About this file
This is a Justification and Approval (J&A) document for a sole-source acquisition under 10 U.S.C. 3204(a)(1) for the F-15 Eagle Crest contract.
The Air Force Life Cycle Management Center, Fighters and Advanced Aircraft Directorate (AFLCMC/WA), F-15 Division is awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to The Boeing Company valued at $18.28 billion for USAF requirements over a ten-year ordering period (FY27-FY37). The contract supports aircraft production, integration, modernization, upgrades, retrofits, sustainment, and depot maintenance capabilities for the F-15 Eagle Weapon System used by USAF, Air National Guard, and Department of War customers. The contract includes options to extend the ordering period for an additional five years, with a total IDIQ ceiling of $110.23 billion to accommodate Foreign Military Sales (FMS) customers, with FMS requirements estimated at $91.95 billion. Orders will utilize various contract types including Fixed Price, Cost-plus-Fixed-Fee, Level of Effort, and Time and Material arrangements based on specific requirements and risk profiles.
Boeing is the sole source due to its unique qualifications as the F-15 original equipment manufacturer and sole-source integrator with unmatched depth of knowledge, proprietary technical documentation, and classified information access critical to the complex aircraft's continued operational effectiveness. Market research via a 60-day Sources Sought Synopsis posted in August 2024 (extended to October 2024) yielded five capability packages, with only Boeing demonstrating the comprehensive design, development, integration, testing, sustainment, and classified material handling capabilities required. The J&A was approved on 15 January 2026 by the Deputy Assistant Secretary (Contracting), with coordination signatures from multiple levels of F-15 Division and Fighters and Advanced Aircraft Directorate leadership completed between October 2025 and December 2025. A Notice of Proposed Contract Action (IAW FAR 5.201) is required prior to award.
