1 FOREWORDS
The Embassy of the United States in Rome needs to award a contract for the modification of the existing ramp to reach the main entrance of the BCC building. Inside this bldg there are services that have to be exploitable by everyone, handicapped person included. The new asset is to allow the entrance by wheelchairs.
2 GENERAL
• The existing access to the BCC does not comply with ADA requirements therefore the project foresees the modification of the existing ramp from Boncompagni CAC.
The transit of people from the CAC Boncompagni must be guaranteed during the works
• The scope of work is:
o to allow handicap people to reach the entrance of BCC ground floor where services are located, o to repave the area adding a new ramp
The project provides to demolish of part of the flowerbeds at the entrance supported by the walls.
o New lighting fixtures will be installed. The plan provides to add LED path marker to highlight the pedestrian access path.
• All the following is to be understood as "minimum required performance" and, therefore, does not release the Contractor from all its own and wider responsibilities concerning both compliance with the National and International regulations applicable to the case, and the adoption of technologies more suitable for achieving the best manufacturing and management quality standards.
• Participants are obliged to carry out an inspection of the site subject to the intervention, and to take the final measurements and as regards the success of the project, since the Contractor himself is responsible for discrepancies and deficiencies.
• It shall be Contractor's responsibility to verify all the quantities and dimensions.
• The Contractor is fully responsible for any damage caused by its own actions or of its employees to people and / or things.

• The Contractor shall supply all the installation materials and equipment, skilled and unskilled labor, technical supervision, as well as logistic and administrative support.
The contractor shall also supply all accessory services such as: transportation, leasing, equipment and tools, disposal of debris, cleaning the work area and anything else necessary to complete the project in compliance with the present specifications
• The contractor shall provide a safety plan designated for this project
• Maximum attention is required for the safety of personnel at work on the site. The workers shall operate in compliance with standard codes. Since the work site consists of crucial technical installations, temporary safety protection measures towards third parties and workers shall be installed with care and attention, especially for the hours when site is closed.
• The Contractor shall be responsible for submitting, for approval by the COR, samples of materials and supplies to be used.
Art. 2.1 DEFINITIONS
A glossary of terms and relative equivalents used in the drawing up of the tender documents are indicated hereunder:
Client, Administration, Project Supervisor, COR, CO: all these denominations identify the technical administrative staff, predisposed to handle the contract on behalf of the Embassy of the United States of America.
Contracting Company, Contractor: all these denominations identify the subject that undertakes to carry out the work described in the contract.
Contract, Purchase Order (P.O.), Work Order: these terms identify the contract document with which the project is awarded. The Client at his indisputable judgment shall make the formal selection of the different types of documents.
For safety plan purposes, the figures of the Embassy that are key elements in the definition of roles and responsibility in the safety plan are:
"RUP RESPONSABILE UNICO DEL PROCEDIMENTO" The Contracting Officer of Tri- Missions Rome, whose name appears in the contract or Purchase Order.
"COMMITTENTE" The Senior Facility Manager of Tri-Missions Rome, whose name shall be communicated after the award.
"RESPONSABILE DEL SERVIZIO PREVENZIONE E PROTEZIONE" and "RESPONSABILE DEI LAVORI" The POSHO (Post Safety and Health Officer) of the Tri-Mission Rome, whose name shall be communicated after award. The POSHO shall
- 5 -perform his/her duties also using an A/POSHO part of his/her staff.
"DIRETTORE DEI LAVORI" The COR nominated by the Contracting Officer after award.
Art. 2.2 SAFETY STANDARS
The contractor must fulfill all the safety legal requirements according to the D.Lgs.
81/2008 Testo Unico sulla Salute e Sicurezza nei Luoghi di Lavoro. The objective is to avoid or in any case to reduce to the minimum the workers’ exposure to risks associated with work activities. Therefore the contractor is expected to deliver the Risk Assessment Document (Documento Valutazione Rischi, DVR) or the Operational Safety Plan (Piano Operativo di Sicurezza, POS) when required, to provide trainings to the laborers, to supply individual and collective protective equipment and to comply with all the other requirements disciplined by the D.Lgs. 81/08.
In the solicitation process set up by the Contracting Officer (RUP), to verify the professional technical suitability, the Embassy asks the offerors a statement on the average annual workforce and on collective bargaining agreement (Contratto di lavoro) applied to employees, the details of the workers' complaints made to INPS, INAIL and Casse Edili.
In the case of private works, no permission from construction and the amount of the work less than € 100,000, the verification of the suitability of the company is simplified and is considered satisfied through the presentation by the company of the certificate of registration in the Chamber of Commerce, Industry e Handicraft and the Single Document of Regularity Contribution (DURC), accompanied by self-certification in order to meet the other requirements set out in Annex XVII of the Local Consolidated Law on Finance.
The contractor shall submit with the offer a preliminary safety plan that must take into account all kind of work to be performed within the project being solicited.
The plan must be detailed sufficiently to let the team evaluating the offers that the contractor had understood correctly the nature of the work and its own typical risks, and therefore, had evaluated the relevant costs in their proposal.
The Preliminary Safety Plan must contain:
- For each sequence of work a brief description of the related risks.
- For each sequence of work brief description of the practices, the measures, the individual and collective protection devices that will be adopted by the company in order to respond, minimizing the highlighted risks.
- For each sequence of work a cost-analysis of the selected measures.

