About this file

This is a rebid solicitation document from the North Carolina Department of Public Safety for Eastern Correctional Institution located in Maury, North Carolina. The project requires replacement of three major mechanical systems: an air-cooled chiller, a heating water boiler, and domestic water heaters at the facility. The solicitation is a rebid, indicating a previous solicitation attempt did not result in a successful award. Bidders are required to submit comprehensive proposals that address the complete replacement of these systems, which are critical to the institution's operational infrastructure. The document establishes specific submission requirements, evaluation criteria, and contractual terms that prospective contractors must follow to be considered for award.

The rebid solicitation includes pricing requirements for the complete mechanical system replacements, with evaluation based on factors including cost, technical qualifications, experience with correctional facility projects, and project schedules. Set-asides or preferences may apply based on North Carolina procurement regulations. The funding source originates from the Department of Public Safety's capital improvement budget. Interested contractors must demonstrate relevant experience with similar institutional projects, particularly those involving complex mechanical systems in secure facility environments. The contract will establish terms for design, procurement, installation, testing, and system commissioning to ensure all equipment meets applicable codes and operational standards for the correctional institution.
