About this file
This document is a set of one-on-one contractor interview questions for the McChord Fire Station project conducted by the U.S. Army Corps of Engineers (USACE), Seattle District as part of an Early Exchange of Information with Industry. The Government is evaluating the Integrated Design and Construction (IDaC) delivery method for constructing a Fire Station at Joint Base Lewis McChord (JBLM), Washington. The anticipated contract will be a Fully Funded Firm Fixed Price Contract with a tentative construction award date in Early FY27. The Government seeks contractor feedback on nine primary topics: construction duration under the proposed funding structure; cost and schedule drivers; change management procedures; appropriate design submission levels (percentage complete) for competitive bidding and option negotiation; structuring of early work items such as long-lead procurement without fast-tracking; pre-construction services scope and budgeting percentages; technical proposal evaluation factors and preparation timelines; and comparative benefits and risks of IDaC versus traditional delivery methods.
The questions are designed to inform acquisition strategy development before formal solicitation, with the understanding that all government-provided information will be released publicly to avoid competitive advantages. Contractors are asked to provide concise responses addressing whether IDaC impacts their planning assumptions and what essential design details are critical for confident bid preparation and maximum ceiling price determination. The document emphasizes that pre-construction services are distinct from design reviews and that contractors provide input under Government supervision without authority over design decisions. This market research effort directly supports the related pre-solicitation announcement (W912DW27R1BLU) for identifying qualified firms capable of delivering integrated design-construction services for the fire station project.

U.S. Army Corps of Engineers (USACE), Seattle District McChord Fire Station One-on-One Contractor Interview Questions One-on-One Contractor Interview Questions The following questions are intended to assist in the planning and acquisition for the McChord Fire Station.
This project is discussed in detail by the presentation provided as an Early Exchange of Information with Industry before receipt of proposals in accordance with FAR 15.201. Any information provided by the Government in this exchange will be made available to the public as soon as practicable, but no later than the next general release of information, in order to avoid creating an unfair competitive advantage.
The Government is considering the use of alternative delivery methods such as Integrated Design and Construction (IDaC). The Government is looking for both positive and negative feedback on the questions below. Please be concise in your responses.
1. Funding: The Government is planning on a Fully Funded Firm Fixed Price Contract with a tentative construction award date in Early FY27.
a. What is a reasonable construction duration given this funding stream?
b. Does the use of IDaC impact your answer regarding the construction duration?
2. What requirements do you find to be significant cost / schedule drivers? Are there items that unnecessarily drive-up costs for preparing your proposal?
3. What do you propose as essential for the team to conduct effective change management including determinations on design progression vs potential modifications?
4. Considering use of IDaC, what level design submission (% complete) best supports a competitive bid which will confidently support a maximum ceiling price and a target price? Include specific items that are critical to ensure biddability.
5. What level design submission (95% or 100% complete) best supports a timely negotiation of the Option for Construction to a Firm Fixed Price?
a. Based on the Contractor’s involvement providing preconstruction services during design, how long will it take to prepare a proposal for the Construction-Option?
b. Based on the Contractor’s involvement providing preconstruction services during design, how much time is necessary to finalize the proposal once the IFCs are issued?
6. As part of IDaC, the Government will not allow for Fast-Tracking construction, however it may allow early work items such as long lead procurement items or site preparation if established as firm fixed price at time of selection. Does this impact your response on how best to structure the design package?

7. What Pre-Construction Services should the Government consider to be necessary when developing a scope of services for IDaC Consider key personnel, subcontractors, and/or other related items that are pertinent to success. Is there a rule of thumb or % that the Government should use when budgeting for the Pre-Construction Services? Note: It is recommended the Government remind contractors that pre-Construction services are not design reviews and the construction contractor does not provide technical direction nor have any ultimate authority on design decisions. Instead, they provide input and clarity to the requirements of the specific acquisition while under Government supervision and control.
8. Technical Proposal and Duration:
a. If the Government uses IDaC, what Factors do you feel the Government should use in the selection for the Technical Proposal?
b. If the Government uses the % Design Submission as the basis for the proposal, what would the ideal amount of time be for the preparation of Proposal?
c. Based on the Factors considered, what would the ideal amount of time be for the preparation of the proposal submission utilizing traditional delivery methods and selection procedures?
9. Please provide your input on the benefits and/or risks of using IDaC as an alternative delivery method for this project in comparison to traditional delivery methods. Conclude by providing your recommended delivery method for successfully completing this project.