The estimate must be congruous, analytical for single items, per unit or per measure.
After the tender closure, the company entitled to the work must submit a detailed
Operational Safety Plan (Piano Operativo di Sicurezza) at least 15 days before starting the operations.
The safety plan submitted must clearly identify the professional figures as follows:
"DIRETTORE TECNICO DI CANTIERE" The construction site technical director is the person who manages for the contractor the construction site. This role can be played by both an employee of the company and by an external professional, with a specific and formal assignment. The figure of the technical director of the construction site must not be confused with that of the construction manager, who is instead appointed by the client and checks that the works are carried out in accordance with the provisions of project and related specifications.
"PREPOSTO" an individual who is identified for the functions he/she performs and is therefore comparable to what with other terms is indicated as site manager, workshop manager, department head, office manager, etc. He/she must also be trained to be able to perform the functions attributed to him, as indicated in art. 19 letter g) of paragraph 1 and according to the objectives set by art. 37 of D.Lgs. 81/08. The PREPOSTO, insures continuously and effectively that the workers:
1) follow the safety regulations imparted and outlined in the safety plan.
2) use the required personal protective equipment (PPE).
3) promptly report to the employer or manager any deficiencies in the procedures, tools, personal protective equipment,and persistent protocols disregards.
Art. 2.3 DESCRIPTION OF WORK
The aim of the work is to modify the existing ADA ramp from Boncompagni CAC to reach the ground floor of the BCC even with a wheelchair. Those buildings are inside the US
Embassy Compound in Rome.
Safety must always be guaranteed; therefore the construction site areas must be well fenced especially since the transit through the Boncompagni CAC must be guaranteed for the entire duration of the works. The work must be carried out in a workmanlike manner by a specialized company.
The Contractor will be responsible for the realization of the following steps:

