENCY

DLA CONTRACTING SERVICES OFFICE PHILADELPHIA

700 ROBBINS AVENUE

PHILADELPHIA, PENNSYLVANIA 19111-5092

IN REPLY

REFER TO

LIMITED SOURCE JUSTIFICATION

(For Acquisition Conducted Under the Authority of the Multiple Award Schedule

Program)

1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY.

Requiring Activity:

Defense Logistics Agency (DLA)

HQ-J62E

8725 John J. Kingman Road Fort Belvoir, VA 22060

Contracting Activity:

DLA Contracting Service Office Philadelphia (DCSO-P) 700 Robbins Avenue Philadelphia, PA 19111-5096

2. NATURE AND/OR DESCRIPTION OF THE REQUESTED APPROVAL ACTION.

This limited source justification authorizes task order extensions via clause FAR 52.217-8 – Option to Extend Services for the continued procurement of functional and technical support to facilitate the Enterprise Business System (EBS). These services are currently provided under a Task Order for Blanket Purchase Agreement (BPA) SP4701-07-A-0001, which was competitively awarded to Accenture Federal Services LLC (Accenture) on March 31, 2007. BPA SP4701-07-A-0001 expired on 3/31/2017. Task Orders against the BPA were Firm-Fixed Price and consisted of the following currently active Task Order Award:

Accenture: SP4701-07-A-0001-0515

The continuation and extension of services for this task order is necessary due to unexpected delays in the award of a follow on competitive acquisition. The current action will be an extension of the BPA Task Orders for a 2 -month period of performance from March 15, 2018 through May 31, 2018.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT.

EBS large scale development projects include, but are not limited to, Treasury Direct Disbursing, cFolders Data Protection, Post Award Requests, OSD Clause Logic System integration, EBS SLOA, Planning Improvement Effort (PIE), Scrap Venture, TQ APP Integration, and DLA Internet Bid Board System (DIBBS) Quotation Redesign. This task order is necessary to assist EBS with functional/technical expertise and development support. DLA has a need for the continued support for on-going Enterprise Resource Planning analysis, requirements, development, design, integration, test, deployment, and sustainment for the Agency pending award of the competitive follow-on task order.

4. THE AUTHORITY AND SUPPORTING RATIONALE, AND, IF APPLICABLE, A

DEMONSTRATION OF THE PROPOSED CONTRACTOR UNIQUE

QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.

In accordance with FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required in the required timeframe because the supplies or services are unique or highly specialized.

Accenture and its Teaming Partners are the only source capable of providing the required services within the required timeframe based on EBS/SAP systems access requirements.

Accenture and its Teaming Partners are the only vendor source with the required EBS/SAP knowledgeable workforce with Security checks in place, DLA-H Form 1728s, CAC Cards and EBS/SAP Account Management and Provisioning System (AMPS) Rolls. The process for a different vendor to obtain the required clearances and AMPS Rolls would take 30 to 60 days. To meet these time constraints only Accenture and its Teaming Partners hold the EBS/SAP systems access requirements along with the familiarity with the services required for EBS. Accenture’s direct experience and technical knowledge utilizing the Enterprise Business System (EBS) are critical in continued system sustainment during this period of performance.

The requirement for this interim Task Order is required to allow adequate time for a competitive award against the JETS contracting vehicle. J62E encountered delays in the funding process as well as additional required reviews of the competitive package prior to submitting to DCSO-P. DLA has a need for the continued support for on-going J62E analysis, requirements, design, integration, test, deployment, and sustainment for EBS Portfolio Management (PfM) modernization and sustainment programs. Without this extension, the EBS PfM will lose the vendor support for on-going J62E design, development, and integration causing capability delivery delays affecting Audit Readiness, Regulatory Compliance, and Information Security Vulnerabilities.

5. DETERMINATION BY THE ORDERING ACTIVITY CONRACTING OFFICER

THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH

8.404(d).

The terms of FAR Clause 52.217-8 require that the provided services be within the limits and at the rates specified in the contract. Labor rates and other direct costs included in the BPA were already determined fair and reasonable at the time of award of SP4701-07-A-0001, and based on established GSA labor rates (and include discounts). At time of task order award, the

Contracting Officer will verify all rates proposed are those agreed upon rates and that the prices represent the best value to the Government.

6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG

SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE

REASON MARKET RESEARCH NOT CONDUCTED.

Market research was not conducted for this interim task order since this is an extension of current services and only one source is capable of providing the supplies or services required at the level of quality required in the required timeframe because the supplies or services are unique or highly specialized. However, market research performed for the follow-on acquisition indicated that there are a number of JETS awardee capable of meeting the Government’s needs and that can propose on the competitive follow-on requirement.

7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.

N/A

8. A STATEMENT OF THE ACTIONS THE AGENCY MAY TAKE TO REMOVE

OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED

CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE

SUPPLIES OR SERVICES FINALIZED.

DLA has and continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology, both in industry and in the Government as a continuing effort within DLA. DLA uses a variety of vendors, manufacturers and contracts to fulfill its requirements. Good business practices continue to survey the market and ensure future full and open competition. DLA is pursuing a follow-on acquisition via the JETS contracting vehicle allowing multiple large and small business contract holders an opportunity to compete for this requirement. The anticipated award date of the competitive follow-on task order is May 1, 2018. In accordance with FAR 8.405-6(a)( ), this Limited Source Justification will be posted on GSA ebuy.
