C. The following represents Contractor questions and answers received to date:
Labor Relations Market Survey Questions and Answers:
1. Please verify that the Solicitation is for Market Survey input. Portions of the Solicitation imply that the Solicitation is an
RFQ and that a contract may be awarded from this Solicitation.
Answer: This is the official solicitation. The RFQ that has been attached to the combined synopsis/solicitation is the official RFQ.
2. The Solicitation states that the services required hereunder shall be performed at various office locations across the
United States. The Solicitation further allocates a travel budget NTE $13,000 to support Contractor travel to remote office locations. Are these trips anticipated to four of the six Regional offices? Are any other locations under consideration for a
Contractor visit?
Answer: In an effort to gain a broader perspective in assessing our labor operations, we anticipate trips to these
Regional Offices to meet with NWS personnel that conduct Labor activities on the Regional level. At this time, we don’t consider any other locations for the Contractor to visit.
3. The Solicitation specified that the travel budget will support one trip to Sarasota, FL for two Contractor personnel.
Please identify the rationale that two Contractor employees would need to travel to Sarasota.
Answer: Sarasota is the location of the NWSEO (Union) President. Our rationale was to remain consistent with our travel needs to the Regional Offices. In this instance, it is not a mandatory requirement that two Contractors are necessary to travel to Sarasota.
4. We understand that the National Weather Service Employees Organization represents approximately 4,000 employees throughout the National Oceanic and Atmospheric Administration in the U.S. Department of Commerce. Will all of these represented employees be covered by the Solicitation scope of services? If not, please identify the number of NWSEO represented employees that will be covered by the Solicitation scope of services.
Answer: All represented employees will be covered by the scope of services. NWSEO is the exclusive representative for all NWS bargaining unit employees.
5. Is there an incumbent contractor currently performing any or all of the work envisioned by the Solicitation Statement of
Work? If so, please identify the incumbent contractor, the full time equivalent (FTE) support provided, and the value of services for a one year period of performance.
Answer: This is a new requirement. There is not an incumbent contractor.
6. If this is a new requirement, can the government provide an estimated FTE level of effort for the Solicitation scope of work?
SF30 Continuation of Block Narrative Page 3 of 3
Answer: This is a new requirement to NOAA. The Government anticipates that the level of effort will be different for each quote received depending on the solution that the offeror provides in their technical approach. At this point, the
Government cannot provide a level of effort to any degree of certainty.
7. Can the government provide an estimated release date for the actual RFP/RFQ?
Answer: As stated in the answer to question 1, this is the official RFQ. This synopsis and solicitation were posted to http://fbo.gov on Friday, May 2, 2014.
8. We would like to encourage the government to release the RFP/RFQ as a Service-Disabled Veteran-Owned Small
Business set aside as recognition of military veteran’s value to the United States and in recognition that there is ample
SDVOSB competition and capability for providing Labor Relations services. Will the government agree to release the RFP/RFQ as a SDVOSB set aside contract?
Answer: NOAA has performed extensive market research in determining the best way to solicit this requirement. Based on the results of the market research, a decision was made, and approved by NOAA’s Small Business Specialist, that a
Small Business Set-Aside would be the most advantageous method of soliciting in order to receive adequate competition among capable vendors who are able to provide unique solutions at fair market prices.
9. The Solicitation contains Representations and Certifications to be completed. Does the government require the Reps and Certs to be completed and returned in Volume 3?
Answer: Yes. The Representations and Certifications shall be included in Volume 3: Cost/Price.
10. In Section 7.0 – Deliverables Schedule, there is a requirement that the NWS Labor Management Assessment Findings
Report be completed 10-30 days after conclusion of environmental assessment. There is no schedule or due date for the environmental assessment. What is the due date for the environment assessment? Will the government’s answer to this question impact the other deliverables due dates?
Answer: The environmental assessment may take 3-6 months. It should not impact the other deliverable due dates. A deliverable for the conclusion of the environmental assessment has been added to the deliverables table in Section 7.0 of the Statement of Work, located in Section C of the Solicitation.
11. The Solicitation requires a staffing plan and prices for the base year and the four option years. However, the tasks outlined in Section 3. – Detailed Requirement are clearly envisioned for the base year of the contract. Can the government please describe option year tasks so that we may be able to prepare a staffing plan and pricing for the option years?
Answer: Some tasks may include implementation of the recommendations; training for labor and management representatives and Executive leadership; strategy advice for labor management.