• Preparation of the construction site, including realization of all temporary connections to users for site use. The Contractor must agree with the COR of the
Customer the points of derivation from which to take supplies.
• The COR will indicate which spaces, if any, may be used for storage and shelter of materials and tools for use on site and for the use of Contractor staff
• Preparation of any additional protections that the COR will consider essential for the safety of people and the protection of people and goods.
• An archaeologist certified by the Soprintendenza Archeologica di Roma and approved by US Embassy must be present throughout the excavation time pursuant to art. 16 comma 8 of NTA.
• Excavation done by hand, Demolition and manual removal of the existing flowerbeds and tile flooring in the affected area up to a thickness of 100 cm, carried out for the entire outdoor area. It is probably that there is a tree stump inside the flowerbed which will have to be removed with all its roots. The demolition includes the creation of cutting paths, the loading and transport to landfills of waste materials and earth, including compensation for transfer to controlled and authorized landfills, including special materials. Maximum attention must be paid during the excavation phase as ancient mosaics have been found in the neighboring area. If the archaeologist present during the excavations deems it appropriate, proceed with the archaeological excavation.
• Preparation and compaction of the excavated soil for the foundation laying surface. After these operations the laying surface shall be perfectly flat.
• Supply on site on the entire surface of non-woven fabric, concrete substrate with electro-welded mesh that anchors to the existing one, screed and all processing and charges to ensure the work is carried out in a workmanlike manner.
• Supply and install of basalt slab flooring similar to that of the existing ramp. The tiles must have characteristic suitable for outdoor use, slip resistant with minimum
R11. Samples shall be submitted to the COR for approval of tiles dimensions and colors.
• Leveling of grids, manholes and manholes covers of any shape and type to be carried out in the area involved. Including: removal of the frame, formation of the
- 8 -new laying surface, laying of the frame and cover, perimeter sealing with fiber-reinforced structural restoration mortar, thixotropic and anti-shrinkage.
• The new walls containing the ramp will have to be covered with travertine slabs laid vertically. The existing flowerbeds, steps and all the parts covered by travertine slabs will have to be cleaned with a low-pressure cleaner and grouting where necessary.
• Supply and install of handrails for the entire ramp. The handrail must be made of steel. Profile dimensions 60.3 - Ø 3.6 mm thick.
• Supply and installation of new LED spots to continue the existing luminous paths along the ramp at the entrance of the compound – iGuzzini Light Up Floor-recessed
Orbit luminaire D=23mm - Flush-mounted stainless-steel frame - Warm White LED.
• Remove the plaster detached from the Lucullo side wall and create a new one based on natural hydraulic lime and pozzolana, cement free, applicable on existing masonry, even of historical interest. Smooth exterior finish, paint with color as existing.
• Supply and installation of a new flashing to be applied with resin as drip catcher on the top part of the perimetral wall
In general the ADA ramp have to be compliant with both ADA standards of US Department and Italian law 13/1989 and DLgs 236/1989.
The new ramp must have these characteristics:
- the minimum width of the ramp must be 0.90 m if foreseen for a wheelchair, 1.50 m if the same foresees the crossing of two wheelchairs in the opposite direction of travel.
- Ramps must have a horizontal landing every 10m of travel, or at door openings and at the top and bottom of each ramp. The landing clear width shall be at least as wide as the widest ramp run leading to the landing. Ramps that change direction between runs at landings shall have a clear landing 60x60 inches (1525 mm) or
1400x1700mm counting the area to permit maneuvering and simultaneously door operation.

- Ramp runs shall have a running slope not steeper than 1:12.
- Floor or ground surfaces of ramp runs shall be stable, firm, and slip resistant.
Landings subject to wet conditions shall be designed to prevent the accumulation of water.
- Parapet at least 1 m high and with longitudinal cracks of less than 10 cm; if the ramp is protected by a railing or a non-full parapet, the ramp must be equipped with a curb of at least 10 cm placed laterally at the bottom.
- Handrails shall be provided on both sides of stairs and ramps. Handrails shall be continuous within the full length of each stair flight or ramp run. Top of gripping surfaces of handrails shall be 34 inches (865 mm) minimum and 38 inches (965
mm) maximum vertically above walking surfaces, stair nosing’s, and ramp surfaces.
- At the beginning and at the end of the ramp, signals must be affixed to bands of different material, tactilely identifiable by the blind.
The contract have to prepare and submit all design details necessary for correct execution of project (Shop Drawings) following the methodology and times determined in the chapter entitled "Times and Penalties".
Art. 2.4 LIMITATIONS
The accomplishment of the project shall be circumscribed to the specific requests described in the Tender Documents
Art. 2.5 MATERIAL EQUIVALENTS
The contractor shall verify and ensure that all the materials supplied are new and without defects and that their use and/or installation is carried out using the best techniques and fully respecting the instructions supplied by the manufacturers.
Special parts shall be manufactured solely by workshops that are highly qualified in that specific sector.
The makes indicated in this SOW (Scope of Work) are intended as a point of reference
- 10 -and therefore, the words or approved equivalent are implicit.
Therefore, the makes and products listed are to be deemed equivalent to each other.
Different selections implemented by the Contractor shall be approved in advance by the
COR, after submission of samples and technical cards.
Special products must be processed only to workshops highly qualified in the field of specific realization

Art. 2.7 SUBMITTALS DESCRIPTION (SD)
Submittal requirements are specified in the technical sections. Examples and descriptions of submittals identified by the Submittal Description (SD) numbers and titles follow:
SD-01 Preconstruction Submittals

