STATEMENT OF WORK

REMOVAL/ TRANSPORT/ REINSTALLATION of EAST BEAR CREEK

PUMPS AND MOTORS

Objectives

Reclamation desires to enter into a contract with a Contractor to complete the objectives below:

The first objective is to remove the four Cascade vertical mixed flow line-shaft pumps and four U.S. Electrical Motors from the East Bear Creek (EBC) Pumping Plant.

After removal, the Contractor will transport the pumps to Cascade Pump Company in Santa Fe, CA. The motors will be taken to the Contractor’s own facility for repair and service as outlined below.

The second objective is to retrieve the pumps from Cascade Pump Company upon notification by a Government official and transport to East Bear Creek Pumping Plant, along with the refurbished motors.

The third objective is to reinstall the pumps and motors at the EBC Pumping Plant.

Background

The Central Valley Project Improvement Act (CVPIA) of 1992, P.L. 102-575, Title 34, Section 3406(d) requires the Bureau of Reclamation (Reclamation) to provide specific quantities of water to 19 wetlands and wildlife habitats located in California’s Central Valley. This would include the EBC Unit of the San Luis National Wildlife Refuge Complex (Refuge). Section 3406(d)(5) of the CVPIA states, “The Secretary is authorized and directed to construct or to acquire from non-Federal entities such as water conveyance capacity, and wells as are necessary to implement the requirements of this subsection.” Reclamation completed the construction of the EBC Pumping Plant and the internal distribution facilities at the refuge in 2009. Reclamation has contracted to overhaul and upgrade the four identical existing pumps, located at the EBC Pumping Plant within the Refuge, to accommodate for high sediment loads in the creek water. Cascade Pump Company (Cascade), the manufacturer of these four pumps, is located in the City of Santa Fe Springs, California. In order to complete the overhaul and upgrade of the pumps, Reclamation needs to have the pumps removed from the pumping plant, delivered to the manufacturer in Santa Fe Springs and upon completion of the work transported back to the refuge and reinstalled at the EBC Pumping Plant. While the pumps are being overhauled, the motors need to be serviced.

Scope

The pumps are housed under a metal shade structure with a removable roof. The contractor shall remove the roof covering. Then, the contractor shall remove all four pumps and their motors (see motor specifications below) from the EBC Pumping Plant. An appropriately sized and certified crane supplied by the Contractor shall be used to pull the pumps and motors. A certified crane operator shall operate the crane. The Contractor shall then load the pumps and motors on to transport vehicle(s). The Contractor shall transport the pumps to Cascade in Santa Fe Springs, The Contractor shall also transport the motors to its own repair facility. California.

A commercially licensed and insured driver shall operate the transport vehicle(s) at all times.

Upon arrival to the contractor’s own repair facility, each of the four motors shall be disassembled, inspected, cleaned, dipped and baked, electrically tested, bearings and oil seals replaced, balanced, and reassembled. Upon arrival at the manufacturer’s facility in Santa Fe Springs, California, Cascade will offload the pumps.

After completion of the pumps by Cascade Pump Company and completion of service and testing of the motors by the Contractor, the Contractor shall coordinate transport with the Contracting Officer Representative for delivery of these equipment to East Bear Creek Pumping Plant. Upon arrival at the EBC, the Contractor shall again remove the roof covering and reinstall the motors and pumps. Once reinstalled, each pump shall be tested and measured for proper installation, operation, baseline power and vibration to inform future maintenance. A Cascade Pump Company representative will be onsite to provide start-up supervision.

Tasks

Task 1: Removal of Pumps and Motors from the EBC Pumping Plant Remove shade structure roof.

Label each motor and pump for reassembly.

Disconnect motor and secure electrical connections.

Disconnect discharge piping.

Remove motors.

Remove pumps (Pump #1 S/N 17043, Pump #2 S/N 17044, Pump #3 S/N 17045, and

Pump #4 S/N 17046) – either in one piece or in sections Place and secure pumps and motors on to transport vehicle(s).

Cover opening in floor with suitable material and secure in place Reinstall shade structure roof.

A chain of custody receipt will be issued by the Government to the Contractor.

