About this file

This is a Memorandum for the Record documenting the justification for using other than full and open competition for a simplified acquisition threshold procurement.

The acquisition (PID N23192-6067-S084) seeks new sea strainers as direct replacement parts for deteriorating sea strainers reaching end of life cycle on naval vessels. The required source is EATON, specifically 6-inch Bronze Model 72 simplex strainers with a 3/32" monel blade and seat. The delivery date and independent government estimate are marked as TBD. The product is not designated as critical ship equipment. The contracting officer determined that only one source is available based on two primary justifications: (1) standardization per COMSCINST 4790.3 to maintain fleet configuration baseline across T-AKE 1-14 vessel classes, which requires the specified make and model for both additional units and replacement items; and (2) compatibility, as the product is a direct replacement part that must be compatible with existing Eaton Model 72 Simplex Strainer equipment already installed. The memorandum was completed as required by FAR 12.102(a) and GSAR 538.7104-3 and -4, with technical certification and contracting officer approval sections included for authorization and accountability. The document does not establish urgency or casualty report (C3/C4) justification, as those sections remain incomplete.