Preconstruction Submittals include schedules and a tabular list of locations, features, and other pertinent information regarding products, materials, equipment, or components to be used in the work.
• SD-02 Shop Drawings
Drawings, diagrams and schedules specifically prepared to illustrate some portions of the work are requested by the cor. Diagrams and instructions from a manufacturer or fabricator for use in producing the product and as aids to the Contractor for integrating the product or system into the project.
Drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be coordinated.
• SD-03 Product Data
Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions and brochures illustrating size, physical appearance and other characteristics of materials, systems or equipment for some portion of the work.
Samples of warranty language when the contract requires extended product warranties.
• SD-04 Samples
Fabricated or unfabricated physical examples of materials, equipment or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged. Requested by the the Cor Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project.
Field samples and mock-ups constructed on the project site establish standards ensuring work can be judged. Includes assemblies or portions of assemblies that are to be incorporated into the project and those that will be removed at conclusion of the work.
• SD-05 Design Data
Design calculations, mix designs, analyses or other data pertaining to a part of work.
• SD-06 Certificates
Statements printed on the manufacturer's letterhead and signed by responsible officials of manufacturer of product, system or material attesting that the product, system, or material meets specification requirements. Must be dated after award of project contract and clearly name the project.

Document required of Contractor, or of a manufacturer, supplier, installer, or
Subcontractor through Contractor. The document purpose is to further promote the orderly progression of a portion of the work by documenting procedures, acceptability of methods, or personnel qualifications.

Art. 2.8 RESIDENTIAL SMOKING POLICY
U.S. Tri-Mission Rome Employee Smoking Policy
Tri-Mission services are performed by direct-hire LES. and Embassy contractors.
This smoking policy has been established for the following reasons:
To protect individuals from second-hand smoking
To avoid setting off alarms and smoke detectors
To maintain a clean workplace
To avoid fires from discarded cigarettes
Any LES or Embassy Contractor working in/on a Government Owned residential compound/property or in an owned or leased residence will follow the rules listed below:
No smoking is allowed on the compound or inside any government-owned residence outside of the dedicated areas.
No smoking is allowed inside a government owned or leased residence
No smoking is allowed on terraces, in common areas, or parking lots.
No smoking is allowed in any enclosed spaces.
Smoking is allowed outside the gates of a compound or in dedicated areas only. Any person found to be in violation of the above rules will be escorted off the property immediately, reported to the Facility Manager and or GSO, and face immediate disciplinary action.

Art. 2.9 CONCLUSION PHASE
Once the project is completed, a final inspection shall be carried out with representatives of the contractor and the Embassy, in order to verify that the project has been carried out correctly, that it is in compliance with the technical specifications and that the systems operate correctly.
Art. 2.10 PARKING
No parking is allowed inside the Embassy Compound. The Contractor's vehicles shall be allowed to enter only for loading and unloading materials.
Loading and unloading operations shall be carried out using only one vehicle at a time.
Consequently, during the accomplishment of the project the Contractor shall ensure that its vehicles are parked at its own expense outside the Government property.

Definitions
- Satisfactory Materials
Satisfactory materials for grading comprise stones less than 200 mm, except for fill material for pavements and railroads which comprise stones less than 75 mm in any dimension.
- Unsatisfactory Materials
Materials which do not comply with the requirements for satisfactory materials are unsatisfactory. Unsatisfactory materials also include man-made fills; trash; refuse;
backfills from previous construction; and material classified as satisfactory which contains root and other organic matter or frozen material. Notify the Contracting Officer
Representative when encountering any contaminated materials.

Material suitable for topsoils obtained from excavations is defined as: Natural, friable soil representative of productive, well-drained soils in the area, free of subsoil, stumps, rocks larger than 25 mm diameter, brush, weeds, toxic substances, and other material detrimental to plant growth. Amend topsoil pH range to obtain a pH of 5.5 to 7.
- Hard/Unyielding Materials
Hard/Unyielding materials comprise weathered rock, dense consolidated deposits, or conglomerate materials which are not included in the definition of "rock" with stones greater than 15 mm in any dimension or as defined by the manufacturer, whichever is smaller. These materials usually require the use of heavy excavation equipment, ripper teeth, or jack hammers for removal.
System Description
The subsoil investigation report and samples of materials taken from subsurface investigations represent the best subsurface information available; however, variations may exist in the subsurface between boring locations.

