DEFENSE LOGISTICS AGENCY

DLA CONTRACTING SERVICES OFFICE PHILADELPHIA

700 ROBBINS AVENUE

PHILADELPHIA, PENNSYLVANIA 19111-5092

IN REPLY

REFER TO

LIMITED SOURCE JUSTIFICATION

(For Acquisition Conducted Under the Authority of the Multiple Award Schedule

Program)

1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY.

Requiring Activity:

Defense Logistics Agency (DLA) Defense Supply Center, Richmond 8000 Jefferson Davis Highway Richmond VA 23297

Contracting Activity:

DLA Contracting Service Office Philadelphia (DCSO-P) 700 Robbins Avenue Philadelphia, PA 19111-5096

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.

This limited source justification authorizes task order extensions via clause FAR 52.217-8 – Option to Extend Services for the continued procurement of functional and technical support to facilitate the Enterprise Business System (EBS). These services are currently provided under Task Orders issued against Blanket Purchase Agreements (BPA) SP4701-07-A-0001 (GS-35F- 0371N), and SP4701-13-A-0200 (GS-35F-0283Y) which were competitively awarded to Accenture Federal Services LLC (Accenture) and its teaming partner VETS. Accenture’s BPA SP4701-07-A-0001 was awarded on March 31, 2007 and expired on March 31, 2017. The following Task Orders under which the services are being provided, remain active:

Accenture: SP4701-07-A-0001-0512

VETS: SP4701-13-A-0200-0050

The continuation and extension of services is necessary due to unexpected delays in the award of a follow on competitive acquisition. The current action will be an extension of the BPA Task Orders for a 4 month period of performance from April 1, 2018 through July 31, 2018.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT

There are three categories of EBS support required: Analytical Support, Process Improvement Support, and Knowledge Transfer & Training Support spanning 7 distinct task areas.

This task order is necessary to assist DLA Aviation with functional and technical expertise and support. DLA Aviation has a need for the continued support of critical mission objectives focused on the integration and advancement of DLA Industrial Support initiatives. Additionally, DLA Aviation requires subject matter expertise relative to Industrial and Operational DoD Supply Chains to assist with projects focused on improved service to the Warfighter, process improvement, data cleanup and integration, and training/standard operating procedures tailored specifically for the Retail mission. DLA Aviation requires these services to provide deep functional and technical support for the advancement of core EBS capabilities to ensure end users are able to fully operate and scale solutions in alignment with J6 IT procedures while meeting the objectives of the unique DLA Retail mission for the Agency pending award of the competitive follow-on task order.

4. THE AUTHORITY AND SUPPORTING RATIONALE, AND, IF APPLICABLE, A

DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.

In accordance with FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required in the required timeframe because the supplies or services are unique or highly specialized.

Accenture and its Teaming Partner are the only source capable of providing the required services within the required timeframe based on EBS/SAP systems access requirements. Accenture and its Teaming Partner are the only vendor with the required EBS/SAP/JDA/SAS/EDW knowledgeable workforce with Security checks in place, DLA-H Form 1728s ready for DLA Security approval, CAC Cards issued and EBS/SAP Account Management and Provisioning System (AMPS) Rolls. The process for a different vendor to obtain the required clearances and AMPS Rolls would take anywhere from 30 to 60 days. To meet these time constraints only Accenture and its Teaming Partner hold the EBS/SAP systems access requirements along with the familiarity with the services required for DLA Aviation, including deep functional knowledge of the Aerospace MRO industry, DLA customers, Supplier networks, and the key strategic initiatives underway at DLA Aviation. Apart from system access requirements, an estimated transition to gain the necessary familiarity and knowledge in day-to-day operations of analytic capabilities critical to mission performance requires a period of 6 to 12 months to provide the required support at the level of quality required to minimize program risks.

It is imperative that the Government have highly specialized analytic and Aviation Industrial Supply Chain subject matter expertise in place to support the many process improvement and analytic initiatives underway. Since DLA Aviation BA (the code for DLA Aviation’s Business Process Support Directorate) is positioned as a supporting Directorate to the major Major Subordinate Command (MSC) process areas and corresponding DLA HQ J-codes, the risk of jeopardizing continuity of services would extend far beyond DLA internal operations. For example, a minor flaw in coding inventory incorrectly as stock could result in limiting the ability for DLA Industrial and wholesale customers to receive mission critical parts when they are needed, which potentially ties up millions of dollars of procured materiel from repairing the aircraft. A lapse in this support would not only pose supportability risks to DLA customers, but deviate from a standard of quality that has come to be expected from DLA Aviation in the pursuit of innovative solutions that leverage EBS capabilities. It is imperative that Accenture and its Teaming Partner provide the required subject matter expertise based on their comprehensive understanding of DLA Aviation Industrial/Operational business and EBS business processes, data, system design, and system configuration that will continue to provide strategic and tactical advancements in support of DLA Aviation’s mission.

5. DETERMINATION BY THE ORDERING ACTIVITY CONRACTING OFFICER

THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH

8.404(d).

The terms of FAR Clause 52.217-8 require that the services will be provided within the limits and at the rates specified in the contract. Labor rates and other direct costs included in the BPA were already determined fair and reasonable at the time of BPA award, and are based on established GSA labor rates (and include discounts). Prior to issuance of the modification to extend services under the current task orders, the Contracting Officer will verify all rates proposed are those agreed upon and will determine that the prices still represent the best value to the Government.

6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG

SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE

REASON MARKET RESEARCH WAS NOT CONDUCTED.

Market research was not conducted for this extension of service under the current task orders since this is an extension of current services and only one source is capable of providing the supplies or services required at the level of quality required within the required timeframe because the supplies or services are unique or highly specialized. However, market research performed for the follow-on acquisition indicated that there are a number of JETS awardees capable of meeting the Government’s needs and that can propose on the competitive follow-on requirement.

7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.

N/A.

8. A STATEMENT OF THE ACTIONS THE AGENCY MAY TAKE TO REMOVE

OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED

CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE

SUPPLIES OR SERVICES IS MADE.

A follow-on acquisition is currently being pursued via the JETS contracting vehicle allowing multiple large and small business contract holders an opportunity to compete for this requirement. The anticipated award date of the competitive follow-on task order is August 1, 2018. In accordance with FAR 8.405-6(a)(2), the Limited Source Justification will be posted on GSA ebuy.
