About this file
This is a Justification and Approval (J&A) document for Other Than Full and Open Competition for a sole-source contract award by the United States Air Force at Tinker AFB, Oklahoma. The acquisition concerns the remanufacture of Air Launched Cruise Missile (ALCM) Eleven Actuator Controller (EAC) units through an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Boeing Company's Boeing Guidance and Repair Center (BGRC). The estimated award date is August 2026, with a one-year initial ordering period (August 2026 – August 2027) followed by three optional two-year ordering periods extending through August 2033. The contract will utilize multiple pricing structures including Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Reimbursement (CR), and Cost Plus Incentive Fee (CPIF) arrangements, to be determined through negotiations. Four contract line items are structured: X001 (CPFF for Production Test Sets), X002 (CPFF for Remanufacture), X003 (CPFF for Facilities Readiness), X004 (CR for Travel), X005 (NSP for CDRLs), X006 (FFP for Over and Above), and X007 (FFP for Beyond Economical Repair). The purchase request number is FD2030-26-30400 with a Program/Enterprise type classification of AFPEO/Nuclear Air Delivered.
The justification for sole-source award to Boeing rests on the contractor's unique qualifications as the Original Equipment Manufacturer (OEM) of the ALCM and its specialized capabilities, including the only available Boeing Gen 3 core test set with customized Test Program Sets, the BGRC facility with unique testing equipment required for remanufactured EAC evaluation, proprietary Boeing software integrated throughout all development phases, and exclusive access to complete technical data and OEM expertise. The Air Force conducted a Sources Sought Synopsis from September 22 through October 10, 2025, receiving responses from Boeing, RV Global Solutions, and Complete Networks Inc.; however, the two small business vendors demonstrated insufficient capabilities, experience, and access to required technical data to satisfy requirements. A comprehensive study determined that establishing a new vendor would require significant additional investment in test equipment (estimated $6 million), create a 55-month program delay impacting the 2028 Initial Operational Capability (IOC) deadline, and result in unacceptable cost duplication. The Government has been unsuccessful in pursuing Boeing to sell intellectual property or technical data, with Boeing formally declining interest as of February 2023. No IP rights are being acquired under this contract. The J&A was coordinated on December 3, 2025, and approved on January 27, 2026, and will be synopsized on sam.gov as a notice of proposed contract action under FAR 5.201 by December 2025.