Test Report
Quality Control
Provide certification of installer qualifications from the manufacturer confirming the specific installer has the required qualifications for installing. Provide certificates of compliance for materials.
Products
Compacting Foundation Soil
Provide soil material, grout and rock conforming National Standard for construction indicated. Bedding material consisting of sand, gravel, or crushed rock, well graded, with a maximum particle size of 50 mm. Compose material of tough, durable particles. Allow fines passing the 75 micrometers standard sieve with a plasticity index less than six. Rock fragments sufficiently durable to ensure permanence in the structure and the environment in which it is to be used. Use rock fragments free from cracks, seams, and other defects that would increase the risk of deterioration from natural causes. Provide fragments sized so that no individual fragment exceeds a weight of 20 kg and that no more than 10 percent of the mixture, by weight, consists of fragments weighing 0.91 kg or less each.
Stabilized Pozzolan Foundation
Provide stabilized pozzolan foundation about 20 cm of capillary water barrier of clean, poorly graded crushed rock, pozzolan, crushed gravel, or uncrushed gravel placed beneath a building slab with or without a vapor barrier to cut off the capillary flow of pore water to the area immediately below.
Bedding layer
Provide bedding layer of Silica Sand about 5-7 cm to allow the drainage of the slabs.

Execution
Examine substrate and existing conditions to determine that the tiles can be installed as required by the manufacturer and that all work related to the installation is properly coordinated. Surface must be sound and free of oil, loose materials or protrusions which will interfere with the system installation. If deficiencies are found, notify the Contracting
Officer Representative and do not proceed with installation until the deficiencies are corrected. The substrate must be plane. Determine flatness, plumbness, and any other conditions for conformance to manufacturer's instructions

Measurements Procedures
Excavation: the unit of measurement for excavation and borrow will be the cubic meter, computed by the average end area method from cross sections taken before and after the excavation and borrow operations, including the excavation for ditches, gutters, and channel changes, when the material is acceptably utilized or disposed of as herein specified. The measurements will include authorized excavation of rock (except for piping trenches that is covered below), authorized excavation of unsatisfactory subgrade soil, and the volume of loose, scattered rocks and boulders collected within the limits of the work; allowance will be made on the same basis for selected backfill ordered as replacement. The measurement will not include the volume of subgrade material or other material that is scarified or plowed and reused in-place and will not include the volume excavated without authorization or the volume of any material used for purposes other than directed.
Stripping of Topsoil
Where indicated or directed, strip topsoil to a depth of 100 mm. Spread topsoil on areas already graded and prepared for topsoil or transported and deposited in stockpiles convenient to areas that are to receive application of the topsoil later, or at locations indicated or specified. Keep topsoil separate from other excavated materials, brush, litter,
- 20 -objectionable weeds, roots, stones larger than 50 mm in diameter, and other materials that would interfere with planting and maintenance operations. Stockpile in locations indicated or remove from the site if indicated, any surplus of topsoil from excavations and gradings.
General Excavation
Perform excavation of every type of material encountered within the limits of the project to the lines, grades, and elevations indicated and as specified. Transport satisfactory excavated materials and place in fill or embankment within the limits of the work. Excavate unsatisfactory materials encountered within the limits of the work below grade and replace with satisfactory materials as directed. Include such excavated material and the satisfactory material ordered as replacement in excavation. Dispose surplus satisfactory excavated material not required for fill or embankment in areas approved for surplus material storage or designated waste areas. Dispose unsatisfactory excavated material in designated waste or spoil areas. During construction, perform excavation and fill in a manner and sequence that will provide proper drainage at all times. Excavate material required for fill or embankment in excess of that produced by excavation within the grading limits from the borrow areas indicated or from other approved areas selected by the
Contractor as specified.
Drainage
Provide for the collection and disposal of surface and subsurface water encountered during construction. Completely drain construction site during periods of construction to keep soil materials sufficiently dry. Construct storm drainage features (ponds/basins) at the earliest stages of site development, and throughout construction grade the construction area to provide positive surface water runoff away from the construction activity [and] [or] provide temporary ditches, swales, and other drainage features and equipment as required to maintain dry soils. When unsuitable working platforms for equipment operation and unsuitable soil support for subsequent construction features develop, remove unsuitable material and provide new soil material as specified herein. It is the responsibility of the Contractor to assess the soil and ground water conditions presented by the plans and specifications and to employ necessary measures to permit construction to proceed.
Removal of Unstable Material
Where unstable material is encountered in the bottom of the excavation, remove such material to the depth directed and replace it to the proper grade with select granular material.

