4.1 The Government will provide the services of ABS Surveyor.
5.0 NOTES:
5.1 Work is to be accomplished at USCG Pier Papa, Old Navy Base, North Charleston, SC 29405 and there is other repair work under separate contract underway through ~27MAR2018. Contractor may alternatively propose to perform repairs under this contract at their facility in Charleston, SC area provided they provide tug services at their expense to tow the ship and meet requirements of ref 2.2.
5.2 Pier Papa has load limits per ref 2.5. “1940’s Section” refers to the south, length-wise half of the pier and the “1960’s Section” refers to the north, length-wise half of the pier. The north side of the pier is most structurally stable portion of the pier. Should work be performed at Pier Papa, contractor shall at their own expense arrange for tug services to position ship on north side of the pier (ship is currently moored on south side)
001-2
5.3 The crew will be living aboard the ship during the entire performance period. Working hours are to be limited to 0700H to 2000H.
5.4 The location of the ship is USCG Pier P, Old Navy Base, North
Charleston, SC. This pier is located within the Federal Law Enforcement Training Center (FLETC) which has security access protocols. All contractor and subcontractor personnel requiring access to the ship to accomplish the work in this specification will be required to fill out a contractor’s badge application, be finger printed, and will be subjected to a background check. All personnel shall be capable of passing a background check for access. Due to the emergency nature of these repairs, non-US Citizens will not be allowed access to the ship due to the longer vetting period required.
5.5 All contractor vehicles will be subjected to a daily inspection each day prior to being allowed access onto the FLETC facility.
5.6 Ref 2.1 depicts approximate area to be repaired for estimating purposes. Damage may exist that may not be readily visible due to paint, insulation or other obstructions. All bidders are required to perform a ship check to independently verify dimensions and repairs required.
5.7 NOAA Ship NANCY FOSTER is an ex-YTT class Navy Yard Boat converted in 2002 for service as an Oceanographic Research Vessel. Many of the drawings are the original YTT drawings. There may be differences between the drawings and the ship. Take into account these differences during bidding.
5.8 Costs of Amercian Bureau of Shipping (ABS) ship surveys/inspections will be borne by the Government using a separate purchase order or IDIQ contract. Scheduling ABS surveys/inspections is the Contractor’s responsibility.
6.0 QUALITY ASSURANCE: NONE ADDITIONAL.