Task 2: Transport of Pumps and Motors to Repair Facilities/Sites

Transport all four (4) pumps from the EBC Pumping Plant located at the Refuge, near the City of Gustine, California to Cascade’s facility in Santa Fe Springs, California.

Note: It is anticipated that Cascade Pump will take approximately 60 days to overhaul/ remanufacture the pumps

Transport all four (4) motors from the EBC Pumping Plant located at the Refuge, near the City of Gustine, California to the Contractor’s own repair facility.

Task 3: Motor Service At the Contractor’s own facility, all four motors shall be disassembled, inspected, cleaned, dipped and baked, electrically tested, bearings and oil seals replaced, balanced, and reassembled. Any damaged paint to be touched up.

• Contractor shall plan work accordingly to ensure the motors will be ready for transport and delivery prior to Task 4.

Task 4: Transport of Pumps and Motors Back to the EBC Pumping Plant

Upon a written notification from the Contracting Officer that pumps are ready for pickup, the Contractor shall retrieve all four pumps from Cascade Pump’s facility in Santa Fe Springs, California and transport to the EBC Pumping Plant located at the Refuge, near the City of Gustine, California. The Contractor shall coordinate with the Contracting Officer Representative prior to delivery.

Transport all four motors from the Contractor’s own repair facility to the EBC Pumping Plant located at the Refuge, near the City of Gustine, California. The Contractor shall coordinate with the Contracting Officer Representative prior to delivery.

To save on travel and handling costs, the pumps and motors should be transported to the EBC Pumping Plant located at the Refuge, near the City of Gustine, California.at the same time.

Prior to transport of the equipment, coordinate with the Contracting Officer Representative to schedule the delivery and reinstallation/startup to ensure a Cascade Pump representative will be available on-site to supervise the start-up of the pumps and motors.

Task 5: Reinstall of Pumps and Motors at the EBC Pumping Plant

Upon arrival at the Pumping Plant, remove the shade structure roof of the EBC Pumping Plant.

Unsecure pumps and motors from transport vehicle(s).

Using a certified crane operator, reinstall pumps either in one piece or sections.

Set motor and connect electrical.

Provide grease for the pump and oil for the motor bearings.

o Grease and oil: In accordance with pump and motor manufacturers’ recommendations.

Reinstall shade structure roof.

Perform startup of pump under supervision of Cascade factory representative, including bumping motor for rotation, coupling shafts and setting impeller lift, and greasing the pump.

Measure baseline power and vibration of each pump and motor.

Delivery

Delivery of equipment and material shall be made to the work site and coordinated with the Contracting Officer Representative. Deliveries must be during Refuge operating hours.

Reporting

The Contractor shall provide a list of major milestones upon completion of all tasks that include dates of removal, transport and reinstallation.

The Contractor shall provide a report attesting to proper installation and performance data including the power draw, flow rate, discharge pressure, etc. for each pump and motor and description of test conditions.

Submittal Details

A. General:

1. Prepare in English.

2. Label with contract number and title.

3. US Customary Units.

Government-Furnished Property

The pumps and motors and all other components are government owned.

Security

Contractor personnel performing work under this contract shall be accompanied by Refuge personnel when working on-site at East Bear Creek (EBC). Also, Reclamation staff must be present on site to witness the Contractor performance.

The Contractor shall be responsible for safeguarding all government equipment, information and property in their possession once removed from Federal property. At the close of each work period, government equipment and materials shall be secured.

Place of Performance

The work to be performed under this contract shall take place at the following locations:

1. Pumps: Cascade Pump Facility located at 10107 Norwalk Blvd, Santa Fe Springs, CA 90670, or

2. Motors: Contractor’s own repair facility

Period of Performance

It is anticipated that the removal and transport of pumps and motors will commence on or around June 1, 2021, while delivery and reinstallation will be between September 7-15, 2021.

Hours of Operation and Access to Site

The Contractor shall be responsible for conducting business, between the hours of 8 am and 5 pm (PT), Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. However, the Contractor shall need to work within the hours at the Refuge when removing and returning the pump and motor.

Facilities

The Contractor Officer Representative will coordinate with Refuge personnel to provide access and oversight while the Contractor is at the Refuge.