Underground Utilities
The Contractor is responsible for movement of construction machinery and equipment over pipes and utilities during construction. For work immediately adjacent to or for excavations exposing a utility or other buried obstruction, excavate by hand. Start hand excavation on each side of the indicated obstruction and continue until the obstruction is uncovered or until clearance for the new grade is assured. Report damage to utility lines or subsurface construction immediately to the Contracting Officer Representative.
Ground Surface Preparation
General Requirements Remove and replace unsatisfactory material with satisfactory materials, as directed by the Contracting Officer Representative, in surfaces to receive fill or in excavated areas. Scarify the surface to a depth of 400 mm before the fill is started.
Pulverize, and compact to the specified density. When the subgrade is part fill and part excavation or natural ground, scarify the excavated or natural ground portion to a depth of 400 mm and compact it as specified for the adjacent fill.
Utilization of Excavation Material
Dispose unsatisfactory materials removing from excavations into designated waste disposal or spoil areas. Use satisfactory material removed from excavations, insofar as practicable, in the construction of fills, embankments, subgrades, shoulders, bedding (as backfill), and for similar purposes. Submit procedure and location for disposal of unused satisfactory material. Do not waste any satisfactory excavated material without specific written authorization. Dispose of satisfactory material, authorized to be wasted, in designated areas approved for surplus material storage or designated waste areas as directed. Clear and grub newly designated waste areas on Government-controlled land before disposal of waste material thereon. Stockpile and use coarse rock from excavations for constructing slopes or embankments adjacent to streams, or sides and bottoms of channels and for protecting against erosion. Do not dispose excavated material to obstruct the flow of any stream, endanger a partly finished structure, impair the efficiency or appearance of any structure, or be detrimental to the completed work in any way.
Backfilling and Compaction
Places backfill adjacent to all types of structures, in successive horizontal layers. Compact to at least 90 percent laboratory maximum density for cohesive materials or 95 percent laboratory maximum density for cohesionless materials, to prevent wedging action or eccentric loading upon or against the structure. Backfill material must be within the range of -2 to +2 percent of optimum moisture content at the time of compaction. Prepare ground
- 22 -surface on which backfill is to be placed and provide compaction requirements for backfill materials in conformance with the applicable portions of paragraphs.
Finish compaction by sheepsfoot rollers, pneumatic-tired rollers, steel-wheeled rollers, vibratory compactors, or other approved equipment.
Replacement of Unyielding Material Replace unyielding material removed from the bottom of the excavation with select granular material or initial backfill material.
Replacement of Unstable Material Replace unstable material removed from the bottom of the excavation with select granular material placed in layers not exceeding 150 mm loose thickness.
Bedding and Initial Backfill Place initial backfill material and compact it with approved tampers. Take care to ensure thorough compaction of the fill.
Provide materials as follows:
• Coarse sands and gravels with maximum particle size of 40 mm, including various graded sands and gravels containing small percentages of fines, generally granular and non cohesive, either wet or dry.
• Sand, Clean, coarse-grained sand
• Gravel and Crushed Stone
Rock Embankments
Construct rock embankments from material classified as rock excavation, as defined above, placed in successive horizontal layers of loose material not more than 200 mm in depth. Do not use pieces of rock larger than 100 mm in the greatest dimension. Spread each layer of material uniformly, completely saturate, and compact. Adequately bond each successive layer of material to the material on which it is placed. Finish compaction with vibratory compactors, heavy rubber-tired rollers, or steel-wheeled rollers weighing.
Subgrade preparation
Proof Rolling Finish proof rolling on an exposed subgrade free of surface water (wet conditions resulting from rainfall) which would promote degradation of an otherwise acceptable subgrade. Notify the Contracting Officer Representative a minimum of 3 days prior to proof rolling. Perform proof rolling in the presence of the Contracting
Officer.Representative

