DEFENSE LOGISTICS AGENCY

DLA CONTRACTING SERVICES OFFICE PHILADELPHIA

700 ROBBINS AVENUE

PHILADELPHIA, PENNSYLVANIA 19111-5092

IN REPLY

REFER TO

LIMITED SOURCE JUSTIFICATION

(For Acquisition Conducted Under the Authority of the Multiple Award Schedule

Program)

1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY.

Requiring Activity:

Defense Logistics Agency (DLA) Enterprise Data Warehouse 700 Robbins Avenue, Building 26-2 South Philadelphia, PA 19111-5092

Contracting Activity:

DLA Contracting Service Office Philadelphia (DCSO-P) 700 Robbins Avenue Philadelphia, PA 19111-5096

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.

This limited source justification authorizes task order extensions via clause FAR 52.217-8 – Option to Extend Services for the continued procurement of functional and technical support to facilitate the Enterprise Business System (EBS). These services are currently provided under Task Orders issued against Blanket Purchase Agreements (BPAs) SP4701-07-A-0001, SP4701- 11-A-0171, and SP4701-13-A-0200, which were competitively awarded to Accenture Federal Services LLC (Accenture) and its Teaming Partners, Advanced Solutions, Inc. (ASI) and VETS.

Accenture’s BPA SP4701-07-A-0001 was awarded on March 31, 2007, and expired on 3/31/2017. Current services are being provided under the following active task orders:

Accenture: SP4701-07-A-0001-0524

ASI: SP4701-11-A-0171-0048

VETS: SP4701-13-A-0200-0056

The continuation and extension of services is necessary due to unexpected delays in the award of a follow on competitive acquisition. The current action will be an extension of the BPA Task Orders for a 4 month period of performance from April 1, 2018 through July 31, 2018.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT

There are five categories of Enterprise Data Warehouse (EDW) support required: Strategic Integration Support, Project Execution Support, Operational Support, Subject Matter Expertise (SME), and Planning and Analysis Support.

This task order is necessary to assist EDW with functional and technical expertise and support.

DLA has a need to provide Big Data Visualization processes used to execute EBS Special Projects. EDW seeks continued functional support in the Inventory Management, Planning, and Reporting areas for the Agency pending award of the competitive follow-on task order.

4. THE AUTHORITY AND SUPPORTING RATIONALE, AND, IF APPLICABLE, A

DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.

In accordance with FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required in the required timeframe because the supplies or services are unique or highly specialized.

Accenture and its Teaming Partners are the only source capable of providing the required services within the required timeframe based on EDW’s systems access requirements. Accenture and its Teaming Partners are the only vendor source with the required EDW knowledgeable workforce with Security checks in place, DLA-H Form 1728s ready for DLA Security approval, CAC Cards issued and EDW Account Management and Provisioning System (AMPS) Rolls.

The process for a different vendor to obtain the required clearances and AMPS Rolls would take anymore from 30 to 60 days. To meet these time constraints only Accenture and its Teaming Partners hold the EDW systems access requirements along with the familiarity with the services required. Apart from system access requirements, a typical transition to gain the necessary familiarity and knowledge in day-to-day operations requires a period of 2 to 4 weeks to provide the required support at the level of quality required.

The requirement for this extension of services under the current Task Orders is due to the delay in the acquisition and placement of a new Task Order for these tasks. This delay is in part due to unexpected personnel changes within EDW and the transition time for new personnel gaining knowledge of the background in this Task Order.

If the EDW were to have processing issues, it is imperative that the Government have specialized EDW support in place to get the application software system resolved as quickly as possible.

The lapse in this support would greatly affect the EDW Data audit credibility and providing support to DLA customers. EDW continues to work with the contracted support to provide seamless support for the users throughout DLA. EDW provides an enterprise approach for storing, organizing, classifying, analyzing, and reporting data. If there is any interruption in the functionality, users will not have the access to their required data. This is critical for senior leadership and management decision making and can potentially cost the government millions of dollars. It is imperative that Accenture and its Teaming Partners provide the required subject matter expertise based on their comprehensive understanding of EBS business processes, data, system design, and system configuration that will continue to provide technical knowledge and advice, and monitor daily and weekly rollout processes along with tracking the project activities.

5. DETERMINATION BY THE ORDERING ACTIVITY CONRACTING OFFICER

THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d).

The terms of FAR Clause 52.217-8 require that the services will be provided within the limits and at the rates specified in the contract. Labor rates and other direct costs included in the BPA were already determined fair and reasonable at the time of BPA award, and are based on established GSA labor rates (and include discounts). Prior to the issuance of modifications to extend services under the current task orders, the Contracting Officer will verify all rates proposed are those agreed upon and will determine that the prices still represent the best value to the Government.

6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG

SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE

REASON MARKET RESEARCH WAS NOT CONDUCTED.

Market research was not conducted for this extension of services under the current task orders since this is an extension of current services and only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. However, market research performed for the follow-on acquisition indicated that there are a number of JETS awardees capable of meeting the Government’s needs and that can propose on the competitive follow-on requirement.

7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.

N/A.

8. A STATEMENT OF THE ACTIONS THE AGENCY MAY TAKE TO REMOVE

OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED

CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE

SUPPLIES OR SERVICES IS MADE.

A follow-on acquisition is currently being pursued via the JETS contracting vehicle allowing multiple large and small business contract holders an opportunity to compete for this requirement. The anticipated award date of the competitive follow-on task order is August 1, 2018. In accordance with FAR 8.405-6(a)(2), this Limited Source Justification will be posted on GSA ebuy.