Compaction
Finish compaction by sheepsfoot rollers, pneumatic-tired rollers, steel-wheeled rollers, vibratory compactors, or other approved equipment.
Finishing
Finish the surface of excavations, embankments, and subgrades to a smooth and compact surface in accordance with the lines, grades, and cross sections or elevations shown in the Detail Drawings. Repair graded, topsoiled, or backfilled areas prior to acceptance of the work, and re-established grades to the required elevations and slopes.
Subgrade and Embankments. Do not disturb the finished subgrade by traffic or other operation. Protect and maintain the finished subgrade in a satisfactory condition until pavement is placed. Do not permit the storage or stockpiling of materials on the finished subgrade. Do not lay subbase, base course, ballast, or pavement until the subgrade has been checked and approved, and in no case place pavement on a muddy, spongy, or frozen subgrade.
Placing Topsoil
On areas to receive topsoil, prepare the compacted subgrade soil to a 400 mm depth for bonding of topsoil with subsoil. Spread topsoil evenly to a thickness of 50 mm and grade to the elevations and slopes shown. Do not spread topsoil when frozen or excessively wet or dry. Obtain material required for topsoil in excess of that produced by excavation within the grading limits from areas indicated.
Testing
Submit qualifications of a commercial testing laboratory. Perform tests on recompacted areas to determine conformance with specification requirements. Appoint a registered professional civil engineer to certify inspections and test results. These certifications shall state that the tests and observations were performed by or under the direct supervision of the engineer and that the results are representative of the materials or conditions being certified by the tests.
Disposition of surplus material
Remove surplus material or other soil material not required or suitable for filling or backfilling, and brush, refuse, stumps, roots, and timber, to a disposal area and delivered to a licensed/permitted facility or to a location approved by the Contracting Officer
Representative.

Surface Preparation
Prepare existing surfaces for application of the Betonelle Farnese Filter to meet flatness tolerances and surface preparation according to manufacturer's installation instructions.
Provide clean surfaces free of oil and loose material without protrusions adversely affecting the installation of the insulation board. Apply the primer to existing surfaces as recommended by the manufacturer. The contractor must not proceed with the installation until all noted deficiencies of the substrate are corrected.
Installation
Install new tiles with specified system required. As per drawings
Field Quality Control
Throughout the installation, the contractor must establish and maintain an inspection procedure to assure compliance of the installed with contract requirements. Work not in compliance must be removed and replaced or corrected in an approved manner. The inspection procedures, from acceptance of deliveries through installation of sealants and final acceptance must be performed by qualified inspector trained by the manufacturer.
Delivery, Storage and Handling
Deliver materials to the building site in original unopened containers bearing the manufacturer's name, style name, pattern color name and number, production run, project identification, and handling instructions. Store materials in a clean, dry, secure, and well-ventilated area, free from strong contaminant sources and residues, with controlled ambient air and temperature and stacked according to manufacturer's recommendations.
Remove flooring products from packaging to allow ventilation prior to installation. Protect materials from the direct flow of heat from hot-air registers, radiators and other heating fixtures and appliances.
Scheduling
Schedule floor application after the completion of other work which would damage the finished surface of the flooring.
Warranty
Provide manufacturer's standard performance guarantees or warranties that extend beyond a one-year period.

Extra Material
Provide extra flooring material of each color and pattern at the rate of minimum 5%.
Package all extra materials in original properly marked containers bearing the manufacturer's name, brand name, pattern color name and number, production run, and handling instructions. Provide extra materials from the same lot as those installed. Leave extra stock at the site in location assigned by Contracting Officer Representative.

Products
Certificates
Paints and Coatings Provide paint and coating products certified by third-party programs.
Provide current product certification documentation from certification body.
Field Samples and Tests The Contracting Officer may choose up to two coatings that have been delivered to the site to be tested at no cost to the Government. Remove products from the job site which do not conform, and replace with new products that conform to the referenced specification. Test replacement products that failed initial testing at no cost to

Regulatory Requirements In addition to requirements specified elsewhere for environmental protection, provide coating materials that conform to the restrictions of the local Air Pollution Control District and regional jurisdiction. Notify Contracting Officer of any paint specified herein which fails to conform.
Lead Content Do not use coatings having a lead content over 0.06 percent by weight of nonvolatile content.
Chromate Content Do not use coatings containing zinc-chromate or strontium-chromate.
Asbestos Content Provide asbestos-free materials.
Mercury Content Provide materials free of mercury or mercury compounds.
Silica Provide abrasive blast media containing no free crystalline silica.
Human Carcinogens Provide materials that do not contain WHO-IARC (International Agency for Research on Cancer) confirmed human carcinogens (1) or suspected human carcinogens (2).
Packaging, Labeling and Storage
Provide paints in sealed containers that legibly show the contract specification number, designation name, formula or specification number, batch number, color, quantity, date of manufacture, manufacturer's formulation number, manufacturer's directions including any warnings and special precautions, and name and address of manufacturer. Furnish pigmented paints in containers not larger than 20 liters. Store paints and thinners in accordance with the manufacturer's written directions, and as a minimum, stored off the ground, under cover, with sufficient ventilation to prevent the buildup of flammable vapors, and at temperatures between 4 to 35 degrees C.
Safety and Health
Apply coating materials using safety methods and equipment in accordance with the applicable State, regional and local laws and regulations.
Toxic Materials To protect personnel from overexposure to toxic materials, conform to the most stringent guidance of: The applicable manufacturer's Safety Data Sheets (SDS) or local regulation.
Enviromental Conditions
Do not apply coating when air or substrate conditions are below 10 degrees C or over 35 degrees C, unless specifically pre-approved by the Contracting Officer and the product manufacturer. Do not, under any circumstances, violate the manufacturer's application

Schedules for Finishes
Submit manufacturer's samples of paint colors. Cross reference color samples to color scheme as indicated. Submit color stencil codes.
Existing coated surfaces that are damaged during performance of the work.
Definitions and Abbreviation
The term "coating" as used herein includes emulsions, enamels, stains, varnishes, sealers, epoxies, and other coatings, whether used as primer, intermediate, or finish coat.
The terms paint and coating are used interchangeably.
Materials
Submit product data sheets for specified coatings and solvents. Submit Manufacturer's
Instructions on Mixing: Detailed mixing instructions, minimum and maximum application temperature and humidity, and curing and drying times between coats.
Execution
Protection of areas ad spaces not to be painted
Prior to surface preparation and coating applications, remove, mask, or otherwise protect, machined surfaces, radiator covers, plates, lighting fixtures, public and private property, and other such items not to be coated that are in contact with surfaces to be coated.
Following completion of painting, reinstall removed items by workmen skilled in the trades.
Restore surfaces contaminated by coating materials, to original condition and repair damaged items.
Cleaning
Immediately remove fresh sealant from adjacent areas using a solvent recommended by the sealant manufacturer. Upon completion of sealant application, remove remaining smears and stains and leave the work in a clean condition. Allow sealant time to cure, in accordance with manufacturer's recommendations, prior to coating.
Surface Preparation
Remove dirt, splinters, loose particles, grease, oil, [disintegrated coatings,] and other foreign matter and substances deleterious to coating performance as specified for each
- 29 -substrate before application of paint or surface treatments. Remove oil and grease prior to mechanical cleaning. Schedule cleaning so that dust and other contaminants will not fall on wet, newly painted surfaces. Spot-prime exposed ferrous metals such as nail heads on or in contact with surfaces to be painted with water-thinned paints, with a suitable corrosioninhibitive primer capable of preventing flash rusting and compatible with the coating specified for the adjacent areas
Existing Coated Surfaces with Minor Defects
Sand, spackle, and treat minor defects to render them smooth. Minor defects are defined as scratches, nicks, cracks, gouges, spalls, alligatoring, chalking, and irregularities due to partial peeling of previous coatings
Removal of Existing Coating
Remove existing coatings from the following surfaces: Surfaces containing large areas of minor defects; Surfaces containing more than 20 percent peeling area; and Surfaces designated by the Contracting Officer Representative, such as surfaces where muld shows through existing coatings.
Coating Application
Apply coating materials in accordance with applicable National, Regional and local laws enacted to insure compliance with International Standards. At the time of application, paint must show no signs of deterioration. Maintain uniform suspension of pigments during application. Wear protective clothing and respirators when applying oil-based paints or using spray equipment with any paints. Only apply paints, except water-thinned types to surfaces that are completely free of moisture as determined by sight or touch. Thoroughly work coating materials into joints, crevices, and open spaces. Pay special attention to ensure that all edges, corners, crevices, welds, and rivets receive a film thickness equal to that of adjacent painted surfaces.
